class=\"wp-block-list\"><li>The alleged acts of corruption in\nthe implementation of RUSA was discovered in 2019 after the audit was done by\nTata Institute of Social Sciences(TISS).<\/li><li>The audit found that the funds\nspent out of RUSA were used for the personal trips by the former National\nmission director of RUSA.<\/li><\/ul>\n\n\n\n<p><strong>About\nRashtriya Uchchatar Shiksha Abhiyan(RUSA):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rashtriya Uchchatar Shiksha Abhiyan\n(RUSA) is a Centrally Sponsored Scheme(CSS) launched in 2013.<\/li><li>It aimed at providing strategic\nfunding to eligible state higher educational institutions to achieve the aims\nof equity, access and excellence.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof RUSA:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Improve the overall quality of\nstate institutions by conforming to the prescribed norms and standards.<\/li><li>Adoption of\naccreditation(certification of competency) as a mandatory quality assurance\nframework.<\/li><li>Promoting autonomy in state\nuniversities and improving governance in institutions.<\/li><li>Ensure adequate availability of\nquality faculty in all higher educational institutions.<\/li><li>Create an enabling atmosphere for\nresearch in the higher education system.<\/li><li>Correct regional imbalances in\naccess to higher education by setting up institutions in unserved and\nunderserved areas.<\/li><li>Improve equity in higher education\nby providing adequate opportunities to the disadvantaged.<\/li><\/ul>\n\n\n\n<p><strong>Funding:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The central funding (in the ratio\nof 60:40 for general category States, 90:10 for special National Security Act(NSA) of\n1980 is an act of Indian Parliament which empowers the Centre or a State\ngovernment for preventive detention if authorities are satisfied that a person\nis a threat to national security or law and order.<\/li><li>The maximum period for which one\nmay be detained is 12 months.But the term can be extended if the government\nfinds fresh evidence.<\/li><\/ul>\n\n\n\n<p><strong>Grounds for\nPreventive Detention:<\/strong>As per the National Security Act,\nthe grounds for preventive detention of a person include:<\/p>\n\n\n\n<ul for the maintenance of\npublic order or to the maintenance of supplies and services essential to the\ncommunity it is necessary so to do.<\/li><\/ul>\n\n\n\n<p><strong>Rights\nagainst preventive detention:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Normally, if a person is arrested,\nhe or she is guaranteed certain basic rights.These include the right to be\ninformed of the reason for the arrest.<\/li><li>However,under NSA person could not\nbe informed about the reasons for his arrest for up to five days and in\nexceptional circumstances not later than 10 days.<\/li><li>The arrested person is also not\nentitled to the aid of any legal practitioner in any matter connected with the\nproceedings before an advisory board which is constituted by the government for\ndealing
