Roosevelt was first used in\nthe&nbsp;Declaration by United Nations&nbsp;of 1 January 1942, during the\nSecond World War, when&nbsp;representatives of 26 nations&nbsp;pledged their\nGovernments to continue fighting together against the Axis Powers.<\/li><li>The United Nations is an international\norganization founded in 1945.&nbsp; <\/li><li>It is currently made up of 193 Member\nStates.&nbsp; The mission and work of the United Nations are guided by the\npurposes and principles contained in its&nbsp;founding Charter.<\/li><li>Due to the powers vested in\nits&nbsp;Charter&nbsp;and its unique international character, the United\nNations can take action on the issues confronting humanity in the 21st century,\nsuch as peace and security, climate change, sustainable development, human\nrights, disarmament, terrorism, humanitarian and health emergencies, gender\nequality, governance, food production, and more.<\/li><li>The main organs of the UN are the General\nAssembly, the Security Council, the Economic and Social Council, the\nTrusteeship Council, the International Court of Justice, and the UN\nSecretariat.&nbsp; All were&nbsp;established in 1945&nbsp;when the UN was\nfounded.&nbsp;<\/li><li>By enabling dialogue between its members,\nand by hosting negotiations, the Organization has become a mechanism for\ngovernments to find areas of agreement and solve problems together.<\/li><li>The&nbsp;Security Council&nbsp;has primary\nresponsibility, under the UN Charter, for the maintenance of international\npeace and security.&nbsp; It has 15 Members (5 permanent and 10 non-permanent\nmembers). Each Member has one vote.<\/li><li>2020 marks the&nbsp;75th anniversary&nbsp;of\nthe United Nations.<\/li><\/ul>\n\n\n\n<p><strong>Need\nof UN Reforms:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The global body has been losing relevance\nas the permanent members of its Security Council; the Big Five did exercise\ndisproportionate clout in world affairs by virtue of their nuclear arsenals.<\/li><li>Contemporary geopolitical realities have\nchanged with the emergence of several other nations playing an important role\nincluding India. However, the basic matrix of power within the UN\u2019s apex\ndecision-making unit has remained stuck in time.<\/li><li>The most glaring sign of the UN\u2019s lost\nauthority was the US\u2019s 2003 offensive against Iraq, as part of its War on\nTerror in response to the 9\/11 attacks.&nbsp;This campaign did not have any UN\nsanction.<\/li><li>Unilateral military actions by major world\npowers seem to have gained a measure of legitimacy, and the very idea of the\nCouncil working out solutions to international problems has turned\nanachronistic.<\/li><li>The&nbsp;regions like far East Asia, South\nAmerica, Africa have no representation in the permanent membership&nbsp;of the\ncouncil.<\/li><li>Rise of forum like G4&nbsp;(India, Brazil,\nGermany, and Japan) as important economies and emerging world powers are\npushing after quick UN Security Council reforms.<\/li><\/ul>\n\n\n\n<p><strong>India\nand its demand for UN reforms:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>India is fastest growing trillion dollar\neconomy in the world. India is poised to become the fifth largest economy,\novertaking the United Kingdom by 2019 as per the IMF projections.<\/li><li>India is the 2nd most populous nation and\naccounts for almost one-fifth of all humanity.<\/li><li>India is a founding member of the UN, and\nit has been the temporary member of the UNSC for 7 terms.<\/li><li>India provides large numbers of soldiers\nto the UN for peace-keeping missions, and is armed with nuclear weapons, for\nwhich it has a clear no-first-use policy stated upfront.&nbsp;<\/li><li>India\u2019s success in space technology is\nanother landmark point for its candidature.<\/li><li>India enjoys the backing of major powers\nincluding four permanent members other than China and those of African Union,\nLatin America, middle eastern countries and other LDCs from different parts of\nthe globe.<\/li><li>India has been a responsible power and it\nhas contributed significantly in global peace efforts. India rescued not only\nIndians but also many persons from other countries including Pakistan and USA\nfrom war ravaged Yemen and South Sudan under its operation Rahat and Sankat\nMochan respectively.<\/li><\/ul>\n\n\n\n<p><strong>United\nto Reform:<\/strong><\/p>\n\n\n\n<p>UN\nSecretary-General Ant\u00f3nio Guterres has made proposals to reform the United\nNations since the beginning of his term in January 2017. To improve the\ndelivery of our mandate, the United Nations is making sweeping changes in the\nfollowing areas:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Development:<\/strong> The\n2030 Agenda will require bold changes to the UN development system for the\nemergence of a new generation of country teams, centred on a strategic UN\nDevelopment Assistance Framework and led by an impartial, independent and\nempowered resident coordinator.<\/li><li><strong>Management:\n<\/strong>A\nnew management paradigm for the Secretariat and a United Nations that empowers\nmanagers and staff, simplifies processes, increases transparency and improves\non the delivery of our mandates.<\/li><li><strong>Peace\nand Security: <\/strong>The overarching goals of the reform are to prioritize\nprevention and sustaining peace; enhance the effectiveness and coherence of\npeacekeeping operations and special political missions and move towards a\nsingle, integrated peace and security pillar.<\/li><\/ul>\n\n\n\n<p><strong>Prime\nMinister Modi\u2019s call for Reforms:<\/strong><\/p>\n\n\n\n<p>Speaking at an\nevent in Riyadh, Prime Minister Narendra Modi said the following on UN reforms:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>UN should not merely be an institution but\nalso an instrument for positive change.<\/li><li>UN as an institution for conflict\nresolution has not developed as desired and nations should look to reform the\nUN structure.<\/li><li>He pressed for the reform of the United\nNations while expressing regret over some countries using the global body as a\n\u201ctool\u201d rather than an \u201cinstitution\u201d to resolve conflicts.<\/li><li>He said that the UN has to reform\naccording to the realities of the 21st century and the global body should not\nlimit itself to provide assistance in the event of calamities and natural\ndisasters.<\/li><li>The world is changing at a quick pace and\nthis is evident with water, land, air and space turning battlefields.<\/li><li>Expressing his views on multi-polar world,\nhe said that \u201cthe times of a bipolar world have gone. We live in a time where\nevery nation is connected and dependent on each other.
