1990.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Key\nHighlights of the report:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The study finds that roughly one\nin seven Indians or 197 million people suffered from mental disorders of\nvarying severity in 2017.Among these,depression and anxiety disorders are the\ncommonest mental disorders in India.<\/li><li>The contribution of mental\ndisorders to the total disease burden in India in terms of disability adjusted\nlife years (DALYs) increased from 2.5% in 1990 to 4.7% in 2017.One DALY is at\nleast one lost year of \u2018healthy\u2019 life.<\/li><li>The prevalence of mental disorders\nis increasing and is relatively higher in the southern states and in females.<\/li><li>The Southern states namely Tamil\nNadu, Kerala, Telangana, Karnataka and Andhra Pradesh accounted for a higher\nprevalence of mental disorders.<\/li><\/ul>\n\n\n\n<p><strong>State\nwise Scenario<\/strong>: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In its State-wise analysis,the\nstudy divides different States into three categories on the basis of their\nsocio-demographic index(SDI) namely low, medium and high SDI States. <\/li><li>The SDI is a composite measure of\nper-capita income, mean education, and fertility rate in women younger than 25\nyears and is calculated on a scale of one.<\/li><li>The prevalence of depressive\ndisorders was highest in Tamil Nadu (loss of 836 years per 1 lakh population )\nin the high SDI State group and Andhra Pradesh (loss of 793 years) in the\nmiddle SDI State group.<\/li><li>Anxiety disorders were found to be\nmore common in Kerala (loss of 383 years per 1 lakh population) in the high SDI\nState group and Andhra Pradesh (loss of 328 years) in the middle Mental Health Care Act,2017\nseeks to ensure the rights of the person with mental illness to receive care\nand to live a life with dignity.<\/li><li>The act says that every person\nshall have a right to access mental health care and treatment from mental\nhealth services run or funded by the appropriate government.It also assures\nfree treatment to those who are homeless or below the poverty line<\/li><li>The Act empowers people with\nmental illness to make an advance directive that states how he\/she wants to be\ntreated for the illness and who his\/her nominated representative shall be.<\/li><li>It envisages the establishment of\nCentral Mental Health Authority and State Mental Health Authority.<\/li><li>Further,the Act says that mentally\nill person shall not be subjected to electro-convulsive therapy without the use\nof muscle relaxants and anaesthesia.Further, electroconvulsive therapy cannot\nbe used on minors.<\/li><li>The act also decriminalizes\nSection 309 for suicide.It states that whoever attempts suicide will be\npresumed to be under severe stress and shall not be punished for it.<\/li><\/ul>\n\n\n\n<p><a Development Fund(FIDF):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Fisheries and Aquaculture\nInfrastructure Development Fund (FIDF) has been formed in 2018.<\/li><li>The main aim of the fund is to\nboost fish production to achieve the target of producing 15 million tonnes of\nfish production by 2020 and 20 million tonnes by 2022-23 from current production\nof 11.4 million tonnes. <\/li><li>The fund provides concessional\nfinance to the eligible entities, cooperatives, individuals and entrepreneurs\nfor development of identified fisheries infrastructure. <\/li><li>The National Technology:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Microdots are a globally proven\ntechnology to ensure originality in spare parts of machines and components\nincluding in the automobile sector.<\/li><li>The microdot technology involves\nspraying thousands of microscopic dots onto vehicles or other assets to form a\nunique identification.<\/li><li>Each microdot carries this\nidentification which is registered to the owner, but is not visible to the\nnaked eye.<\/li><\/ul>\n\n\n\n<p><strong>Significance\nof this technology:<\/strong><\/p>\n\n\n\n<ul
