SC upholds 2018 order on land acquisition<\/a><\/p>\r\n\r\n\r\n\r\n

A Constitution Bench of the Supreme Court on Friday held that land acquisition proceedings under the 1894 Act will not be deemed to have lapsed under Section 24(2) of the Right to Fair Compensation and Transpa\u00adrency in Land Acquisition, Rehabilitation and Resettle\u00adment Act, 2013, if the auth\u00adorities have tendered the compensation by deposit in the Treasury.<\/p>\r\n\r\n\r\n\r\n

SC held that landowners, who had refused to accept compensa\u00adtion or who sought refe\u00adrence for higher compensa\u00adtion, cannot claim that the acquisition proceedings had lapsed under Section 24(2) of the 2013 Act.<\/p>\r\n\r\n\r\n\r\n

Centre cannot brand Organisations \u2018political\u2019: SC<\/a><\/p>\r\n\r\n\r\n\r\n

The SC has held that the Central government cannot brand an organisation \u2018political\u2019 and deprive it of its right to receive foreign funds for using \u201clegitimate forms of dissent\u201d like bandh, hartal, road roko or jail \u2018bharo\u2019 to aid a public cause. However, it also observed that the foreign funding pipeline could be cut if an organisation took recourse to these forms of protest to score a political goal.<\/p>\r\n\r\n\r\n\r\n

The verdict came on a petition filed by Indian Social Action Forum (INSAF) challenging certain provisions of the Foreign Contribution Regulation Act (FCRA), 2010 and the Foreign Contribution (Regulation) Rules of 2011, both of which confer the Centre with \u201cunguided and uncanalised power\u201d to brand organisations \u2018political\u2019 and shut down their access to foreign funds.<\/p>\r\n\r\n\r\n\r\n

In December 2019, the Ministry of External Affairs decided to include Madagascar, Comoros and Reunion as part of the IOR (Indian Ocean Region) desk along with Sri Lanka, Maldives, Mauritius and Seychelles. Subsequently, they have been incorporated into one single division under the additional Secretary (Indo-Pacific) Neena Malhotra.<\/p>\r\n\r\n\r\n\r\n
