Pariyojana(MKSP).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nMahila Kisan Sashaktikaran Pariyojana(MKSP):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Mahila Kisan Sashaktikaran\nPariyojana (MKSP) is a sub component of the National Rural Livelihood\nMission(NRLM).<\/li><li>The primary objective of the\nscheme is to empower women in agriculture by making systematic investments to\nenhance their participation and productivity, as also create and sustain\nagriculture based livelihoods of rural women.<\/li><li>The Department of Rural\nDevelopment, Ministry of Rural Development is implementing the scheme.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof MKSP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>To enhance the to 16% of the GDP is\nincreasingly becoming a female activity. <\/li><li>Agriculture sector employs 80% of\nall economically active women which they comprise of 33% of the agricultural\nlabour force and 48% of self employed farmers.<\/li><li>However,women in Agriculture are\ngenerally not able to access extension services and production assets like\nseeds, water, credit, subsidies among of the\nInternational Day of Disabled Persons was proclaimed in 1992 by the United\nNations General Assembly.<\/li><li>The day aims to promote the rights\nand well-being of persons with disabilities in all spheres of society and\ndevelopment and to increase awareness of the situation of persons with\ndisabilities.<\/li><li>The theme for 2019 is Promoting\nthe participation of persons with Strategyin\n2019 in line with its commitment to make the UN an inclusive organization for\nall.<\/li><li>It provides for the foundation for\nsustainable and transformative progress on disability inclusion through all\npillars of the work of the United Nations.<\/li><\/ul>\n\n\n\n<p><strong>United\nNations Convention on the Rights of Persons with Disabilities (UNCRPD):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Convention was adopted by the\nUN General Assembly in 2006 and it came into force in 2008.<\/li><li>The convention aims to ensure that\ndisabled people enjoy the same human rights as everyone else and that they can\nparticipate fully in society by receiving the same opportunities as class=\"wp-block-list\"><li>Accessible India is a nation-wide\nCampaign launched by the Department of Empowerment of Persons with Disabilities\n(DEPwD) of the Ministry of Social Justice &amp; Empowerment in 2015.<\/li><li>It aims to provide universal\naccessibility to persons with disabilities. <\/li><li>It focuses on developing an\naccessible physical environment, transportation system, and Information &amp;\ncommunication ecosystem.<\/li><\/ul>\n\n\n\n<p><strong>Right\nof Persons with Disabilities Act,2016:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Rights of Persons with\nDisabilities Act 2016 had replaced the PwD Act,1995.<\/li><li>The act has created a progressives\nright based framework for the welfare of differently abled persons.<\/li><li>The act have increased the types\nof disabilities from 7 (as in PwD Act, 1995) to 21 and the Central Government\nhas been empowered to add more types of disabilities.<\/li><li>The Chief Commissioner for Persons\nwith Disabilities and the State Commissioners act as regulatory bodies and\nGrievance Redressal agencies and also monitor implementation of the pipeline between Russia and China.<\/li><li>The central aim of this gas\npipeline is to pump natural gas to China and Russia\u2019s far-east regions.<\/li><li>Under this pipeline project,Russia\nwill deliver 1 trillion cubic meters of natural gas to China over the next 30\nyears.<\/li><li>From Siberia to China\u2019s Yangtze\nRiver delta in Shanghai, the massive pipeline will cover 8,000 km with Contingency\nPlan(NOSDCP).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nNational Oil Spill Disaster Contingency Plan(NOS-DCP):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The National Oil Spill Disaster\nContingency Plan(NOS-DCP) was originally promulgated in 1996 and subsequently\nupdated to include additional information.The latest updation was in 2014.<\/li><li>The Indian Coast Guard is the\ndesignated national authority for oil spill response in Indian waters under the\nNational Oil Spill-Disaster Contingency Plan(NOS-DCP).<\/li><li>However,the NOS-DCP comes under\nthe purview of the National Disaster Management Authority, Ministry of Home\nAffairs.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof the class=\"wp-block-list\"><li>Oil spill is the contamination of\nseawater due to an oil pour as a result of an accident or human error.<\/li><li>Oil is among the most important\nenergy sources in the world and because of its uneven distribution,it is\ntransported by ships across the oceans and by pipelines across the lands. <\/li><li>This has resulted in several\naccidents in the past while transferring the oil to vessels, during\ntransportation, breaking of pipelines, as well as while drilling in the earth\u2019s\ncrust.<\/li><\/ul>\n\n\n\n<p><strong>About\nIndian Coast Guard:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Indian Coast Guard is a\nmulti-mission organization entrusted with superintendence and policing of\nIndia\u2019s maritime areas including the Exclusive Economic Zone.<\/li><li>ICG was formally established in\n1978 by the Coast Guard Act,1978 as an independent Armed force of India.It operates\nunder the Ministry of Oath:<\/strong><\/p>\n\n\n\n<p><strong>Article\n164(3): <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It states that before a Minister\nenters upon his office, the Governor shall administer to him the oaths of\noffice and of secrecy according to the forms set out in the Third Schedule.<\/li><li>Article 164 also makes it clear\nthat the text of the oath is sacrosanct and the person taking the oath has to\nread it out exactly as it is, in the given format.<\/li><\/ul>\n\n\n\n<p><strong>Third\nSchedule: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It requires the taker of the oath\nto either swear in the name of God or to solemnly affirm to bear true faith and\nallegiance to the Constitution.<\/li><\/ul>\n\n\n\n<p><strong>Role of\nthe Governor: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Once Governor takes it as read and\nthe Secretary to the Governor has attested that the oath has been\nadministered,it cannot be legally challenged.<\/li><li>However,if the person deviates\nfrom the text,it is the responsibility of the Governor to interrupt and ask the\nperson being sworn in to read it out correctly.<\/li><\/ul>\n\n\n\n<p><strong>Examples\nof Deviation in Oath:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In 1990, the oath by Devi Lal as\ndeputy prime minister was challenged in the Supreme Court as being\nunconstitutional as the Constitution provides only for the Prime Minister and\nministers. <\/li><li>However,the Supreme Court upheld\nthe oath as valid and stated that describing a person as Deputy Prime Minister\nis descriptive only and such description does not confer on him any powers of\nPrime Minister.<\/li><li>It also ruled that the description\nof a minister as Deputy Prime Minister or any other type of ministers such as\nminister of state or deputy minister of which there is no mention in the\nConstitution does not vitiate the oath taken by him so long as the substantive\npart of the oath is variable used to\nmap economic growth that is, the GDP.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Origin\nof GDP and GNP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The modern-day definitions of GDP\nand GNP can be traced back to Simon Kuznets who was entrusted with the task of\ncreating National Accounts in 1933 by the then US President Franklin D\nRoosevelt.<\/li><li>The final report called National\nIncome(1929-32) was presented to the US Congress in January 1934.<\/li><li>However, the origins of GDP as a\nconcept date far back.The man credited with inventing the concept is William\nPetty (1623-1687),an Englishman who was a professor of anatomy at Brasenose\nCollege.<\/li><\/ul>\n\n\n\n<p><strong>About\nGDP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Gross domestic product (GDP) is\nthe monetary value of all the finished goods and services produced within a\ncountry&#8217;s borders in a specific time period.<\/li><li>It includes all private and public\nconsumption, government outlays, investments, private inventories, paid-in\nconstruction costs and the foreign balance of trade (exports are added, imports\nare subtracted).<\/li><li>The GDP is calculated using this\nstandard formula which is C + I + G + (X-M).<\/li><li>However,the GDP is slightly\ndifferent from the other commonly used statistic for national income the Gross\nNational Product(GNP).<\/li><\/ul>\n\n\n\n<p><strong>About\nGNP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Gross National Product (GNP)\nmeasures the monetary value of all goods and services by the people and\ncompanies of a country regardless of where this value was created.<\/li><li>It is the total value of all final\ngoods and services produced within a nation in a particular year, plus income\nearned by its citizens (including income of those located abroad) minus income\nof non-residents located in that country.<\/li><li>The formula to calculate the\ncomponents of GNP is C + I + G + (X-M) + Z.<\/li><\/ul>\n\n\n\n<p><strong>Significance\nof GDP:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Gross Domestic Product(GDP) as\na measure sums up more information about an economy than any other variable.For\ninstance, countries with higher GDPs have citizens with higher incomes and\nbetter standards of living.<\/li><li>However,one can point out\nvariations and suggest that a country ranked 1 in GDP is ranked 9 in GDP per\ncapita but these divergences would be relatively small when data is seen at a\nglobal level.<\/li><li>Hence,it helps not to depend\noverly on of\nParticularly Vulnerable Tribal Groups (PVTGs) Scheme<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Ministry of Tribal Affairs is implementing the Development of PVTGs\nscheme for comprehensive socio-economic development of 75 Particularly\nVulnerable Tribal Groups(PVTGs).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nDevelopment of PVTGs scheme: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Scheme for Development of\nParticularly Vulnerable Tribal Groups(PVTGs) is implemented by the Ministry of\nTribal Affairs.<\/li><li>It was first started in 1998-1999\nfor exclusive development of PVTGs and then later revised in 2015.<\/li><li>The scheme aims at planning their\nsocio-economic development in a comprehensive manner while retaining the\nculture and heritage of the community by adopting habitat development approach.<\/li><li>Under the scheme, State\nGovernments submits Conservation cum Development(CCD) plans on the basis of\ntheir requirement.<\/li><li>The plan is then appraised and\napproved by the Project Appraisal Committee of the Ministry of Tribal Affairs\nand then 100% grants-in-aid are made available to States as per the provisions\nof the scheme.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About\nParticularly Vulnerable Tribal Group(PVTG):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Particularly Vulnerable Tribal\nGroups(PVTGs) are the marginalized section of the Scheduled tribes of India. <\/li><li>They are a section who are\nrelatively isolated, educationally and socio-economically backward living in a\nhabitat far away from amenities.<\/li><li>In 1973, the Dhebar Commission had\ncreated Primitive Tribal Groups (PTGs) as a separate category, who are less\ndeveloped among the tribal groups. <\/li><li>In 2006, the Government of India\nrenamed the PTGs as PVTGs. However,they are not a Constitutional category nor\nare these constitutionally recognized communities.<\/li><li>The criteria followed for\ndetermination of PVTGs are (a)pre-agriculture level of technology (b)stagnant\nor declining population (c) Extremely low literacy and d)subsistence level of\neconomy.<\/li><li>Among the 75 listed PVTG\u2019s the\nhighest number are found in Odisha (13), followed by Andhra Pradesh (12) and\namong others.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/indianexpress.com\/article\/business\/gst-council-rings-first-alarm-bells-on-revenue-tax-collection-sitharaman-6149310\/\"><strong>GST Council\nrings first alarm bells on revenue<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The GST Council has written to states telling them that the GST and\ncompensation cess collections are unlikely to be met this year.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nGST Compensation Cess:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A cess is a tax that is levied by\nthe government to raise funds for a specific purpose.<\/li><li>As part of the GST reforms, the\nGST Compensation Cess has been introduced through the GST (Compensation to\nStates) Act, 2017.<\/li><li>According to the Act,states are\nguaranteed compensation for any revenue shortfall below 14% growth (base year\n2015-16) for the first five years ending 2022.<\/li><li>The GST Compensation cess has to\nbe paid every two months by the Centre to states.<\/li><li>However,due to a shortfall in tax\ncollections,the Centre is unable to compensate states for loss of revenue.<\/li><\/ul>\n\n\n\n<p><strong>What is\nthe way forward?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The GST Council has decided to\ncomprehensively review the tax structure in the wake of growing revenue\nconcerns.<\/li><li>The review will include exempted\nitems,GST and compensation cess rates and revenue augmentation measures. <\/li><li>However,since the compensation\ncess is imposed only on luxury and sin goods under GST, any measure to generate\nmore cess collections would either include imposing a higher cess on those\nitems or tinkering at the highest 28% tax slab under the indirect tax regime.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About GST\nCouncil:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Goods &amp;
