The report says that in 2016 child\nlabor was 204 and it increased to 462 in 2017.<\/li><li>As far as Child Marriage is\nconcerned there was an increase of 21.17%. The numbers were based on the cases\nregistered under Prohibition of Child Marriage Act(PCMA),2006.<\/li><li>However,the report sees this as a\npositive development as both child marriage and child labour often get social\nsanction and go unreported.<\/li><\/ul>\n\n\n\n<p><strong>Recommendations:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The report suggests that there has\nto be an increase in the financial investments in child protection. <\/li><li>The focus should be on capacity\nbuilding among officials working in child protection publication of university rankings by Quacquarelli Symonds (QS).<\/li><li>The universities are assessed\nbased on academic reputation, employer reputation, student-faculty ratio,\ninternational faculty and students, staff with PhD, papers per faculty and\ncitations per paper among other parameters.<\/li><\/ul>\n\n\n\n<p><strong>Key\ntakeaways from the rankings:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The National University of\nSingapore is ranked Asia\u2019s best for the second consecutive year. <\/li><li>It is followed by Nanyang\nTechnological University which has risen from 3rd to 2nd and the University of\nHong Kong. <\/li><li>India has 96 universities in the\nQS Asia University Ranking.But India does not yet have a university among the\ntop 30. <\/li><li>The Indian Institute of Technology\nBombay leads at overall 34th place and is followed by IIT Delhi in the 43rd\nplace and by IIT Madras in the 50th position. <\/li><li>Only China is more time.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nWorld Heritage committee:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The World Heritage Committee is\nthe governing body of the UNESCO World Heritage sites.<\/li><li>The Committee meets once a year\nand consists of representatives from 21 member states to the convention elected\nby the general assembly.<\/li><li>It is responsible for the implementation\nof the World Heritage Convention which defines the use of the World Heritage\nFund and allocates financial assistance upon requests from States Parties.<\/li><li>The Committee has the final say on\nwhether a property is inscribed on the World Heritage List and can also defer\nits decision and request further information from the States Parties.<\/li><li>The Committee also examines\nreports on the state of conservation of listed sites and asks States Parties to\ntake action when these are facing major threats or are not being Site:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>These are sites inscribed on the\nWorld Heritage List of UNESCO.<\/li><li>These sites are considered to be\n\u201cOutstanding Universal Value\u201d i.e. high cultural and\/or natural heritage which\ntranscends national boundaries and are important to future generations.<\/li><li>UNESCO seeks to protect and\npreserve these sites through the Convention Concerning the Protection of the\nWorld Cultural and Natural Heritage (1972).<\/li><\/ul>\n\n\n\n<p><strong>World\nHeritage Sites in India<\/strong><\/p>\n\n\n\n<ul Neogi.<\/li><\/ul>\n\n\n\n<p><strong>Finance\nCommission and its functions:<\/strong>The Finance Commission\nhas the following functions or duties:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Commission makes\nrecommendations to the President of India on the distribution of tax proceeds\nbetween the Union and the States and the share of each state.<\/li><li>The Commission also decides the\nprinciples that govern the payment of grants-in-aid to states from the\nConsolidated Fund of India.<\/li><li>The President of India can also\nrefer any other matter to the Finance Commission in the interest of building a\nsound financial system.<\/li><\/ul>\n\n\n\n<p><strong>Members\nof the Finance commission:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Finance Commission has a\nchairman and four members appointed by the President.<\/li><li>The Chairman of the Commission is\nselected from among persons who have had experience in public affairs.<\/li><li>The four other members are\nselected from among persons who (a) are or have been or are qualified to be\nappointed as Judges of the High Court; or (b) have special knowledge of the\nfinances and accounts of Government or (c)have had wide experience in financial\nmatters and in administration or (d)have special knowledge of economics.<\/li><\/ul>\n\n\n\n<p><strong>Reports\nof Finance Commission:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Under Article 281 of the\nConstitution,the President of India is required to cause laying of the Finance\nCommission report before each House of Parliament along with an explanatory\nnote and the action taken by the government on the Commission\u2019s\nrecommendations.<\/li><\/ul>\n\n\n\n<p><strong>The\n15th Finance Commission<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The 15th Finance Commission was\nconstituted by the President of India under the chairmanship of NK Singh. <\/li><li>This Commission is expected to\nsubmit its report by October 2020.Its recommendations will cover a period of\nfive years from April 2021 to March 2026.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About\nState Finance Commissions:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The 73rd Constitutional Amendment\nAct of 1992 created the Panchayati Raj institutions as the third level of a\nthree-tier democratic governance system at the village level, intermediate\nlevel and district level. <\/li><li>It also mandated the constitution\nof a Finance Commission every five years by state governments to decide the\ndivision of resources (tax proceeds) between a state government and Panchayati\nRaj institutions at all levels.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetailm.aspx?PRID=1593902\"><strong>Rail\nDevelopment Authority<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Minister of Railways has informed Lok Sabha about the setting up of\nRail Development Authority(RDA).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Background:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The need for a separate regulator\nwas emphasised by various committees including the Dr. Bibek Debroy Committee\non Mobilisation of Resources for Major Railway Projects and Restructuring of\nRailway Ministry (2015).<\/li><li>It was also recommended by the\nNational Transport Development Policy Committee(2014) and Expert Group under\nthe Chairmanship of Dr. Rakesh Mohan(2001).<\/li><\/ul>\n\n\n\n<p><strong>About\nRail Development Authority(RDA):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rail Development authority(RDA)\nwill be set up within the parameters of the Railway Act,1989.<\/li><li>It will only make recommendations\nto the Railway Ministry which will take a final call on passenger and freight\nfares.<\/li><li>It will be an independent body\nwith a separate budget.The independence is ensured through provision of a\nseparate budget and the appointment and removal process.<\/li><\/ul>\n\n\n\n<p><strong>Composition:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The RDA will have a chairman and\nthree members with a fixed term of five years each. <\/li><li>They can be removed by the Central\ngovernment only on certain grounds, including insolvency, conviction, and\nmisbehaviour, physical and mental incapability.<\/li><li>The Chairman and members of the\nAuthority will be appointed by a Search and Selection Committee headed by the\nCabinet Secretary.<\/li><li>The search committee will also\ninclude Railway Board Chairman, Department of Personnel and Training Secretary\nand Chairman of any regulatory body of Central Government nominated by the\nCabinet Secretary.<\/li><\/ul>\n\n\n\n<p><strong>Functions\nof RDA:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Tariff determination:<\/strong>The authority will frame\nprinciples, recommend tariffs, principles for classification of commodities,\nframe principles for social service obligation and guidelines for track access\ncharges on dedicated freight corridors.<\/li><li><strong>Ensure fair play: <\/strong>It will ensure level-playing\nfield for all stakeholders.It will propose modifications and send suggestions\nor advisory notes on investment in railways.<\/li><li>It will also make suggestions\nregarding policies for private investment to ensure reasonable safeguards to\nPPP investors to ensure a level playing field and resolve disputes regarding\nfuture concession agreements.<\/li><li><strong>Setting standards: <\/strong>It will help to set\nefficiency and performance standards and disseminate information in line with\nglobal best practices and benchmarking. It will also collect, analyse and\ndisseminate information and statistics concerning the rail sector.<\/li><\/ul>\n\n\n\n<p><strong>Significance\nof RDA:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>At present,the railway tariffs\nwere set by the Union government and are mostly based on political\nconsiderations especially in passenger segment.<\/li><li>As per provisional\nestimate,Railways losses had touched over Rs 30,000 crore in 2015-16 in the\npassenger segment due to sharp increases in input costs and no proportionate\nincrease in fares over the same period.<\/li><li>Hence,RDA will help the Indian\nRailways to take decisions on pricing of services commensurate with costs and\nwill also protect consumer interests by enhancing transparency and\naccountability.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetail.aspx?PRID=1593771\"><strong>Model Village\nfor Scheduled Castes<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Minister of State for Social Justice and Empowerment has informed Lok\nSabha about the Pradhan Mantri Adarsh Gram Yojana(PMAGY).<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nPradhan Mantri Adarsh Gram Yojana(PMAGY):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pradhan Mantri Adarsh Gram Yojana\n(PMAGY) is a rural development programme launched by the Central government in\nIndia in 2009\u201310.<\/li><li><strong>Aim:<\/strong>Theprogramme aims at integrated development of villages having population of\nScheduled Castes persons of more than 50%. <\/li><li>The Ministry of Social Justice and\nEmpowerment of Government of India is the nodal agency responsible for\nimplementation of the programme.<\/li><\/ul>\n\n\n\n<p><strong>Features\nof the programme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The vision of the programme is to\ndevelop a Model village which has adequate physical and institutional\ninfrastructure in which minimum needs of all sections of the society are fully\nmet and they live in harmony with each other.<\/li><li>The programme also aims to ensure\nthat the disparity between SC and non-SC population in terms of common\nsocio-economic indicators is eliminated and the indicators are raised to at\nleast the level of the national average.<\/li><li>The performance of the scheme is\nbeing monitored in terms of achievement of the targets listed out in the\nVillage Development Plan (VDP) prepared for each village.<\/li><li>The National Institute of Rural\nDevelopment &amp;
