Broadcasting Ministry has proposed the\nintroduction of draft Registration of Press and Periodicals (RPP) Bill,2019.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The draft bill will replace the\nPress and Registration of Books (PRB) Act,1867 which currently regulates\nprinting presses and newspapers.<\/li><\/ul>\n\n\n\n<p><strong>Features\nof the Draft Bill:<\/strong><\/p>\n\n\n\n<p><strong>Digital\nmedia:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The bill proposes to remove books\nunder its provisions and includes Digital media which are not registered with\nany authority in the country at the moment.<\/li><li>The bill states that publishers of\nnews on digital media shall register themselves with the Registrar of\nNewspapers of India.<\/li><li>It defines news on digital media\nas the news in digitised format that can be transmitted over the internet,\ncomputer or mobile networks and includes text, audio, video and graphics.<\/li><\/ul>\n\n\n\n<p><strong>Registration\nprocess:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The bill significantly simplifies\nthe registration process of a newspaper and proposes the appointment of a press\nregistrar general and other officers by the central government.<\/li><li>The proposed bill does not give\npowers to local authorities such as the magistrate to arrest a person or seize\nequipment for being in contravention of provisions of the law.<\/li><li>However,it does provide the Press\nRegistrar to cancel a publication\u2019s registration if found to be going against\nthe law.<\/li><li>An appellate board named the Press\nand Registration Appellate Board, for any person aggrieved by an order of the\nPress Registrar will consist of the chairman of the Press Council of India and\nanother member who will be nominated by the Press Council.<\/li><\/ul>\n\n\n\n<p><strong>Prosecution\nprovisions:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The draft bill has also proposed\nto do away with the prosecution provisions of imprisonment of publishers.<\/li><li>Currently,the Act offences are\npunishable with an imprisonment term of up to six months as part of the penalty\nclause for improper disclosure of information.<\/li><li>Further,the bill also enables the\nCentral and the State governments to frame appropriate rules to regulate the\ncriteria for issuing government advertisements in newspapers, accreditation of\nnewspapers and other facilities.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/www.thehindu.com\/business\/infra-spending-by-states-must-rise-crisil\/article30090145.ece\"><strong>Infra spending\nby States must rise: Crisil<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>The Credit rating agency CRISIL has released its Infrastructure Yearbook\n2019.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Key\ntakeaways from the Yearbook:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>CRISIL has said that states need\nto scale up investments to Rs 110 lakh crore over the next decade to achieve\nIndia\u2019s massive infrastructure targets.<\/li><li>The country-wide infrastructure\nspending required will be Rs 235 lakh crore over the next decade and has called\nfor average GDP growth of 7.5% and infrastructure spending of above 6% of GDP\nto help achieve infrastructure targets.<\/li><li>Currently,the cumulative\ninvestment in infrastructure by state government is Rs 31 lakh crore or 41% of\nthe total expenditure by the Centre and private sector which stood at Rs 77\nlakh crores.<\/li><li>The five sectors which accounted\nfor two-thirds of the states spending are transport, irrigation, energy, urban\n&amp; Bommai was the Chief Minister\nof the Janata Dal government in Karnataka.<\/li><li>His government was dismissed in\n1989 under Article 356 of the Constitution and President\u2019s Rule was imposed.<\/li><li>The dismissal was on the grounds\nthat the Bommai government had lost majority following large-scale defections\nengineered.<\/li><li>The then Governor refused to give\nBommai an opportunity to test his majority in the Assembly despite the latter\npresenting him with a copy of the resolution passed by the Janata Dal\nLegislature Party.<\/li><li>Bommai party went to Supreme Court\nagainst the Governor\u2019s decision to recommend President\u2019s Rule.<\/li><\/ul>\n\n\n\n<p><strong>What\nwas the Supreme Court ruling?<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Supreme Court has laid down a\nnumber of guidelines to curb the Centre\u2019s capacity to dismiss a state\ngovernment, and upheld the federal structure enshrined in the Constitution.<\/li><li>The ruling laid down the law that\nthe only way to determine support enjoyed by a particular state government\nwould be by means of a floor test.<\/li><li>The court also ruled that the\nvalidity of a proclamation of President\u2019s Rule is subject to judicial review.<\/li><li>Further,it said that the only time\nthe President shall have unconditional powers to dissolve a state government is\nwhen there is a complete breakdown of constitutional machinery.<\/li><li>The judgment also underlined the\nsecular nature of the Constitution and said that a party cannot resort to\nreligion for the sake of gaining power and, if found to be indulging in\nreligious politics, could be acted against using Article 356.<\/li><\/ul>\n\n\n\n<p><strong>Significance\nof the Governor said that\nMUDRA was launched with the objective of lifting many beneficiaries out of\npoverty.<\/li><li>However,there have been concerns\nat the growing level of non-performing assets(NPAs) among these MUDRA\nborrowers.<\/li><li>The data has shown that\nnon-performing assets ratio or bad loans as a percentage of MUDRA loans were at\n2.68% in 2018-19 from 2.52% in the
