We take the most important editorial of the day and provide its comprehensive summary.<\/p>\n<p>For old Archives of 7 pm editorial Summary, Click on \u201cArchives\u201d<\/p>\n<p><a href=\"https:\/\/forumias.com\/blog\/7-pm-editorials\/\">7pm Editorial Archives \u2192<\/a><\/p>\n<h3><strong><b>\u201cIndia\u2019s Role in Changing Dynamics of Afghan Peace Process\u201d<\/b><\/strong><\/h3>\n<p><strong><b>Context:<\/b><\/strong>\u00a0After signing of the peace deal between the US and the Taliban, US government is pushing India to reconsider its long held policy towards Taliban and also encouraging direct engagement with Taliban.<\/p>\n<h5><strong><b>US-Taliban Deal<\/b><\/strong><\/h5>\n<ul>\n<li>US and Taliban signed an agreement for \u201cBringing Peace to Afghanistan\u201d in February 29, 2020<\/li>\n<li>It will enable the US and NATO to withdraw troops in the next 14 months<\/li>\n<li>It also provides for removal of UN \u00a0and US sanctions on Taliban leaders<\/li>\n<li>Taliban on its part committed to not allow any of its members, other individuals or groups, including al-Qaeda, to use the soil of Afghanistan to threaten the security of the United States and its allies<\/li>\n<li>However, the pact is silent on other terrorist groups &#8211; such as anti-India groups Lashkar-e-Toiba or Jaish-e-Mohammed<\/li>\n<li>India attended the signing ceremony in Doha, and was represented by India\u2019s Ambassador to Qatar<\/li>\n<\/ul>\n<h5><strong><b>CHANGING DYNAMICS : TALIBAN 2.0<\/b><\/strong><\/h5>\n<p><b><\/b><strong><b>India\u2019s position on Taliban<\/b><\/strong><\/p>\n<ul>\n<li>India refused to recognise the Taliban regime of 1996-2001 and rather supported the \u2018Norther Alliance\u2019 in fighting the Taliban in Afghanistan<\/li>\n<li>India has long\u00adheld the position of dealing only with the elected government in Kabul, and has always considered the Taliban a terrorist organisation backed by Pakistan<\/li>\n<li>India supports an Afghan-led, Afghan-owned and Afghan-controlled peace process<\/li>\n<li>Kandahar Hijack of 1999 and Taliban\u2019s proximity to Pakistan\u2019s deep state has also embittered the Indo-Taliban relations<\/li>\n<\/ul>\n<p><b><\/b><strong><b>Should India engage with Taliban?<\/b><\/strong><\/p>\n<ul>\n<li>For the first time, a US official has openly suggested that India should engage directly to Taliban and discuss its terror concerns. The rapidly changing political landscape in Afghanistan has put India in a spot. Despite being a key player in Afghanistan\u2019s development and peace process, India was not the part of the US-Taliban agreement. Also, the pact doesn\u2019t covers the terror related concerns of India and left out major anti-India terrorist groups. As of now, India has not made its stand official. But, both the proponent and opponent of Indo-Taliban engagement have argued strongly for their cases.<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-61141\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture1-30.png?resize=313%2C651&#038;ssl=1\" alt=\"\" width=\"313\" height=\"651\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture1-30.png?w=313&amp;ssl=1 313w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture1-30.png?resize=144%2C300&amp;ssl=1 144w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture1-30.png?resize=72%2C150&amp;ssl=1 72w\" sizes=\"auto, (max-width: 313px) 100vw, 313px\" \/><\/p>\n<h5><b><\/b><strong><b>1.Arguments in Favour<\/b><\/strong><\/h5>\n<p>The various reasons favouring a change in India\u2019s position with respect to Taliban are \u2013<\/p>\n<ul>\n<li>India\u2019s engagement with key stakeholders is important as it can\u2019t afford to be left out despite having significant stakes in Afghanistan<\/li>\n<li>India\u2019s refusal to engage with Taliban will give Pakistan a free hand to use it as a proxy in India\u2019s internal matters<\/li>\n<li>Given India\u2019s regional and global positions, it is appropriate for India to engage with all the key players in Afghanistan, not only in terms of the government but also in terms of political forces, society and the Afghan body politic<\/li>\n<li>India\u2019s position on non-engagement with Taliban has reduced its role in international diplomatic efforts<\/li>\n<li>US wants India to have more active role, other than economic and humanitarian, in the peace process<\/li>\n<li>Taliban 2.0 is manifestly different from its previous version which was nurtured by the US as a stooge against the Soviet Union and Iran<\/li>\n<li>Even Russia and Iran (supporters of Northern Alliance) have invested significantly in the rebranded Taliban<\/li>\n<\/ul>\n<h5><b><\/b><strong><b>2.Arguments Against<\/b><\/strong><\/h5>\n<ul>\n<li>Engagement and bloodshed can\u2019t go hand in hand\n<ul>\n<li>The US-Taliban deal protects only the American and NATO forces from terror attacks and it doesn\u2019t contain any commitments towards Afghan forces<\/li>\n<\/ul>\n<\/li>\n<li>It is meaningless for India to engage with Taliban until it joins intra-afghan talks<\/li>\n<li>India\u2019s Afghanistan policy is guided by its traditional and neighbourly ties with the people of Afghanistan<\/li>\n<li>India\u2019s support to Taliban will be a betrayal for people of Afghanistan if Taliban goes back to the medieval practices and establishes a Islamic republic based on Sharia thus denying the hard earned rights of the Afghan peoples<\/li>\n<li>India\u2019s engagement should be conditional on Taliban joining the mainstream politics<\/li>\n<li>India should not give legitimacy to a government in exile (Taliban\u2019s political office is based in Doha) in its own neighbourhood<\/li>\n<li>It is imperative that Taliban should deal with India as an independent entity, as a nationalist Afghan entity, and not a proxy for other countries<\/li>\n<\/ul>\n<h5><strong><b>WAY AHEAD FOR INDIA<\/b><\/strong><\/h5>\n<ul>\n<li>With the signing of US-Taliban peace deal, Afghanistan has entered a critical stage and must become an Indian diplomatic priority.<\/li>\n<li>Also, the recent developments (combined with the weakening position of elected government and the simultaneous rise in Taliban\u2019s foothold) points that it is only a matter of time before Taliban gains international legitimacy.
