comprehensive\n study of internet freedom in 65 nations across the globe.The report covers\n 87% of the world\u2019s total internet users.<\/li><li>The annual report tracks declines and\n improvement in internet freedom.It has chosen specific countries to\n represent diverse geographical regions.<\/li><li>The report provides the overall scores to\n countries using a 21-question research methodology which addresses freedom\n of expression, internet access and privacy issues.<\/li><\/ul>\n\n\n\n<p><strong>Key takeaways from\nthe report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The report assessed 65 countries and 33\n among them showed an overall decline in internet freedom since June\n 2018.Only 16 countries showed improvements in their internet freedom\n status.<\/li><li>Some of the countries that showed the\n biggest decline in internet freedom include Sudan, Kazakhstan, Brazil,\n Bangladesh and Zimbabwe.<\/li><li>India was given an overall score of 55 in\n the report and the internet freedom status in the country was reported to\n be \u2018partly free\u2019.<\/li><li>Iceland ranked the highest with an overall\n score of 95 as it had no civil or criminal cases registered against users\n for online expression during the coverage period.&nbsp;<\/li><li>China with an overall score of 10 was\n adjudged \u2018not free\u2019 and as the world\u2019s worst abuser of internet freedom\n for the fourth consecutive year.<\/li><li>Pakistan was given a score of 26 and was\n declared \u2018not free\u2019 in internet freedom status for the 9th consecutive\n year.&nbsp;<\/li><\/ul>\n\n\n\n<p><a management(ALM) Framework for NBFC\u2019s<\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The Reserve Bank of India(RBI) has introduced\n\u2018liquidity management framework\u2019 for Non-Banking Financial Companies (NBFCs).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Why this framework?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>This framework is introduced due to\n liquidity crunch faced by some NBFCs after the collapse of the\n Infrastructure Leasing and Financial Services(IL&amp;FS) group.<\/li><\/ul>\n\n\n\n<p><strong>About the\nframework:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The framework has introduced the liquid\u00adity\n coverage ratio(LCR) for Non-Banking Financial Companies (NBFCs).<\/li><li>It says that all non deposit taking NBFCs\n with an asset size of \u20b910,000 crore and above and all deposit taking NBFCs\n irrespective of their asset size have to maintain LCR at 50% starting from\n December 2020 which will be gradually increased to 100 per cent by\n December 2024.<\/li><li>For all non deposit taking NBFCs with\n asset size between \u20b95,000\u00ad-10,000 crore,the LCR requirement will start at\n 30 per cent in December 2020 and reach 100 per cent by December 2024.<\/li><li>However,these guidelines will not apply to\n Type 1 NBFC-NDs, non-operating financial holding companies and standalone\n primary dealers.<\/li><li>Type I \u2013 NBFC-ND entities are those which\n do not accept public funds and do not have customer interface and do not\n intend to engage in such activities.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About liquidity\ncoverage ratio:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>LCR refers to the proportion of highly\n liquid assets held by companies to ensure their ongoing ability to meet\n short-term obligations.<\/li><li>It promotes resilience of banks to\n potential liquidity disruptions by ensuring that they have sufficient High\n Quality Liquid Asset(HQLA) to survive any acute liquidity stress scenario\n lasting for 30 days.<\/li><li>HQLAs mean liquid assets that can be\n readily sold or immediately converted into cash at little or no loss of\n value or used as collateral to obtain funds in a range of stress\n scenarios.<\/li><\/ul>\n\n\n\n<p><strong>About NBFCs:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>An NBFC is a company registered under the\n Companies Act,1956.It engages in the business of (a)loans and advances\n (b)acquisition of shares \/stocks\/ bonds\/ debentures\/securities issued by\n Government or local authority or other marketable securities of a like\n nature leasing and (c)hire-purchase,insurance business,chit business.<\/li><li>However,it does not include any institution\n whose principal business is that of&nbsp; (a)agriculture activity\n (b)industrial activity (c)purchase or sale of any goods (other class=\"wp-block-list\"><li>Mission Innovation(MI) is a global\n initiative of 24 countries and the European Commission (on behalf of the\n European Union).<\/li><li>The mission aims to accelerate public and\n private clean energy innovation to address climate change, make clean\n energy affordable to consumers and create green jobs and commercial\n opportunities.<\/li><li>The mission was System (RTIS).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About Real-time\nTrain Information System(RTIS):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The system has been developed by the\n Centre for Railway Information Systems(CIRE) with the help of\n ISRO-Airports Authority of India\u2019s GAGAN-Global Positioning System(GPS)\n aided geo-augmented navigation.<\/li><li>The system is aimed at automatic\n transmission of speed and movement of trains to the central control office\n for improving the train control functions.<\/li><li>The RTIS device uses GAGAN to transmit a\n signal to the control hubs.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Significance of\nRTIS:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Passengers and freight customers will\n receive a more accurate information on train status when the train\n concerned is connected to a locomotive equipped with RTIS&nbsp;<\/li><li>Low speed can be detected and intervention\n can be Navigation(GAGAN)\n is a step by the Indian Government towards initial Satellite-based\n Navigation Services in India.&nbsp;<\/li><li>It is a system to improve the accuracy of\n a global navigation satellite system (GNSS) receiver by providing\n reference signals.&nbsp;<\/li><li>The Airports Authority of India (AAI) and\n Indian Space Research Organization (ISRO) have collaborated to develop\n GAGAN as a regional Satellite Based Augmentation System(SBAS).&nbsp;<\/li><li>GAGAN\u2019s goal is to provide a navigation\n system to assist aircraft in accurate landing over the Indian airspace and\n in the adjoining area and applicable to safety-to-life civil operations.<\/li><li>GAGAN covers the area from Africa to\n Australia and has expansion capability for seamless navigation services\n measures to strengthen core investment companies<\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The Reserve Bank of India(RBI) panel to review\nthe regulatory and Supervisory Framework for Core Investment Companies headed\nby Tapan Ray has submitted its report.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About CIC\u2019s:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Core Investment Companies (CICs) are\n Non-Banking Financial Companies(NBFCs) having asset size of Rs 100 crore\n and above.<\/li><li>The main business of CIC is of acquisition\n of shares and securities with certain conditions.<\/li><li>It holds not less than 90% of its net\n assets in the form of investment in equity shares, preference shares,\n bonds, debentures, debt or loans in group companies.<\/li><li>Further, investments in equity shares in\n group companies constitute not less than 60% of its net assets.&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Key Recommendations\nof the panel:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Every conglomerate with a CIC should have\n a Group Risk Management Committee.This committee should be responsible to\n monitor group-level leverage.&nbsp;<\/li><li>One-third of the board should comprise of\n independent members if the chairperson of the CIC is a non-executive\n member, otherwise at least half of the board should comprise of\n independent members.&nbsp;<\/li><li>Audit committee of the board should be\n chaired by an independent director who has oversight over the CIC\u2019s\n financial reporting process and policies.<\/li><li>The current threshold of Rs 100 crore\n asset size and access to public funds for registration as CIC should be\n retained.<\/li><li>There is a need for ring fencing boards of\n CICs by excluding employees or executive directors of group firms from its\n board.<\/li><li>The number of layers of CICs in a group\n should be restricted to two.As such,any CIC within a group shall not make\n investments through more than a total of two layers of CICs.The word layer\n means subsidiary or subsidiaries of the holding company.<\/li><\/ul>\n\n\n\n<p><a projects.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Why this fund?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The government expects this fund to revive\n the real estate sector, generate employment and provide a boost to the\n economy through demand for materials like cement.<\/li><\/ul>\n\n\n\n<p><strong>About the fund:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The fundwill be set up as a\n category-II Alternative Investment Fund which will pool investments from\n the government and other investors.&nbsp;<\/li><li>The government will contribute Rs 10,000\n crore while the remaining amount will be put up by the State Bank of India\n and the Life Insurance Corporation of India.<\/li><li>SBICAP Ventures Limited will be the\n investment manager for the fund and decide on which projects are eligible\n for the funding.<\/li><li>The fund will not be available for the\n projects that have entered liquidation.<\/li><\/ul>\n\n\n\n<p><strong>Eligibility for the\nfund:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>If the project\u2019s Net-worth is positive.<\/li><li>Affordable and middle-income housing\n project.<\/li><li>On-going projects registered with the Real\n Estate (Regulation and Development) Act (RERA).<\/li><li>Include stressed projects classified as\n non-performing fund:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Alternate investment funds(AIFs) are\n defined under the Securities and Exchange Board of India (Alternative\n Investment Funds) Regulations, 2012.<\/li><li>It refers to any fund established or\n incorporated in India which is a privately pooled investment vehicle which\n collects funds from sophisticated investors whether Indian or foreign for\n investing it in accordance with a defined investment policy for the\n benefit of its investors.<\/li><\/ul>\n\n\n\n<p><strong>Categories of AIF:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Category I:<\/strong>&nbsp;Mainly invests in start- ups, SMEs\n or any other sector which Govt. considers economically and socially\n viable.<\/li><li><strong>Category II:<\/strong>&nbsp;These include Alternative Investment\n Funds such as private equity funds or debt funds for which no specific\n incentives or concessions are given during the negotiations.One of the reason for not joining\nis the massive trade deficits India has with almost all of the RCEP countries.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About Trade\ndeficit:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The trade balance of a country shows the\n difference between what it earns from its exports and what it pays for its\n imports.&nbsp;<\/li><li>If this number is negative which means the\n total value of goods imported by a country is more than the total value of\n goods exported by that country then it is referred to as a trade deficit.<\/li><\/ul>\n\n\n\n<p><strong>Implication of\nTrade Deficit:<\/strong>A trade deficit\ncan mean two things:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Firstly,the demand in the domestic economy\n is not being met by the domestic producers.<\/li><li>Secondly,many a time a trade deficit\n signifies the lack of competitiveness of the domestic industry.<\/li><\/ul>\n\n\n\n<p><strong>Is trade deficit a\nbad thing?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>No trade is ever balanced.This is because\n all countries have different strengths and weaknesses.<\/li><li>India may have a trade deficit with China\n but a surplus with Sri Lanka and Bangladesh.It all depends on whether a\n country is playing to its strength or not.<\/li><li>Trade typically enhances well being all\n across the world by forcing countries to do what they can do most\n efficiently and procure (import) from the rest of the world what they\n cannot produce efficiently.<\/li><\/ul>\n\n\n\n<p><strong>Way forward:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Trade does have elements that compromises\n the country\u2019s strategic interests and that is why there are some\n commodities in which every country wants to maintain self-sufficiency.<\/li><li>But merely levying higher tariffs or not\n choosing to trade do not bring about self-sufficiency.<\/li><li>For attaining self-reliance,a country\u2019s\n domestic industry has to improve and the best of this happening is
