In other\nwords, carbon tax is the core policy for reducing and eventually eliminating\nthe use of fossil fuels whose combustion is destabilizing and destroying our\nclimate.<\/p>\n\n\n\n<p>A carbon tax is a\nway or the&nbsp;only&nbsp;way, to have users of carbon fuels pay for the\nclimate damage caused by releasing carbon dioxide into the atmosphere. If set\nhigh enough, it becomes a powerful monetary disincentive that motivates\nswitches to clean energy across the economy, simply by making it more\neconomically rewarding to move to non-carbon fuels and energy efficiency.<\/p>\n\n\n\n<p><strong>Problem\nin calculating Carbon tax: <\/strong>Economists working on climate change have\nhad to grapple with several technical issues to estimate the social cost of\ncarbon.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>One way is selecting the rate at which\nfuture costs are to be discounted to arrive at their monetary value today. <\/li><li>Another is to think of climate change\npolicy in terms of tail risks rather than averages, or extreme events that have\nrelatively low probability but whose impact could be catastrophic.&nbsp;<\/li><\/ul>\n\n\n\n<p>Profound\nuncertainty about the impact of climate change means that estimates of the social\ncost of carbon would be equally uncertain; which can be seen in two of the most\ninfluential estimates:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Nicholas Stern of the London School of\nEconomics estimated it at $85 per tonne of carbon. <\/li><li>William Nordhaus of Yale University came\nup with a much lower estimate of $8 per tonne.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>IMF\nPolicy Paper: Fiscal Policies for Paris Climate Strategies &#8211; From Principle to\nPractice<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The world needs a massive carbon tax in\njust 10 years to limit climate change.<\/li><li>The international organization suggests a\ncost of $75 per ton by 2030.<\/li><li>The global average carbon price is $2 a\nton \u2014 a small fraction of the estimated $75 a ton price that is estimated to be\nconsistent with a 2 C warming target.<\/li><li>Increasing the price of carbon is the most\nefficient and powerful method of combating global warming and reducing air\npollution.<\/li><li>The IMF team argues that such a Pigouvian\ntax will help limit global warming to 2 degrees Celsius above pre-industrial\nlevels, as embedded in the 2015 global climate change agreement in Paris.<\/li><li><strong>Need of\nhigher prices:<\/strong> Global temperatures are projected to rise by roughly\n4 C above preindustrial levels by 2100. The 2015 Paris climate accord aims to\nlimit warming to 2 C, with a long shot goal of 1.5 C. Most countries are not on\ntrack to achieve those targets, and the U.S. plans to formally withdraw from\nthe Paris agreement in 2020.&nbsp;&nbsp; <\/li><\/ul>\n\n\n\n<table class=\"wp-block-table\"><tbody><tr><td><strong>A Pigovian&nbsp;(Pigouvian) tax<\/strong> is a fee&nbsp;which is assessed against private individuals or businesses for engaging in activities that create adverse side effects. Adverse side effects are those costs which are not included as a part of the product&#8217;s market price.&nbsp;The Pigovian&nbsp;tax is meant to discourage activities that impose a net cost of production onto third parties and society as a whole.&nbsp; &nbsp; &nbsp;<\/td><\/tr><\/tbody><\/table>\n\n\n\n<p><strong>The\nprice impact of a carbon tax of $75 per tonne of carbon consumed in India: <\/strong>The IMF\nestimates that a tax of this magnitude will increase the price of <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Coal by 230% <\/li><li>Natural gas by 25%<\/li><li>Electricity by 83% and<\/li><li>Petrol by 13%.<\/li><\/ul>\n\n\n\n<p><strong>Problems\nwith the global carbon tax:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It will penalize incremental carbon\nemissions rather those that have already been spewed into the atmosphere since\nthe Industrial Revolution.<\/li><li>A homogenous global carbon tax will, in\neffect, impose costs on developing countries rather than those that have been\nresponsible for most of the existing stock of pollution.<\/li><li>Taxes are part of national social\ncontracts that emerge out of very specific conditions that cannot necessarily\nbe replicated on a global scale.<\/li><\/ul>\n\n\n\n<p><strong>Conclusion:<\/strong><\/p>\n\n\n\n<p>The idea of a\ncarbon tax in itself is a good one. It does its work thorough the price system,\nrather than rationing quantities through instruments such as carbon credits.\nHowever, the underlying principle should be of Common but Differentiated\nResponsibilities and Respective Capabilities that has been recognized by the\nUnited Nations Framework Convention on Climate Change.<\/p>\n\n\n\n<p>India should be\npart of the global alliance to fight the climate change, but it also needs to\nreiterate that it is not responsible for what has been pumped into the\natmosphere over the past three centuries.
