{"id":60223,"date":"2020-05-11T18:01:47","date_gmt":"2020-05-11T12:31:47","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=60223"},"modified":"2021-01-07T13:19:25","modified_gmt":"2021-01-07T07:49:25","slug":"why-are-the-state-central-government-in-india-are-relying-on-liquor-sales-so-much","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/why-are-the-state-central-government-in-india-are-relying-on-liquor-sales-so-much\/","title":{"rendered":"Why are the Governments in India relying on liquor sales so much ?"},"content":{"rendered":"<p>Keeping in mind the norms of social distancing\u00a0 and to prevent spread of COVID-19, much to the dismay of many(wink wink), the government ordered the closing of alcohol stores all over the country on March 25th 2020, which were later reopened on May 4th 2020.<\/p>\n<h5><strong>4 Reasons why liquor shops have been opened:<\/strong><\/h5>\n<p><strong>Firstly, <\/strong>it is to help government raise funds through taxes earned on the sales of liquor. As reported by <strong><em>The Wire<\/em><\/strong>, liquor brings in about <strong>8% <\/strong>to<strong> 25% <\/strong>revenue to the state government.<\/p>\n<p>Moreover, state governments like Delhi have imposed 70% <strong>corona tax<\/strong> on liquor to get enhanced revenues.<\/p>\n<p>Refer the following image to see revenue contribution from alcohol industry<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-60233 aligncenter\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/alcohol-300x197.png?resize=324%2C213&#038;ssl=1\" alt=\"Liquor sale during lockdown\" width=\"324\" height=\"213\" \/><\/p>\n<p><strong>Secondly<\/strong>, the top three sources for state governments\u2019 <strong>own tax revenue,<\/strong> as per RBI, are state GST (43.5%), sales tax from petroleum products and others (23.5%), and states excise (12.5%). These have all dried up because of the lockdown.<\/p>\n<p><strong>Thirdly<\/strong>, to prevent illegal trade in alcohol during the lockdown which will only deprive the government of revenue and flood the buyers with unregulated, possibly hazardous substitutes.<\/p>\n<p><strong>Fourthly<\/strong>, there has been active lobbying for opening liquor shops by organizations such as <strong>International Spirits &amp; Wine Association of India<\/strong> and <strong>Confederation of Indian Alcoholic Beverage Companies <\/strong>(CIABC), both including leading alcohol firms. CIABC wrote to many state governments along with Ministry of Commerce and Ministry of Health arguing for the livelihood of its workers and reviving economic activity.<\/p>\n<h5><strong>How to sell liquor safely during the lockdown<\/strong><\/h5>\n<p>At many shops Social distancing norms were forgotten as if they never existed. This is a particularly hazardous situation as COVID-19 virus spreads via close contact with infected person. So are there any safe options to deal with such rush ??<\/p>\n<p>Following <em>3 ways<\/em> are some of the measures that can been considered.<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol>\n<li>Supreme Court, in response to a PIL on the ban of direct sale of liquor during lockdown, has suggested the <strong>home delivery of liquor<\/strong>.International Spirits and Wines Association of India, Zomato and others are also lobbying for home delivery of liquor as currently no legal provision in India enables home delivery of alcohol.<\/li>\n<li>E-token system to buy liquor has been announced by Delhi government which will have 50 tokens available every hour for each shop.<\/li>\n<li>Tamil Nadu government has made liquor available in select parts of the state with time slots available based on age specification.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<h5><strong>4 Repercussions of liquor consumption in a lockdown<\/strong><\/h5>\n<p>Despite all the need for revenue, consuming liquor during lockdown is not without its setbacks.<\/p>\n<p><strong><em>Firstly<\/em><\/strong>, evidence has been found that the instances of <strong>domestic violence<\/strong> have increased under the influence of alcohol, during the lockdown. <strong>National Commission for Women<\/strong> in India has reported doubling of complaints of domestic violence within a week of March.<\/p>\n<p><strong><em>Secondly<\/em><\/strong>, although state governments like Kerala have argued that <strong>withdrawal symptoms<\/strong> in alcoholics is leading to extreme behavior and even suicides. However, as per medical professionals, these are relatively fewer than the <strong>undue disease burden<\/strong> caused by alcoholics on healthcare system, especially in a time when the resources are already strained.<\/p>\n<p><strong><em>Thirdly<\/em><\/strong>, considering Indian government\u2019s <strong>National Target of 10% reduction in alcohol use<\/strong> by 2025, reopening liquor shops is a loss of opportunity in that respect.<\/p>\n<p><strong><em>Fouthly<\/em><\/strong>, <strong>WHO<\/strong> has clearly stated in its website that access to alcohol should be restricted during the pandemic as the <strong>psychological and health risk<\/strong> of substance abuse are even higher in a lockdown situation.<\/p>\n<h5>So what should you do ?<\/h5>\n<p>Follow a healthy lifestyle as recommend by the World Health Organisation to <strong>boost immunity<\/strong> for virus resistance. Interaction of Covid-19 with non-communicable diseases like hypertension or diabetes is well documented. Now the only possible choice left is to maintain a balance by allowing <strong>rationed sale<\/strong> to individuals to preserve public order and public health in face of a lockdown economy.<\/p>\n<p><em><span style=\"font-size: 10pt;\">Q.
