Yojana<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Union Minister of State (I\/C) for Labour and Employment has informed\nLok Sabha about Atal Beemit Vyakti Kalyan Yojana.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nAtal Beemit Vyakti Kalyan Yojana:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Atal Bimit Vyakti Kalyan Yojana is\na welfare measure being implemented by the Employees State Insurance(ESI)\nCorporation. <\/li><li>The scheme was launched in 2018.It\nis implemented on pilot basis for a period of two years initially.<\/li><li>It offers a relief payable in cash\ndirectly to the Bank Account in case an insured person is rendered unemployed\nand is in search for new engagement.<\/li><li>The scheme is for Insured Persons\ncovered under the Employees\u2019 State Insurance Act, 1948.<\/li><li>Under the scheme,the cash benefit\ngiven to the unemployed persons searching for new employment is 25% of his\naverage earnings of 90 days.<\/li><\/ul>\n\n\n\n<p><strong>Eligibility\nfor the scheme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Insured Person should have\nbeen rendered unemployed during the period the relief is claimed.<\/li><li>The Insured Person should have\nbeen in insurable employment for a minimum period of two years.<\/li><li>The Insured Person should have contributed\nnot less than 78 days during each of the preceding four contribution periods.<\/li><li>The contingency of unemployment\nshould not have been as a result of any punishment for misconduct or\nsuperannuation or voluntary retirement.<\/li><li>In case the IP is working for more\nthan one employer and is covered under the ESI scheme he will be considered\nunemployed only in case he is Pir Panjal ranges on the Leh-Manali Highway under the Rohtang\nPass.<\/li><li>It will become the world\u2019s longest\nhighway tunnel above 10,000 feet.<\/li><li>The development work of the\nRohtang tunnel project is being carried out by the Border Roads\nOrganisation(BRO).<\/li><li>The project also has significant\nstrategic implications for the military as it will allow access beyond countries.India was ranked higher due to rise in India\u2019s retail inflation\nat 4.6% because of the jump in food prices.<\/li><li>Under the retail inflation,food\ninflation grew by almost 8% which is almost double the rate of overall retail\ninflation. <\/li><li>The key items that contributed to\nthis rise were pulses (inflation rate 12%), vegetables (inflation rate 26%) and\nfish and meat programme.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nKhelo India Programme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Khelo India Programme was\nintroduced by the Ministry of Sports and Youth affairs to revive sports culture\nin India at grass-root level. <\/li><li>The objective of the programme is\nto build a strong framework for all sports played in our country and establish\nIndia as a great sporting nation.<\/li><li>The programme is the merger of\nfollowing schemes (a)Rajiv Gandhi Khel Abhiyan(RGKA) (b)Urban Sports\nInfrastructure Scheme(USIS) and the\nappointment of members.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nWTO\u2019s Appellate Body:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The World Trade\nOrganization\u2019s(WTO) Appellate Body was set up in 1995.<\/li><li>It is a standing committee of\nseven members that presides over appeals against judgments passed in\ntrade-related disputes brought by WTO members.<\/li><li>The countries involved in a\ndispute over measures purported to break a WTO agreement or obligation can\napproach the Appellate Body if they feel the report of the panel set up to\nexamine the issue needs to be reviewed on legal basis.<\/li><li>The Appellate Body can uphold,\nmodify or reverse the legal findings of the panel that heard the\ndispute.Countries on either or both sides of the dispute can appeal.<\/li><\/ul>\n\n\n\n<p><strong>What is\nthe problem with the Appellate Body:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Over the last two years, the\nmembership of the body has dwindled to just three persons instead of the\nrequired seven. <\/li><li>This is because the United States\nwhich believes the WTO is biased against it has been blocking appointments of\nnew members and reappointments of members who have completed their four-year\ntenures.<\/li><li>At least three people are required\nto preside over an appeal and if new members are not appointed to replace the\ntwo retiring ones, the body will cease to be relevant by December 11,2019.<\/li><\/ul>\n\n\n\n<p><strong>What\nhappens if the body becomes dysfunctional?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>If the appellate body is declared\nnon-functional,it will not be able to review the new applications.<\/li><li>This will compel the countries to\nimplement rulings by the panel even if they feel that gross errors have been\ncommitted.<\/li><li>However,if a country refuses to\ncomply with the order of the panel on the grounds that it has no avenue for\nappeal, it will run the risk of facing arbitration proceedings initiated by the\nother party in the Sabha.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Key\nfeatures of the bill:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Currently, domestic companies with\nan annual turnover of up to Rs 400 crore pay income tax at the rate of 25%.For\nother domestic companies, the tax rate is 30%.&nbsp;\n<\/li><li>The bill provides domestic\ncompanies with an option to pay tax at the rate of 22% plus surcharge at 10%\nand cess at 4% provided they do not claim certain deductions under the Income\nTax Act.They would also not be subjected to Minimum Alternate Tax(MAT).<\/li><li>These include deductions for: (a)\nnewly established units in Special Economic Zones (b) expenditure on scientific\nresearch and skill development projects (c) investment in new machinery\/ plant\nin notified backward areas (d) depreciation of new machinery\/ plant and (e)\nvarious other provisions.<\/li><li>The bill also provides for new\ndomestic manufacturing companies with an option to pay income tax at the rate\nof 15% plus surcharge and Cess provided manufacturing unit must be incorporated\non or before October,2019 and must start production by March,2023.<\/li><li>Further,the bill also specifies\nthat the provisions regarding payment of Minimum Alternate Tax(MAT) will not\napply to companies opting for the new tax rates.<\/li><li>However,a company which does not\nopt for the concessional tax regime and avails the tax exemption\/incentive\nshall continue to pay tax at the pre-amended past.<\/li><li>The Bodos have had a long history\nof separatist demands marked by armed struggle.They demanded for a separate\nstate called Bodoland.<\/li><li>This demand led to the signing of\nBodo a terrorist\norganisation by the Government of India. NDFB traces its origin to Bodo\nSecurity Force, a militant group formed in 1986. <\/li><li>The current name was adopted in\n1994 after the group rejected Bodo Accord signed between the Government of\nIndia and ABSU-BPAC. <\/li><li>The group has carried out several\nattacks in Assam targeting non-Bodo civilians as well as the security class=\"wp-block-list\"><li>The Constitution of India makes\nspecial provisions for the administration of the tribal dominated areas in four\nstates namely Assam, Meghalaya, Tripura and Mizoram.<\/li><li>As per article 244 and 6th\nSchedule,these areas are called \u201cTribal Areas\u201d,which are technically different\nfrom the Scheduled Areas under fifth schedule.<\/li><li>The Governors of these four states\nare empowered to declare some tribal dominated districts \/ areas of these\nstates as autonomous districts and autonomous regions.<\/li><li>It provides for the creation Sabha.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nthe SPG (Amendment) Bill:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The bill amends the Special\nProtection Group Act,1988.It entitles only the country\u2019s Prime Minister to\nsecurity services from the Special Protection Group(SPG).<\/li><li>The Bill has also sought to\nprovide SPG cover to the former Prime ministers and their family members not\nbeyond five years from the date the Prime Minister demits office <\/li><li>At present,the law allows the SPG\nto protect former Prime Ministers and their families for a period of 10 years\nafter the end of term.Additionally,it leaves the scope for an extension of the\ncover beyond ten years in case the perceived threats justifies it.<\/li><li>The bill also says that SPG will\nnot provide security to family members of a prime minister and former PMs if\nthey do not live with them in their official Social\nResponsibility(CSR).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nCorporate Social Responsibility(CSR):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Corporate social\nresponsibility(CSR) was initiated through the Companies Act, 2013.<\/li><li>The act mandates companies and\ngovernment organisations with (a)turnover of Rs1,000 crore or more(b)net worth\nexceeding Rs 500crore or (c)having more than Rs 5 crore in net profits to spend\n2% of average net profit of the preceding three years on CSR.<\/li><li>The provisions of CSR are not only\napplicable to Indian companies but also applicable to branch and project\noffices of a foreign company in India.<\/li><li>The qualifying company is required\nto constitute a CSR Committee
