The Congress accepted this goal much later in its Lahore session in 1929.<\/li>\n<li><b><\/b><strong><b>Courageous and committed:\u00a0<\/b><\/strong>He tried to escape to France by jumping off a British ship near the French coast in 1910. Savarkar caused the two colonial powers, Britain and France, to approach the Permanent Court of Arbitration, which shares space with the International Court of Justice at the Hague.<\/li>\n<li><b><\/b><strong><b>Provided leadership:<\/b><\/strong>He provided leadership to several young\u00a0bravehearts\u00a0in London and across Europe to garner support for India\u2019s freedom.<\/li>\n<\/ul>\n<\/li>\n<li><b><\/b><strong><b>Proponent of a united India:<\/b><\/strong>\n<ul>\n<li><b><\/b><strong><b>Believed in the idea of inclusivity:<\/b><\/strong>For\u00a0mobilising\u00a0the Indian masses.\u00a0Many\u00a0have termed him as the proponent of the two-nation\u00a0theory\u00a0but\u00a0this is far from the truth.<\/li>\n<li>Savarkar\u00a0used to\u00a0spoke about how the Hindus and Muslims could bury their historical differences in a common state.<\/li>\n<li><b><\/b><strong><b>Two nation Theory:\u00a0<\/b><\/strong>It was Sir Syed Ahmed Khan, who propagated the two-nation theory, which was adopted by Muhammad Ali Jinnah.<\/li>\n<\/ul>\n<\/li>\n<li><b><\/b><strong><b>Openly embraced the \u201cEra of Machines\u201d:\u00a0<\/b><\/strong>He warned the Indian leaders to learn from Europe\u2019s mistakes. He believed in the innovative spirit of the human mind.<\/li>\n<\/ul>\n<p>Overall,\u00a0he was a multidimensional personality: A freedom fighter, social reformer, writer, poet, historian, political leader and philosopher. The US President has offered to \u201cmediate or arbitrate&#8221; the dispute.<\/li>\n<li><b><\/b><strong><b>Rise in\u00a0<\/b><\/strong><strong><b>defence<\/b><\/strong><strong><b>budget by China:\u00a0<\/b><\/strong>China\u2019s troop build-up and incursive attempts\u2014in Ladakh\u2019s Galwan areas seem threatening in the context of Chinese President asking his country\u2019s army to raise its battle-readiness shortly after Beijing upped its\u00a0defence\u00a0budget by 6.6% this year to nearly $180 billion.<\/li>\n<\/ul>\n<p><strong><b>Issues in Chinese increase in <\/b><\/strong><strong><b>defence<\/b><\/strong><strong><b>\u00a0expenditure:<\/b><\/strong><\/p>\n<p><b><\/b><strong><b>1.How does the current increase compare with the budgetary increases of the past?\u00a0<\/b><\/strong><\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol style=\"list-style-type: lower-alpha;\">\n<li>Though not as high as last year, it\u00a0does represent an important increase especially during the time of a pandemic when most countries are under fiscal distress.<\/li>\n<li>According to the Stockholm International Peace Research Institute, Chinese military spending in 2019 was 5.1% higher than in 2018 and rose by 85% between 2010 and 2019.<\/li>\n<li>From 1994 to 2019, the PRC has sustained year-on-year increases in spending.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><b><\/b><strong><b>2.The extent of motivations behind China\u2019s accumulation of <\/b><\/strong><strong><b>defence<\/b><\/strong><strong><b>capabilities:\u00a0<\/b><\/strong>It will pose a threat to its immediate\u00a0neighbours, including India.<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol style=\"list-style-type: lower-alpha;\">\n<li><b><\/b><strong><b>Compelled by:\u00a0<\/b><\/strong>China is trying to keep key military industries afloat and ensuring\u00a0the continued loyalty of the People\u2019s Liberation Army (PLA) to the Xi\u00a0Jingping-led Communist Party of China.<\/li>\n<li><b><\/b><strong><b>Covid-19 Backlash against the China:\u00a0<\/b><\/strong>This has affected Xi\u2019s hold on power under stress. The pandemic has compelled him to keep select internal constituencies sufficiently placated and mollified.<\/li>\n<li><b><\/b><strong><b>To press its claims against its immediate\u00a0<\/b><\/strong><strong><b>neighbours<\/b><\/strong><strong><b>:\u00a0<\/b><\/strong>There are potentially adverse continental and maritime consequences for China\u2019s immediate\u00a0neighbours. For example- the latest round of tensions between India and the PRC are an instructive revelation of the extent to which China is ready to push ahead with its territorial claims along its contested boundary with India.<\/li>\n<li><b><\/b><strong><b>Issue linkages:\u00a0<\/b><\/strong>It has gained currency in Beijing as it steps up its confrontation along the LAC in a quest to prevent New Delhi\u2019s support for a global investigation of the origins of the coronavirus.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><b><\/b><strong><b>3.Despite experiencing negative growth for the first time since 1976, the PRC has hardly shown any doubt about its <\/b><\/strong><strong><b>defence<\/b><\/strong><strong><b>requirements:\u00a0<\/b><\/strong>It is evident in its latest increase in\u00a0defence<\/p>\n<ol>\n<li style=\"list-style-type: none;\">\n<ol style=\"list-style-type: lower-alpha;\">\n<li><b><\/b><strong><b>Nationalism:\u00a0<\/b><\/strong>It has been the source of Chinese aggression and the continued budgetary increases for\u00a0defence, despite its shrinking economy.<\/li>\n<li>China is picking fights with multiple actors because of what it sees as a nationalist imperative.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><strong><b>Reasons for China\u2019s geopolitical actions:<\/b><\/strong><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><b><\/b><strong><b>China bending towards Hegemony:\u00a0<\/b><\/strong>China has been flexing muscle along the LAC and elsewhere too. Its\u00a0defencepolicy envisions a high-tech ground military force to go with an enhanced capacity to project maritime force across the high seas of the Indo- Pacific.<\/li>\n<li><b><\/b><strong><b>Diversionary tactic:\u00a0<\/b><\/strong>It\u00a0is seen as\u00a0a diversionary tactic to relieve Xi of pressure over the regime\u2019s handling of the global response to its role in the\u00a0covidIIt\u00a0could be a convenient way for the regime to rally nationalistic support back home.<\/li>\n<li><b><\/b><strong><b>Accusing India of ulterior motives:\u00a0<\/b><\/strong>In\u00a0India\u2019s\u00a0recent moves to close the asymmetry in terms of border-area road access. For example, India opened the country\u2019s highest altitude all-weather bridge in eastern Ladakh which is some 45km from Chinese territory.<\/li>\n<li><b><\/b><strong><b>Trust deficit:\u00a0<\/b><\/strong>China is being discussed around the world for its\u00a0not so clear\u00a0efforts to leverage its relatively quick corona recovery to exercise greater sway over world affairs. Beijing\u2019s bad designs on Europe in terms of an aid provider appear to have weakened Sino-European ties.<strong><b>Way Forward<\/b><\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>In a time of\u00a0covid\u00a0pandemic, it is clearly in the interests of both New Delhi and Beijing to avoid any confrontation along the 3,500-km-long Line of Actual Control (LAC).<\/p>\n<h3 class=\"note1\"><strong><b>3.<\/b><\/strong><strong><b>Heat wave\u00a0in India in 2020<\/b><\/strong><\/h3>\n<p><strong><b>Source:\u00a0<\/b><\/strong><a href=\"https:\/\/indianexpress.com\/article\/explained\/heatwave-north-india-summer-temperature-weather-6429318\/\"><u>Indian Express<\/u><\/a><\/p>\n<blockquote><p><strong><b>Syllabus<\/b><\/strong>: GS-3- Disaster Management<\/p><\/blockquote>\n<p><strong><b>Context:\u00a0<\/b><\/strong>Rajasthan, Delhi, Uttar Pradesh, Madhya Pradesh, and Maharashtra have been experiencing severe to very severe heatwave conditions.<\/p>\n<p><strong><b>Heatwave:\u00a0<\/b><\/strong><\/p>\n<p>A heat wave is a period of abnormally high temperatures\u00a0(more than the normal maximum temperature)\u00a0that occurs during the summer season.<\/p>\n<p><strong><b>Criteria for declaration of a heatwave:\u00a0H<\/b><\/strong>eat wave is considered if maximum temperature of a station reaches at least 40\u00b0C or more for Plains, 37\u00b0C or more for coastal stations and at least 30\u00b0C or more for Hilly regions.\u00a0The Indian Meteorological Department (IMD) follows\u00a0the following\u00a0criteria\u00a0to declare heatwaves:<\/p>\n<p>Based on Departure from Normal<\/p>\n<ul>\n<li>Heat Wave: Departure from normal is 4.5\u00b0C to 6.4\u00b0C<\/li>\n<li>Severe Heat Wave: Departure from normal is &gt;6.4\u00b0C<\/li>\n<\/ul>\n<p>Based on Actual Maximum Temperature (for plains only)<\/p>\n<ul>\n<li>Heat Wave: When actual maximum temperature \u2265 45\u00b0C<\/li>\n<li>Severe Heat Wave: When actual maximum temperature \u226547\u00b0C<\/li>\n<\/ul>\n<p><strong><b>Heatwave prone zones in India:<\/b><\/strong><\/p>\n<ul>\n<li>Heatwaves are most common in Core Heatwave Zone (CHZ). This zone comprises of Rajasthan, Punjab, Haryana, Chandigarh, Delhi, West Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Orissa, Vidarbha in Maharashtra, parts of Gangetic West Bengal, Coastal Andhra Pradesh and Telangana.<\/li>\n<li>The regions in the extreme north, northeast and southwestern India are lesser prone to heatwaves.<\/li>\n<\/ul>\n<p><strong><b>Reasons for unusual heatwave timing in 2020<\/b><\/strong><\/p>\n<p>Heatwaves occur over India between March and June. However, in 2020, heatwaves started only after May 21<sup>st<\/sup>.\u00a0\u00a0It was mainly because of the continuous inflow of Western Disturbances that influenced the weather in the north till\u00a0early May. It had brought rainfall and thunderstorm over parts of Rajasthan, Punjab, Uttar Pradesh, north Madhya Pradesh and Delhi until mid-May.<\/p>\n<p><strong><b>Western Disturbance:<\/b><\/strong><\/p>\n<p>It is an extra-tropical storm which originates in the Mediterranean region. It is a low-pressure system that travels from the western to the eastern direction. It brings unseasonal winter rain to the north and north-western parts of the Indian subcontinent.<\/p>\n<p><strong><b>Impact of Cyclone Amphan on heat waves<\/b><\/strong><\/p>\n<p>Cyclone Amphan had dragged maximum moisture from over the Bay of Bengal, entire South Peninsula, parts of Central India and to some extent, from the Arabian Sea.
