However, this requirement of minimum educational\nqualification criteria is not required for tribes and workers of tea gardens. <\/li><li>Family has to register their\nmarriage under the Special and\nInfrastructure Fund which was earlier known as Central Road Fund(CRF) was\nestablished under the Central Road Fund Act,2000<\/li><li>The fund is basically a cess\nimposed along with excise duty on petrol and diesel.<\/li><li>The cess revenue was accrued to\nthe CRF which was uniquely created and out of this major road projects were\nfinanced ever since its launch.<\/li><li>The administrative control of\nCentral Road and Infrastructure Fund (CRIF) is under the Department of Economic\nAffairs (DEA),finance Ministry. <\/li><li>Earlier, it was under the domain\nof Ministry of Road Transport main purpose of the amendment\nis to use the proceeds of the road cess under CRIF to finance other\ninfrastructure projects including waterways, railway infrastructure, social\ninfrastructure among meeting was organised under Samarth-Scheme for Capacity\nBuilding in Textiles sector(SCBTS) to familiarize the stakeholders about the\nscheme and its guidelines.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nSamarth-Scheme for Capacity Building in Textiles sector(SCBTS):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Samarth is a skill development\nscheme under the Union Ministry of Textiles.<\/li><li>The scheme aims to provide skill\ndevelopment to the youth for gainful and sustainable employment in the textile\nsector covering entire value chain of textiles excluding spinning and weaving.<\/li><\/ul>\n\n\n\n<p><strong>Objectives\nof the scheme:<\/strong><\/p>\n\n\n\n<ul Yojana(PMKVY):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pradhan Mantri Kaushal Vikas\nYojana (PMKVY) is the flagship scheme of the Ministry of Skill Development\n&amp; Entrepreneurship(MSDE). <\/li><li>The scheme was launched in the\nyear 2015.It is implemented by National Skill Development Corporation(NSDC). <\/li><li>The objective of this Scheme is to\nenable a large number of Indian youth to take up industry-relevant skill\ntraining that will help them in securing a better livelihood. <\/li><li>The scheme aims to cover 10\nmillion youth during the period 2016 -2020.<\/li><\/ul>\n\n\n\n<p><strong>Components\nof the scheme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Short Term Training<\/strong>: Training as per National\nSkills Qualification Framework (NSQF) is provided to those who are either\nschool\/college dropouts or unemployed.<\/li><li><strong>Recognition of Prior Learning (RPL):<\/strong>An\nindividual with a certain set of skills or with prior learning experience is\nassessed and certified under RPL with grade according to the NSQF.<\/li><li><strong>Special Projects: <\/strong>This component ensures\ntraining in special areas and premises of government bodies and corporate. It\naims to encourage training in vulnerable and marginalized groups of society.<\/li><li><strong>Training Partners(TPs)<\/strong>:They are mandated to\norganize Kaushal and Rozgar Melas every six months, thus providing placement\nassistance to certified ones.<\/li><li><strong>Monitoring:<\/strong>To ensure that high standards of\nquality are maintained by training centres,NSDC and empaneled inspection\nagencies shall use various methodologies such as self audit reporting, call\nvalidations among
