{"id":54862,"date":"2019-11-29T21:00:01","date_gmt":"2019-11-29T15:30:01","guid":{"rendered":"https:\/\/blogadmin.forumias.com\/?p=54862"},"modified":"2020-02-27T13:39:25","modified_gmt":"2020-02-27T08:09:25","slug":"9-pm-current-affairs-brief-november-29th-2019","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/9-pm-current-affairs-brief-november-29th-2019\/","title":{"rendered":"9 PM Current Affairs Brief \u2013 November 29th, 2019"},"content":{"rendered":"\n<p><a href=\"https:\/\/pib.gov.in\/PressReleseDetail.aspx?PRID=1593957\"><strong>Green Highways\nPolicy-2015<\/strong><\/a><\/p>\n\n\n\n<p><strong>News:<\/strong>Union Minister for Road Transport and Highways has informed Lok Sabha\nabout the details of the Green Highways Policy-2015.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nGreen Highways Policy-2015:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Green Highways (Plantation,\nTransplantation, Beautification &amp; Maintenance) Policy was announced in the\nyear 2015.<\/li><li>The policy aims to reduce the\nimpact of air pollution and dust by planting trees and shrubs along the\nNational Highways.They will act as a natural sink for air pollutants and arrest\nsoil erosion at the embankment slopes.<\/li><li>It also aims to promote greening\nand development of eco-friendly National Highway corridors across the country\nwith participation of farmers, private sector and government institutions\nincluding Forest Department.<\/li><\/ul>\n\n\n\n<p><strong>Features\nof the policy:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>1 percent of the total project\ncost of all highways projects will be kept for the highway plantation and its\nmaintenance. <\/li><li>About Rs.1000 crore per year will\nbe available for plantation purpose. <\/li><li>The policy will generate\nemployment opportunities for about five lakh people from rural areas. <\/li><li>There will be strong monitoring\nmechanism in place by using ISRO\u2019s Bhuvan and GAGAN satellite systems.Every\nplanted tree will be counted and auditing will be done.<\/li><\/ul>\n\n\n\n<p><strong>Implementation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The National Highways Authority of\nIndia(NHAI) will act as a fund manager for maintaining a green fund and\nreleasing payments based on recommendation of concerned officials and agencies.<\/li><li>The contracts for greening\nhighways will be given to NGOS, agencies, private companies and government\norganisations. These stakeholders will be responsible for the survival and\nhealth of trees.<\/li><\/ul>\n\n\n\n<p><strong>Significance\nof the policy:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The policy provides comprehensive\nguidelines to ensure uniformity of operations pertaining to enhancement of\nhighway landscapes. <\/li><li>The communities will also be\nbenefitted in terms of huge Kosh(RMK):<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rashtriya Mahila Kosh (RMK) is a\nsociety registered under the Societies Registration Act,1860.<\/li><li>It was established in 1993 as an\nautonomous body under the aegis of the Ministry of Women and Child Development\nfor socio-economic empowerment of Women.<\/li><li>The vision of the programme is to\nbe a financial service and capacity enhancement institution for social and\neconomic empowerment of poor and marginalized women.<\/li><li>The Kosh seeks to enable women to\nachieve economic independence. fallen logs inside a thickly forested area of the Talley Valley\nWildlife Sanctuary in Arunachal Pradesh.<\/li><li>It belongs to a group of fossorial\nsnakes that live mostly underground, and surface mainly during or after a heavy\nmonsoon shower.<\/li><li>The snake is distinguished by\nsmooth and dorsal scales arranged in 15 rows throughout the body.<\/li><li>The dorsal colour of the holotype\nis Avoidance\nAgreements(DTAAs) is a tax treaty signed between two or more countries. <\/li><li>The objective of DTAA is that\ntax-payers in these countries can avoid being taxed twice for the same income.<\/li><li>A DTAA applies in cases where a\ntaxpayer resides in one country and earns income in another.<\/li><li>DTAAs can either be comprehensive\nto cover all sources of income or be limited Programme.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About\nChar Dham Programme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The Char Dham programme is an\ninitiative to improve connectivity to the Char Dham pilgrimage centres in the\nHimalayas namely Gangotri, Yamunotri, Kedarnath and Badrinath.<\/li><li>These four ancient pilgrimages\nsites in Uttarakhand are known as Chota Char Dham to differentiate them from\nthe bigger circuit of modern day Char Dham sites namely Badrinath, Dwarka, Puri\nand Rameswaram.<\/li><li>The works under Char Dham\nPariyojna are being implemented on Engineering Procurement and\nConstruction(EPC) mode of contract. <\/li><li>These projects are being\nimplemented by three executing agencies of (a)Ministry of Road Transport and\nHighways, (b)Uttarakhand State PWD, (c)Border Road Organization(BRO) and\n(d)National Highway &amp; Infrastructure Development Corporation\nLimited(NHIDCL).<\/li><\/ul>\n\n\n\n<p><strong>Features\nof the programme:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The project proposes the widening\nof single lane roads into double lanes by up to 10 metres,developing highways\nin Uttarakhand and thereby improving access to the Char Dham.<\/li><li>The projects also includes\nmitigation measures\/ stabilisation of chronic landslide &amp; sinking\nspots\/zones as a standalone project or part of road widening projects to avoid\nlandslide and safety of road users.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About\nEPC model:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Engineering procurement and\nconstruction(EPC) is the system of private sector participation aimed at\novercoming the shortcomings of PPP model. <\/li><li>Under EPC model the contractor is\nlegally responsible to complete the project under some fixed predetermined\ntimeline and may also involve scope for penalty in case of time overrun. Dairying has\naddressed entrepreneurs, milk producer farmers on the occasion of National Milk\nDay-2019 in New Delhi.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>Key\ntakeaways from the address:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Milk production in India has\nincreased significantly from 137.7 million tonnes in 2013-14 to 187.75 million\ntonnes in 2018-19 thereby indicating an increase by 36.35%.<\/li><li>The per capita availability of\nmilk has also increased from 307 grams in 2013-14 to 394 grams in 2018-19. <\/li><li>The annual growth rate of Milk\nProduction during the period 2009-14 was 4.2% which has increased to 6.4%\nduring 2014-19.<\/li><li>Since last 20 years, India\ncontinues to be the largest producer of milk in the world.<\/li><li>About 70 million rural households\nare engaged in dairying in India with 80% of total cow population.<\/li><li>The Livestock sector has\ncontributed significantly towards livelihoods and security net for the landless\nand marginal farmers.<\/li><li>During the last 15 years, Milk\nCooperatives have converted about 20% of milk procured into traditional and\nvalue added products that offers about 20% higher revenue.<\/li><\/ul>\n\n\n\n<p><strong>Additional\ninformation:<\/strong><\/p>\n\n\n\n<p><strong>About National\nMilk Day:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The National Milk Day is\ncelebrated across the country on November 26 every year on the birthday of Dr.\nVerghese Kurien.He was the father of the White Revolution in India. <\/li><li>The day is celebrated to promote\nbenefits related to milk and milk industry and to create awareness among people\nabout the importance of milk and milk products.<\/li><\/ul>\n\n\n\n<p><strong>Steps\ntaken by India for livestock sector:<\/strong><\/p>\n\n\n\n<p><strong>Rashtriya\nGokul Mission:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Rashtriya Gokul Mission was\nlaunched in 2014.It seeks development and conservation of indigenous bovine\n(cattle) breeds (through selection of high genetic merit bulls for breeding).<\/li><li>The mission is under Department of\nAnimal Husbandry and dairying, Ministry of Agriculture and Farmers Welfare.<\/li><\/ul>\n\n\n\n<p><strong>Objectives<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>To undertake breed improvement\nprogramme for indigenous cattle breeds so as to improve their genetic makeup\nand increase the stock.<\/li><li>To enhance milk production and\nproductivity of indigenous bovine breeds.<\/li><li>To upgrade non descript cattle\nusing elite indigenous breeds like Gir, Sahiwal, Rathi, Red Sindhi etc.<\/li><li>Arrange quality Artificial\nInsemination services at farmers\u2019 doorstep<\/li><\/ul>\n\n\n\n<p><strong>E-Pashu\nHaat portal: <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>E-Pashu Haat is a web portal\nlaunched by the Ministry of Agriculture and Farmers Welfare.<\/li><li>It aims to boost dairy\nproductivity in India by organizing the livestock market. <\/li><li>The portal allows farmers and\nentrepreneurs find information about bovine animals, buy or sell livestock,\nfrozen semen and embryos.<\/li><\/ul>\n\n\n\n<p><strong>Gokul\nGrams:<\/strong>&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A comprehensive scheme for\npowerloom sector was launched in April, 2017 with an outlay of Rs. 487 crore\nfor three years.&nbsp; <\/li><li>This scheme has components\nrelating to powerloom upgradation; infrastructure creation and concessional\naccess to credit,. <\/li><li>The scheme has been designed to\nattract investment of Rs.1000 crore and employment to 10000 persons in the\npowerloom sector and will also result in higher returns to powerloom units.<\/li><\/ul>\n\n\n\n<p><strong>National\nHandloom Development Programme and National Handicrafts Development Programme<\/strong>: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The programme aims at holistic\ndevelopment of handloom and handicrafts clusters through integrated approach. <\/li><li>The strategic interventions under\nthe programme include financial assistance for new upgraded looms and\naccessories, design innovation, product and infrastructure development, skill\nupgradation among others.<\/li><\/ul>\n\n\n\n<p><strong>India\nHandloom Brand&#8217; Scheme<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The scheme has been launched by\nthe Government in 2015 to enhance the quality in weaving, designing and defect\nfree handloom products for safeguarding the interest of the buyers in the\ndomestic and international markets. <\/li><li>It will promote production of\nniche handloom products with high quality, authentic traditional designs with\nzero defect and zero effect on the environment.<\/li><\/ul>\n\n\n\n<p><strong>SAMARTH-The\nScheme for Capacity Building in Textile Sector (SCBTS):&nbsp; <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The scheme has been approved with\nan outlay of Rs 1300 crore with a target to train 10 lakh people in various\nsegments of textile sector by March 2020.<\/li><\/ul>\n\n\n\n<p><strong>Scheme\nfor Integrated Textile Park(SITP): <\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>This scheme is implemented in\nPublic Private Partnership mode to attract private investments in developing\nnew clusters of textiles manufacturing. <\/li><li>Government of India provides\nfinancial assistance up to 40% of the project within a ceiling of&nbsp;&nbsp;
