{"id":53665,"date":"2019-11-04T19:00:09","date_gmt":"2019-11-04T13:30:09","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=53665"},"modified":"2019-11-04T17:58:29","modified_gmt":"2019-11-04T12:28:29","slug":"7-pm-niti-aayogs-aspirational-districts-programme-is-a-laboratory-for-governance-reform-4th-november-2019","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/7-pm-niti-aayogs-aspirational-districts-programme-is-a-laboratory-for-governance-reform-4th-november-2019\/","title":{"rendered":"7 PM | Niti Aayog\u2019s Aspirational Districts Programme is a laboratory for governance reform| 4th November, 2019"},"content":{"rendered":"\n<p><strong>Context:\n<\/strong>NITI\nAayog\u2019s Transformation of Aspirational Districts Programme<\/p>\n\n\n\n<p><strong>More\nin news: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Prime\nMinister Narendra Modi on November 6 will review the performance of 30 of the\n117 most underdeveloped districts in the country on various indicators such as\nhealth, nutrition, education and agriculture.<\/li><li>These\ndistricts were identified by the Niti Aayog and come under the government&#8217;s\n&#8220;Transformation of Aspirational Districts Programme&#8221;.<\/li><\/ul>\n\n\n\n<p><strong>Aspirational\nDistricts Programme: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The \u2018Transformation of Aspirational Districts\u2019 Programme aims to expeditiously improve the socio-economic status of 117 districts from across 28 states. <\/li><li>The three core principles of the programme are:<ul><li><strong>Convergence<\/strong> (of Central &amp; State Schemes) which brings together the horizontal and vertical tiers of the government.<\/li><li><strong>Collaboration<\/strong> (among citizens and functionaries of Central &amp; State Governments including district teams) which enables impactful partnerships between government, market and civil society.<\/li><li><strong>Competition<\/strong> among districts driven by a spirit of the mass movement<\/li><\/ul><\/li><li>Driven primarily by the States, this initiative focuses on the strengths of each district, and prioritizes the attainable outcomes for immediate improvement<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"265\" height=\"128\" src=\"https:\/\/i0.wp.com\/blogadmin.forumias.com\/wp-content\/uploads\/2019\/11\/th.jpg?resize=265%2C128&#038;ssl=1\" alt=\"\" class=\"wp-image-53667\"\/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>49 key performance indicators have been chosen to measure progress of the districts on 5 main themes:<ul><li>Health &amp; Nutrition, <\/li><li>Education, <\/li><li>Agriculture &amp; Water Resources, <\/li><li>Financial Inclusion &amp; Skill Development, <\/li><li>Basic Infrastructure<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>All of these have\ndirect bearing on the quality of life and economic productivity of citizens.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Core Strategy of the programme may be summarized as follows:<ul><li>States as main drivers <\/li><li>Work on the strength of each district. <\/li><li>Make development as a mass movement in these districts.<\/li><li>Identify low hanging fruits and the strength of each district, to act as a catalyst for development. <\/li><li>Measure progress and rank districts to spur a sense of competition. <\/li><li>Districts shall aspire to become State\u2019s best to Nation\u2019s best.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Impact\nof Aspirational Districts Programme (ADP):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Prioritization <\/strong>of the issues in\nboth ADP and Non-ADP district has improved quality of life and economic\nproductivity of citizens.<\/li><li><strong>Decentralization\nof Development:<\/strong>&nbsp;ADP\nfocuses on outcomes that enables local experimentation based on a firm\nappreciation of ground realities.<\/li><li><strong>Inclusive\napproach:&nbsp;<\/strong>The\ndelta ranking of the Aspirational Districts combines the innovative use of data\nwith pragmatic administration, keeping the district at the locus of inclusive\ndevelopment. <\/li><\/ul>\n\n\n\n<p>Through ADP\ngovernment seeks to uplift those districts which have shown relatively lesser\nprogress in achieving key social outcomes.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Improved Implementation:<\/strong>\u00a0Spurred by competition based on outcomes, local governments target their efforts and improve programme implementation and design. For Example, Health outcomes in ADP saw:<ul><li>an increase in registering pregnant women into the health system from 73 per cent to 86 per cent, <\/li><li>institutional delivery of babies has improved from 66 per cent to 74 per cent<\/li><li>Anti-diarrheal treatment from 51 per cent to 67 per cent.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Challenges\nAssociated with ADP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Budgetary Constraints: <\/strong>ADP is affected by the issue pertaining to\u00a0insufficient budgetary resources.<\/li><li><strong>Coordination: <\/strong>Of the Aspirational Districts, Niti Aayog plays a mentoring role in 27 districts in eight states, home to about 60 million people. Twelve central government ministries have similarly adopted the remaining districts. Implementation involving\u00a0multiple ministries leads to a lack of coordination.<\/li><li><strong>Data:<\/strong> High-quality administrative data is critical to improving programme implementation and design at the local level.<\/li><li><strong>The\u00a0Delta ranking<\/strong>\u00a0itself is largely focused on assessing quantity\u00a0(that is, coverage of access) rather than quality.<ul><li>On-time delivery of textbooks in schools is part of the ranking index. However, textbook delivery may or may not be a problem in districts.<\/li><li>Also, the quality of education in India is in a dismal condition, as highlighted by\u00a0the ASER report.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Conclusion:<\/strong><\/p>\n\n\n\n<p>The Indian economy is on a high growth\ntrajectory. However, it ranked 131 out 188 nations in UNDP\u2019s Human Development\nindex 2016. Its performance in terms of improving quality of life for its\ncitizens is not consistent with its growth story. While different states have\ntheir unique strengths, they face challenges in improving health, education,\nbasic infrastructure etc for their citizens. Within states too, there are major\nvariations. Some districts have done well whereas some have faced challenges.\nIt is important that a concerted effort is made to improve performance of\ndistricts which are pockets of under development. This will result in a dramatic\nrise in ranking of the country in terms of HDI and would also help the country\nin achieving SDGs.
