plan<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Finance Minister has released a report of task force on National\nInfrastructure on Pipeline(NIP) 2019-2025.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nNational Infrastructure on Pipeline(NIP) Task force:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Central Government had\nconstituted a task force to draw up a National Infrastructure Pipeline(NIP)\nfrom 2019-20 to 2024-25.<\/li><li>The Task Force has been chaired by\nthe Secretary, Department of Economic Affairs,Ministry of Finance.<\/li><li>The task force has prepared a roadmap\nas it is estimated that India would need to spend $4.5 trillion on\ninfrastructure by 2030 to sustain its growth rate.<\/li><li>Hence,the endeavour of the NIP is\nto make this happen in an efficient manner.<\/li><\/ul>\n\n\n\n<p><strong>Key\nHighlights from the report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The task force unveiled the\nNational Infrastructure Pipeline(NIP) with projects worth \u20b9102-lakh crore.<\/li><li>The private companies will account\nfor 22%-25% of the investments and the balance will come from the Centre and\nthe states in equal proportions.<\/li><li>The projects have been classified\nunder two broad categories namely economic infrastructure and social\ninfrastructure for both ease of doing business and ease of living.<\/li><li>Under the projects,energy sectors\nmake up the lion\u2019s share of 24%, followed by roads(19%), urban development(16%)\nand the railways (13%). <\/li><li>The shares of rural and social\ninfrastructure projects which includes health, education and drinking water is\n8% and 3% respectively.<\/li><\/ul>\n\n\n\n\n\n<p><strong>Significance\nof NIP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Economy<\/strong>: A well planned NIP will enable more\ninfrastructure projects, grow businesses, create jobs, improve ease of living\nand provide equitable access to infrastructure for all by making growth more\ninclusive.<\/li><li><strong>Government<\/strong>: A well developed infrastructure\nenhances level of economic activity, creates additional fiscal space by improving\nrevenue base of the government, and ensures quality of expenditure focused on\nproductive areas. <\/li><li><strong>Developers<\/strong>: It will provide better view of\nproject supply, provides time to be better prepared for project bidding,\nreduces aggressive bids\/ failure in project delivery, ensures enhanced access\nto sources of finance as a result of increased investor confidence. <\/li><li><strong>Banks\/financial institutions (F1s)\/investors:<\/strong>\nIt will build investor confidence as identified projects are likely to be\nbetter prepared, exposures less likely to suffer stress given active project\nmonitoring, thereby less likelihood of NPAs.<\/li><\/ul>\n\n\n\n<p><a fires:study<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The Forest Survey of India(FSI) in its report State of the forest has\ntalked about the forest fires in the country.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Key\ntakeaways from the report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>About 21.40% of forest cover in\nIndia is prone to fires with forests in the north-eastern region and central\nIndia being the most vulnerable.<\/li><li>The extremely fire prone areas\naccount for 3.89% of total forest cover, very highly fire prone areas account\nfor 6.01% and highly fire prone areas for 11.50%.Together,the three categories\ncome to 21.40 % of forest cover.<\/li><li>The overall green cover has\nincreased in the country but the forest cover in the north-east, particularly\nin Mizoram, Arunachal Pradesh and Nagaland, has decreased.<\/li><li>The seven States of the\nnorth-eastern region accounted for about one-third of alerts in the country\nwith Mizoram recording the highest number of fire alerts.<\/li><li>The reasons for forest fires are\nmostly man made particularly in cases where people visit forests and leave\nburning bidis, cigarette stubs or other inflammable materials.<\/li><li>However,in cases of natural\nreasons,the scientist pointed to the thunderstorms as the most likely cause.<\/li><\/ul>\n\n\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About\nForest fire:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The National Institute of Disaster\nManagement (NIDM) India defines forest fire as an unclosed and freely spreading\nfire that consumes the natural fuels.<\/li><li>Forest fires can be caused by both\nnatural such as Lightning and anthropogenic factors such as negligent use of\nfire, shifting cultivation among others.<\/li><\/ul>\n\n\n\n<p><strong>Initiatives\ntaken to Control Forest fire:<\/strong><\/p>\n\n\n\n<p><strong>National\nMaster Plan for Forest Fire Control:<\/strong>The main\nobjectives are:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>To strengthen the organizations\nresponsible for forest fire management<\/li><li>To coordinate international\ntransfer of technology and training in the field of forest fire management<\/li><li>Creation of a strong database for:\nnumber of fires, area burnt, damage to flora and fauna, effect of fire on land\nand soil and measures taken<\/li><li>Assessment of ecological, social,\nand economic impact of fires<\/li><li>Strong national extension strategy\nfor people&#8217;s awareness and their participation in forest fire management\nthrough Joint Forest Management and NGOs<\/li><\/ul>\n\n\n\n<p><strong>Forest\nFire Prevention and Management Scheme:<\/strong>In 2017,\nIntensification of Forest Management Scheme was revised and replaced as Forest\nFire Prevention &amp; Management Scheme.The main objectives of the scheme are\nas follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Minimise forest fire incidences\nand help in restoring productivity of forests in affected areas<\/li><li>Encourage partnership with forest\nfringe communities for forest protection<\/li><li>Prepare fire danger rating system\nand devise forest fire forecasting system<\/li><\/ul>\n\n\n\n<p><strong>Pre\nWarning alert system:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Forest Survey of India(FSI) has\ndeveloped Pre Warning Alert System.It gives of Swachh\nSurvekshan League 2020.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nSwachh Survekshan League 2020:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Swachh Survekshan 2020 League was\nlaunched by the Ministry of Housing and Urban Affairs in 2019. <\/li><li>The aim of the survey is to\nsustain the on-ground performance of cities along with continuous monitoring of\nservice level performance in cleanliness.<\/li><li>The Swachh Survekshan 2020 League\nis being conducted in 3 quarters namely the April- June, July \u2013 September and\nthe October- December 2019.<\/li><li>The performance of cities in the\nLeague 2020 is crucial to their ranking in Swachh Survekshan 2020 due to the\n25% weightage of the quarterly assessments to be included in the states.<\/li><li>The erstwhile Bombay Presidency\nhad included the present-day Karnataka districts of Bijapur, Belgaum, Dharwar\nand Uttara-Kannada (previously North Kanara).<\/li><li>In 1948,the Belgaum municipality\nrequested that the district having a predominantly Marathi-speaking population\nbe incorporated into the proposed Maharashtra state.<\/li><li>However,the States Reorganisation\nAct of 1956 which divided states on linguistic and administrative lines made\nBelgaum a part of the then Mysore State(which was renamed Karnataka in 1973).<\/li><\/ul>\n\n\n\n<p><strong>Mahajan\nCommission:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Maharashtra government\ncontested the inclusion of Belgaum in Karnataka and lodged a commission recommended that\n264 villages be transferred to Maharashtra and that Belgaum and 247 villages\nremain with Karnataka.<\/li><li>However, Maharashtra rejected the\nreport and continues to retirement fund body Employees Provident Fund Organisation\n(EPFO) and health insurance and services provider Employees State Insurance\nCorporation(ESIC) to formal sector workers. <\/li><li>The portal would also help the\nlabour ministry to assess the performance of officials, which would be given\ndue weightage at the time of their appraisals, transfers and postings.<\/li><li>Hence,the
