Eastern and south-eastern Asia has been found to be the worst\n with 26% of child labour in supply chains.<\/li><li>Latin America and the Caribbean followed with 22%. across India.<\/li><li>The atlas traces elements from top soil i.e top 25 cm depth and\n bottom soil at 100 cm depth from the year 2006 to 2011.Across India,over\n 545 samples were MLAs.However,the court has allowed all the\ndisqualified MLAs to contest in the upcoming bypolls.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Background:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Karnataka Assembly Speaker had disqualified 17 MLAs under the\n tenth schedule of the Constitution(anti defection law).<\/li><li>The disqualification had barred the legislators from contesting\n Assembly polls for the term of the current Assembly which ends in 2023.<\/li><li>However,the Supreme Court upheld the disqualification of the\n dissident legislators but it also held that their ouster does not put any\n bar upon them from contesting by-polls.<\/li><li>The court said that the speaker acts as a quasi-judicial\n authority and that the scope of the assembly speaker\u2019s inquiry is limited\n to examine whether the resignation of MLAs was voluntary or not.<\/li><li>It said that even the 91st Amendment Act,2003 which did not\n allow a disqualified member to be appointed as a minister,did not give\n Speaker the power to put a ban upon them to contest elections till the end\n of the term.<\/li><\/ul>\n\n\n\n<p><strong>Additional information:<\/strong><\/p>\n\n\n\n<p><strong>About Anti-Defection law:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Anti-defection law is contained in the 10th Schedule of the\n Constitution.It was enacted by Parliament in 1985.<\/li><li>The purpose of the anti-defection law is to curb political\n defection by the legislators.The law applies to both Parliament and state\n assemblies.<\/li><li>It lays down the process by which legislators may be\n disqualified on grounds of defection by the Presiding Officer of a\n legislature based on a petition by any other member of the House.<\/li><li>However,the law does not specify a timeframe for Speakers to\n decide on defection proceedings.<\/li><\/ul>\n\n\n\n<p><strong>Grounds for Disqualification:<\/strong>The grounds on which a member of a legislature can be disqualified\nare:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>if he\/she voluntarily gives up the membership of his\/her\n party&nbsp;<\/li><li>if a legislator votes in the House against the direction of his\/her\n party and his\/her actions are not condoned by his party.<\/li><li>If an independent candidate joins a political party after the\n election.&nbsp;<\/li><li>If a nominated member joins a party six months after he becomes\n a member of the legislature.<\/li><\/ul>\n\n\n\n<p><strong>Exception:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>There is an exception that has been provided in the law to\n protect the legislators from disqualification.<\/li><li>The 10th Schedule says that if there is a merger between two\n political parties and two-thirds of the members of a legislature party\n agree to the merger, they will not be disqualified.<\/li><\/ul>\n\n\n\n<p><strong>Judicial Review:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In Kihoto Hollohan vs Zachillhu and Others (1991),the Supreme\n Court Constitution Bench had declared that the Speaker\u2019s decision was\n subject to judicial review.<\/li><li>The Speaker of the House also does not have the power to review\n his own decisions to disqualify a candidate.Such power is not provided for\n under the Schedule and is not implicit in the provisions either.<\/li><\/ul>\n\n\n\n<p><a more.<\/li><li>The financial viability of banks may also come under strain if\n the loans they extend lose money by design.<\/li><li>There are also limits to how deep central banks can push rates\n at a\n depth of 70 metres during a marine biodiversity survey.<\/li><li>This is the first species of the genus signal fish to be\n discovered in the Indian waters.Pteropsaron indicum is one of the\n distinctly larger species of signal fish.<\/li><li>The species has a unique colour pattern and an interesting\n behaviour that allows it to communicate with others of the same species by\n flipping its highly specialised dorsal fins.<\/li><li>The species sports three distinct bright yellow bands on a pale\n greyish pink background.The body and head are criss-crossed with dark\n margins of large-scale pockets.<\/li><li>It is also characterized by three extended dorsal fin spines, a\n high number of vertebrae and a relatively large body size.<\/li><\/ul>\n\n\n\n<p><strong>Additional metres.<\/li><li>The signal fishes are poorly studied group of benthic species\n found in deep sandy habitats usually close to coral reefs.They are known\n to flip up their extended dorsal fins to signal each other.<\/li><li>The discovery of this new signal species indicates the presence\n of patchy corals off the Kerala coast and therefore with a lot of\n conservation The SC would necessarily include the\n office of CJI and other judges in view of Article 124 of the Constitution\n (Establishment and Constitution of Supreme Court)<\/li><li>Right to Information and Right to Privacy are two sides of the\n same coin.
