{"id":54255,"date":"2019-12-30T15:54:00","date_gmt":"2019-12-30T10:24:00","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=54255"},"modified":"2020-02-26T15:55:49","modified_gmt":"2020-02-26T10:25:49","slug":"7-pm-governance-index-on-the-study-of-states-on-governance-30th-december-2019","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/7-pm-governance-index-on-the-study-of-states-on-governance-30th-december-2019\/","title":{"rendered":"7 PM | Governance Index: On the study of States on governance | 30th December 2019"},"content":{"rendered":"\n<p><strong>Context:&nbsp;<\/strong>Good governance Index and its findings.<\/p>\n\n\n\n<p><strong>More in news:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u2018Good\nGovernance Index\u2019 has been launched by the Ministry of Personnel, Public\nGrievances &amp; Pensions, on the occasion of Good Governance Day.<\/li><\/ul>\n\n\n\n<p><strong>Good Governance:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>According\nto the United Nations Economic and Social Commission for Asia and the Pacific\n(UNESCAP), governance means \u201cthe process of decision-making and the process by\nwhich decisions are implemented.\u201d&nbsp;<\/li><li>Governance\ncan be used in several contexts such as corporate governance, international\ngovernance, national governance, and local governance.&nbsp;<\/li><li>Since\ngovernance is the process of decision making and the process by which decisions\nare implemented, an analysis of governance focuses on the formal and informal\nactors involved in decision-making and implementing the decisions made and the\nformal and informal structures that have been set in place to arrive at and\nimplement the decision.<\/li><li>According\nto UNESCAP, Good governance has 8 major characteristics. These are:&nbsp;<\/li><li>Participatory,&nbsp;<\/li><li>Consensus-oriented,&nbsp;<\/li><li>Accountable,&nbsp;<\/li><li>Transparent,&nbsp;<\/li><li>Responsive,&nbsp;<\/li><li>Effective\nand efficient,&nbsp;<\/li><li>Equitable\nand inclusive and&nbsp;<\/li><li>Follows\nthe rule of law.&nbsp;<\/li><li>It\nassures that corruption is minimized, the views of minorities are taken into\naccount and that the voices of the most vulnerable in society are heard in\ndecision-making. It is also responsive to the present and future needs of\nsociety.<\/li><\/ul>\n\n\n\n<p><strong>Good Governance Day:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nGood Governance Day is observed on the birth anniversary of former Prime\nMinister Atal Bihari Vajpayee.<\/li><li>Good\nGovernance Day (GGD) is observed annually on December 25 to create awareness of\naccountability in government among the Indians.&nbsp;<\/li><li>National\nGood governance day was established in 2014 to honor Atal Bihari Vajpayee by\nfostering awareness among the people of accountability in government.<\/li><li>In\nkeeping with this principle, the&nbsp;Good Governance Day&nbsp;has been\ndeclared to be a working day for the government.<\/li><li><strong>Objectives\nof Good Governance Day:<\/strong><\/li><li>To\nmake people aware of the government\u2019s commitment to providing a transparent and\naccountable administration in the country.<\/li><li>Good\nGovernance Day is celebrated to enhance the welfare and betterment of the\npeople.<\/li><li>It\nis celebrated to standardize the government\u2019s functioning and to make it highly\neffective and accountable governance for the citizens of the country.<\/li><li>To\nimplement policies effectively to achieve good governance in India.<\/li><li>To\nenhance the growth and development in the country through good governance.<\/li><li>To\nbring citizens closer to the government to make them active participants in the\ngood governance process.<\/li><\/ul>\n\n\n\n<p><strong>Good Governance Index (GGI):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nGood Governance index is a uniform tool to assess the status of governance and\nthe impact of various interventions by state governments and Union Territories.<\/li><li><strong>The\nobjectives of GGI are:<\/strong><\/li><li>To\nprovide quantifiable data to compare the state of governance in all states and\nUTs.<\/li><li>To\nenable states and UTs to formulate and implement suitable strategies for\nimproving governance.<\/li><li>To\nshift to result-oriented approaches and administration.<\/li><li>Various\nprinciples have been kept in mind while selecting the indicators, i.e.&nbsp;<\/li><li>it\nshould be easy to understand &amp; calculate,&nbsp;<\/li><li>citizen-centric\n&amp; result-driven,&nbsp;<\/li><li>leading\nto improved results and&nbsp;<\/li><li>applicable\nto all states and Uts<\/li><li>The\nGGI takes into consideration ten sectors:&nbsp;<\/li><li>Agriculture\nand Allied Sectors,<\/li><li>Commerce\n&amp; Industries,&nbsp;<\/li><li>Human\nResource Development,&nbsp;<\/li><li>Public\nHealth,&nbsp;<\/li><li>Public\nInfrastructure &amp; Utilities,&nbsp;<\/li><li>Economic\nGovernance,&nbsp;<\/li><li>Social\nWelfare &amp; Development,&nbsp;<\/li><li>Judicial\n&amp; Public Security,&nbsp;<\/li><li>Environment&nbsp;<\/li><li>Citizen-Centric\nGovernance.&nbsp;<\/li><\/ul>\n\n\n\n<p>These ten Governance Sectors are\nmeasured on total 50 indicators. Difference indicators are given different\nweightage under one Governance Sector to calculate the value.&nbsp;<\/p>\n\n\n\n<p><strong>Key findings of the report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Top\nperformers among the big states:<\/strong>&nbsp;Tamil\nNadu, Maharashtra, Karnataka, Chhattisgarh, Andhra Pradesh and\nGujarat.&nbsp;The bottom six states&nbsp;are Odisha, Bihar, Goa, Uttar Pradesh\nand Jharkhand.<\/li><li><strong>In\nthe North-East and Hill States category<\/strong>, Himachal Pradesh ranked first, followed by\nUttarakhand, Tripura, Mizoram and Sikkim. Jammu and Kashmir is at the sixth\nplace, followed by Manipur, Meghalaya, Nagaland and Arunachal Pradesh.<\/li><li><strong>Among\nthe Union Territories<\/strong>,\nPuducherry emerged as the best-governed, ahead of&nbsp;Chandigarh&nbsp;and\nDelhi. Lakshwadeep was found to be the worst-performing.<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Sector-wise\nranking:<\/strong><\/li><li>In\nthe&nbsp;<strong>agriculture and allied sector<\/strong>, Madhya Pradesh, Mizoram and\nDaman and Diu are the best performing states in their respective classifications,\ntaking into account the growth rate of agriculture and allied sector, foodgrain\nproduction, horticulture produce, milk and meat production, and crop insurance.<\/li><li>In\nthe category of&nbsp;<strong>commerce and industries<\/strong>, Jharkhand was at the top\namong big states, Uttarakhand among hill states and Delhi among Union\nTerritories.<\/li><li>In\nthe&nbsp;<strong>environment sector<\/strong>, the top three states are West Bengal,\nKerala and Tamil Nadu. The bottom 3 states are Telangana, Andhra Pradesh, and\nGoa.<\/li><li>Chhattisgarh\nhas topped the&nbsp;<strong>Social Welfare and Development Sector<\/strong>&nbsp;ranking\namong big states and Meghalaya is on the top in its category.<\/li><li>In&nbsp;<strong>Economic\nGovernance<\/strong>, Karnataka has emerged at the top among big states and\nUttarakhand has topped among North-East and Hill States.&nbsp;<\/li><li>In\nterms of&nbsp;<strong>Public Infrastructure and Utilities<\/strong>, Tamil Nadu and\nHimachal Pradesh have topped their respective categories.&nbsp;<\/li><li>Kerala\nis on top in terms of&nbsp;<strong>Public Health.<\/strong><\/li><\/ul>\n\n\n\n<p><strong>Shortcomings in the present Index:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Though\na feature of agriculture has been acknowledged by the framers of the GGI. But\nsome indicators such as farmers\u2019 income, prevalence of micro-irrigation or\nwater conservation systems and inflow of industrial investment have been left\nout.<\/li><li>The\nindicator, \u201cease of doing business\u201d, has been given disproportionate weight\n(0.9) in the sector of commerce and industries. There is virtual exclusion of\ngrowth rate of major and micro, small and medium enterprises with just 0.05\nweightage.<\/li><\/ul>\n\n\n\n<p><strong>Conclusion:<\/strong><\/p>\n\n\n\n<p>Good Governance Index (GGI), is a\nwelcome exercise to incentivize States to competitively deliver on public\nservices to the citizens.&nbsp;There will always be an unending debate over\nwhich indicators, process-based or outcome-based should get more importance in\nthe design of such a study.
