The Bill aims to ensure effective regulation of the surrogacy service by banning commercial surrogacy and allowing altruistic surrogacy<\/p>\r\n\r\n\r\n\r\n<p>The bill incorporated all recommendations made by 23-member Rajya Sabha Select Committee, which studied an earlier version of the draft legislation.<\/p>\r\n\r\n\r\n\r\n<p>The amended bill is reformed version of the draft legislation which was passed by Lok Sabha in August 2019\u00a0<\/p>\r\n\r\n\r\n\r\n<p>In place of &#8220;close relative&#8221;, the bill has now proposed that the surrogate mother should be &#8220;willing&#8221; woman.<\/p>\r\n\r\n\r\n\r\n<p>The Bill proposes to regu\u00adlate surrogacy by establish\u00ading a National Surrogacy Board and State Surrogacy Boards\u00a0 and appropriate authorities in the States and Union Territories respec\u00adtively.
