Uttar Pradesh and Bihar ranked at the bottom.<\/li><li>Among the small states (where population\n is less than one crore each), Goa has topped the list followed by Sikkim\n and Himachal Pradesh. Tripura ranked at the bottom.<\/li><\/ul><\/li><li><strong>Policing:<\/strong>&nbsp;the best score was achieved by Tamil\n Nadu \u2013 6.49. UP received the lowest score- 2.98. UP fared poor in terms of\n budgeting, spending on police per person, vacancies and diversity.<\/li><li><strong>Prisons<\/strong>: Jharkhand performed the worst with a score of 3.46. It was\n followed by Uttarakhand (3.72), Punjab (4.35). The best in this regard was\n Kerala with a score of 7.18.<\/li><li><strong>Judiciary:<\/strong>&nbsp;Bihar, with a score of 2.41, fared\n the worst in this regard. It was followed by UP (3.7), Karnataka,\n Uttarakhand and Jharkhand. Tamil Nadu featured on the top in terms of\n judiciary with a score of 6.99. The exercise\n participants include India, Indonesia, USA, China, Russia, New Zealand,\n South Korea, Japan, Singapore, Malaysia, Brunei, Thailand, Vietnam,\n Philippines and Laos.<\/li><\/ol>\n\n\n\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetail.aspx?PRID=1590896\">Parliamentary\nstanding committee invites suggestions on \u2018The Occupational safety, health and\nworking conditions code, 2019<\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>&nbsp;The Occupational Safety Health and\nWorking Conditions Code, 2019, has been referred by the Speaker to the Standing\nCommittee on Labour headed by Bhartruhari Mahtab, for examination and report.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About Occupational\nSafety, Health and Working Conditions Code, 2019<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The code was introduced in the Lok Sabha\n in July 2019<\/li><li>The Code repeals and replaces 13 labour\n laws relating to safety, health and working conditions.<\/li><\/ul>\n\n\n\n<p><strong>Key Features:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Applicability:<\/strong>&nbsp;It applies to establishments\n employing at least 10 workers, and to all mines and docks.&nbsp; It does\n not apply to apprentices.<\/li><li><strong>Registration:<\/strong>&nbsp;The code states that all\n establishments covered by the Code must be registered with registering\n officers.<\/li><li><strong>Occupational Safety and Health Advisory\n Boards<\/strong>: The code states\n that the central and state governments should set up Occupational Safety\n and Health Advisory Boards at the national and state levels, respectively.\n These Boards will advise the central and state governments on the\n standards, rules, and regulations to be framed under the Code.&nbsp;<\/li><li><strong>Duties of Employers<\/strong>: The Code entails duties for employers\n which include a) providing a workplace that is free from hazards that may\n cause injury or diseases, and b) providing free annual health examinations\n to employees, as prescribed.<\/li><li><strong>Rights and duties of employees:<\/strong><ul><li>Every employee will have the right to\n obtain from the employer information related to safety and health\n standards.&nbsp; &nbsp;<\/li><li>Duties of employees under the Code\n include: a) taking care of their own health and safety, b) complying with\n the specified safety and health standards, c) reporting unsafe situations\n to the inspector.<\/li><\/ul><\/li><li><strong>Working Hours<\/strong>: Work hours for different classes of establishment\n and employees will be provided as per the rules prescribed by the central\n or state government. For overtime work, the worker must be paid twice the\n rate of daily wages.<\/li><li><strong>Leave<\/strong>: No employee may work for more than six days a week.
