{"id":54284,"date":"2020-01-10T16:24:00","date_gmt":"2020-01-10T10:54:00","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=54284"},"modified":"2020-02-26T16:26:33","modified_gmt":"2020-02-26T10:56:33","slug":"7-pm-cds-and-the-path-to-jointmanship-10th-january-2020","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/7-pm-cds-and-the-path-to-jointmanship-10th-january-2020\/","title":{"rendered":"7 PM |CDS and the path to jointmanship| 10th January 2020"},"content":{"rendered":"\n<p><strong>Context:\n<\/strong>The\ncreation of Chief of Defence Staff (CDS).<\/p>\n\n\n\n<p><strong>More\nin news:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>PM Modi announced the creation of\nIndia\u2019s Chief of Defence Staff (CDS) post last Independence Day from the Red\nFort, New Delhi.<\/li><li>The outgoing Indian army chief, General\nBipin Rawat, assumed the four-star post on December 31, 2019.<\/li><\/ul>\n\n\n\n<p><strong>Chief\nof Defence Staff (CDS):<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"427\" src=\"https:\/\/i0.wp.com\/blogadmin.forumias.com\/wp-content\/uploads\/2020\/02\/11.jpg?resize=620%2C427&#038;ssl=1\" alt=\"https:\/\/www.edtimes.in\/wp-content\/uploads\/2020\/01\/CDS1-1.jpg\" class=\"wp-image-54285\"\/><\/figure>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nChief of Defence Staff (CDS) will be the&nbsp;highest-ranked officer of India\u2019s\narmed forces.<\/li><li>CDS will be the single-point military\nadviser to the central government and will bring synergy in the matters of the\ntri-services i.e. the Army, Navy and Air force.<\/li><li>The Defence Ministry had recently\namended the Army, Air Force, and Navy rules by allowing the Chief of Defence\nStaff to serve up to a&nbsp;maximum age of 65 years.<\/li><li>A CDS would be a four-star general\nbelonging to any of the three sectors of the Indian armed forces.<\/li><li>The salary will be equal to that of a\nservice chief.<\/li><li>The CDS post will be of a fixed term,\nwhich is yet to be determined. According to the existing rules, an Army Chief\nhas tenure of three years or up to the retirement age of 62 years, whichever is\nearlier.<\/li><li>CDS will&nbsp;not be eligible&nbsp;to\nhold any government office&nbsp;after demitting (resigning)&nbsp;as the CDS.<\/li><\/ul>\n\n\n\n<p><strong>Background:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Even though the idea of having a CDS was\nfirst introduced by Lord Mountbatten, its importance wasn\u2019t realized until we\nfought Kargil war against Pakistan in 1999.&nbsp;<\/li><li>During the Kargil war, the army had\nasked for support from the air force but it was initially rejected by the\nCabinet Committee on Security. It was only after a few weeks that the air force\nupped the ante together with the army through their air strikes.<\/li><li>As a result, the Kargil Review Committee\nrecommended in 1999 that the then government officially announce the position\nof CDS in 2001.&nbsp;<\/li><li>After the 2001 recommendations, in\npreparation for the post of CDS, the government created the&nbsp;Integrated\nDefence Staff&nbsp;in 2002, which was to eventually serve as the CDS\u2019s\nSecretariat.<\/li><li>In 2012, the&nbsp;Naresh Chandra\nCommittee&nbsp;recommended the appointment of a Permanent Chairman of Chiefs of\nStaff Committee as a midway to eliminate apprehensions over the CDS.<\/li><li>The post of CDS was also recommended by\nthe&nbsp;Lt. General D.B. Shekatkar (retd.) Committee&nbsp;(December 2016).<\/li><li>A committee was formed under the\nchairmanship of National Security Advisor Ajit Doval to finalize the modalities\nand responsibilities of CDS. <\/li><\/ul>\n\n\n\n<p><strong>Roles\nof Chief of Defence Staff (CDS):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Chief of Defence Staff is described\nby officials as the &#8220;first among equals&#8221; among service chiefs.<\/li><li>CDS will head the tri-services and the\nnewly created Department of Military Affairs under the Ministry of Defence. <\/li><li>CDS will be the permanent chairman of\nChiefs of Staff Committee. Thus, he will be able to devote undivided attention\nto the administration of tri-service organisations and take measures to\nengender \u201cjointness\u201d amongst three services.&nbsp;<\/li><li>The CDS will serve as the&nbsp;unified\nmilitary advisor&nbsp;to the Prime Minister and the Minister of Defense.<\/li><li>The CDS would also function as a\nprincipal military advisor to the Nuclear Command Authority (chaired by Prime\nMinister), advising the government on employment of nuclear weapons in case of\nwar.<\/li><li>Defence procurement is another area of\ninterest, where he is a member in the Defence Acquisition Council under the\nchairmanship of the defence minister, and Defence Planning Committee, chaired\nby the NSA.<\/li><li>The CDS will be tasked with trimming\nweapons procurement procedures and integrating operations of the Indian armed\nforces- Army, Air Force and Navy.<\/li><\/ul>\n\n\n\n<p><strong>Challenges:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The first and foremost challenge for CDS\nwill be to build confidence among the tri-services to ensure the smooth\ncoordination in their operations and close the communication gaps that exist\namong the services and between the tri-services and the Ministry of Defence.<\/li><li>As the Secretary of Department of\nMilitary Affairs (DMA), the CDS is tasked with facilitating the restructuring\nof military commands, bringing jointness in operations including through\nestablishment of joint\/theatre commands. This may invariably encroach upon the\ndomain of the services chiefs.<\/li><li>The second most important challenge for\nhim will to be consolidating the national strategy on security. The Ministry of\nDefence has often claimed that a document for the same exists but the subject\nhas always eluded the public glare.<\/li><li>Another major challenge for General\nRawat will be to prioritize the budget allocation and acquisition of latest\ntechnologies in order to meet the requirements of the tri-services.<\/li><li>Another challenge is towards greater\ninvestments in Artificial Intelligence (AI) over the long term. Though as a\nprocess it has already begun, but will require a dedicated push from the CDS\nover the course of his tenure.
