Programme(NRCP).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nNational Rabies Control Programme(NRCP):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>National Rabies Control Programme\nwas approved during 12th FYP by Standing Finance Committee in 2013 as Central\nSector Scheme.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof NRCP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Training of Health Care\nprofessionals on appropriate Animal bite management and Rabies Post Exposure\nProphylaxis.<\/li><li>Advocacy for states to adopt and\nimplement Interdermal route of Post exposure prophylaxis for Animal bite\nVictims and Pre exposure prophylaxis for high risk categories.<\/li><li>Strengthening Human Rabies\nSurveillance System.<\/li><li>Strengthening of Regional\nLaboratories under NRCP for Rabies Diagnosis.<\/li><li>Creating awareness in the\ncommunity through Advocacy &amp; Communication and Social Mobilization.<\/li><\/ul>\n\n\n\n<p><strong>Components\nof NRCP:<\/strong>The NRCP has both human and animal health\ncomponents.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Human Component:It is being\nimplemented in all the states &amp; UT by the National Centre for Disease\nControl.<\/li><li>Animal Component:It is being pilot\ntested in the Haryana &amp; Chennai under the Animal Welfare Board of India,\nMinistry of Environment &amp; Forests.<\/li><\/ul>\n\n\n\n<p><strong>Problems\nwith NRCP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Under NRCP Programme, the funds\nare not provided for procurement of Anti- Rabies vaccine(ARV).<\/li><li>As there is rabies elimination\ndrive by 2030 globally,there is significant demand of Anti Rabies Vaccine and\nSerum from the neighboring countries like Myanmar, Malaysia and the Philippines\nand these countries are importing vaccine from India.This is leading to a\nshortage of vaccines in India.<\/li><li>Hence,all the rabies vaccine\nmanufacturers have been told to ensure that the manufacturing of ARV is carried\nout with full capacity and first preference may be accorded to meet domestic\nrequirements.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About\nRabies:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rabies is caused by Ribonucleic\nAcid(RNA) virus that is present in the saliva of a rabid animal.It is\ntransmitted following a bite of a rabid animal that leads to deposition of the\nsaliva and the virus in the wound.<\/li><li>The death invariably occurs in\nfour days to two weeks due to cardio-respiratory failure.However,the time\ninterval between the bite and occurrence of symptoms varies from four days to\ntwo years or rarely even more.<\/li><li>Thus,it is important to remove the\nvirus from the wound as early as possible by immediately washing the wound with\nwater and soap followed by application of antiseptics that reduce chances of\nnerve infection.<\/li><\/ul>\n\n\n\n<p><strong>Status\nof Rabies in India:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>According to the Health Ministry\u2019s\ndata,India accounts for more than one-third of the world\u2019s rabies deaths.<\/li><li>India has a population of 30\nmillion stray dogs which cause 96% of rabies in humans.Each year,as many as\n20,000 people die due to the vaccine-preventable fatality.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetailm.aspx?PRID=1594507\"><strong>Blue Flag\nCertification for beaches<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Ministry of Environment, Forest &amp; Climate Change has informed Rajya\nSabha about the implementation of Blue Flag Certification for select beaches in\nthe country. <\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nBlue flag Certification:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Blue Flag certification is\ngiven to environmental- friendly, clean beaches, marinas which are equipped\nwith amenities of international standards for tourists.<\/li><li>The certification programme is run\nby international, non-governmental, non-profit organisation FEE (the Foundation\nfor Environmental Education).<\/li><li>The programme was started in\nFrance in 1985 and has been implemented in Europe since 1987 and in areas\noutside Europe since 2001.<\/li><li>The certification is based on 33\nstringent criteria in four major heads (i) Environmental Education and\nInformation (ii) Bathing Water Quality, (iii) Environment Management and\nConservation and (iv) Safety and Services in the beaches. <\/li><li>Spain has the highest number of\nBlue Flag beaches followed by, Greece and France.Japan and South Korea are the\nonly countries in Asia to have Blue Flag beaches.<\/li><\/ul>\n\n\n\n<p><strong>Blue\nflag programme in India:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Union Environment Ministry has\nselected 13 beaches in India to compete for the \u2018Blue Flag\u2019 certification.<\/li><li>The 13 beaches are Ghoghla Beach\n(Diu), Shivrajpur beach (Gujarat), Bhogave (Maharashtra), Padubidri and\nKasargod (Karnagaka), Kappad beach (Kerala), Kovalam beach (Tamil Nadu), Eden\nbeach (Puducherry), Rushikonda beach (Andhra Pradesh), Miramar beach (Goa),\nGolden beach (Odisha), Radhanagar beach (Andaman &amp; Nicobar Islands) and\nBangaram beach (Lakshadweep) and Rushikonda beach(Andhra Yojana.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nPM YUVA:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pradhan Mantri YUVA Yojana (Yuva\nUdyamita Vikas Abhiyan) is a centrally sponsored Scheme launched in 2016.<\/li><li>The scheme is implemented by the\nMinistry of Skills Development and Entrepreneurship, Government of India.<\/li><li>The aim of the scheme is to create\nan enabling ecosystem by 2021 for entrepreneurship development through\nentrepreneurship education &amp; training, advocacy, and easy access to\nentrepreneurship network.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof PM-YUVA:<\/strong>PM-YUVA Yojana has four specific objectives<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Educate and equip potential and\nearly sanctioned\nEklavya Model Residential Schools(EMRSs).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nEklavya Model Residential Schools(EMRS):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>EMRS is a Government of India\nscheme for model residential school for Scheduled Tribes across India.<\/li><li>It is one of the flagship\ninterventions of the Ministry of Tribal Affairs,Government of India.<\/li><li>It was introduced in the year\n1997-98 to ensure tribal students get access to quality education in the remote\ntribal areas.<\/li><li>EMRSs are set up in States\/UTs\nwith grants under Article 275(1) of the Constitution of India.<\/li><li>As per the budget 2018-19,every\nblock with more than 50% ST population and at least 20,000 tribal persons will\nhave an Eklavya Model Residential School by the year 2022.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof EMRS:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Comprehensive physical, mental and\nsocially relevant development of all students enrolled in each and every EMRS <\/li><li>Focus differentially on the\neducational support to be made available to those in Standards XI and XII and\nthose in standards VI to X, so that their distinctive needs can be met,<\/li><li>Support the annual running\nexpenses in a manner that offers reasonable remuneration to the staff and\nupkeep of has informed Lok Sabha about\nthe Minor Forest Produce(MFP).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nMinor Forest Produce:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Minor Forest Produce(MFP) is a\nsubset of forest produce.The Scheduled Tribes and Other Traditional Forest\nDwellers (Recognition of Forest Rights) Act,2006 defines minor forest produce\nas all non-timber forest produce of plant origin.<\/li><li>These include bamboo, brushwood,\nstumps, canes, cocoon, honey, waxes, Lac, tendu leaves, medicinal plants and\nherbs, roots among others.<\/li><\/ul>\n\n\n\n<p><strong>About\nMSP for MFP scheme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Minimum Support Price(MSP) for\nMFP scheme was started by the Government of India in 2013 to ensure fair and\nremunerative prices to MFP gatherers.It is a Central Sector scheme.<\/li><\/ul>\n\n\n\n<p><strong>Objectives:<\/strong>The scheme has been started with following objectives:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>To provide a fair price to the MFP\ngatherers for the produce collected by them and enhance their income level<\/li><li>To ensure sustainable harvesting\nof MFPs.<\/li><li>The Scheme will have a huge social\ndividend for MFP gatherers, majority of whom are tribals.<\/li><\/ul>\n\n\n\n<p><strong>Implementation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ministry of Tribal\nAffairs,Government of India is the Nodal Ministry for implementation of the\nscheme.<\/li><li>TRIFED acts as the Central Nodal\nAgency for implementation and monitoring of the scheme through State level\nimplementing agencies.<\/li><li>Further,the State designated\nagencies will undertake procurement of notified MFPs directly from MFP\ngatherers at haats notified procurement centers at grass root level at prefixed\nMinimum Support
