Kali river constituted the boundary and the territory to its east was Nepal.<\/li>\n<li><b><\/b><strong><b>Dispute:\u00a0<\/b><\/strong>It relates to the origin of Kali. There is a confluence of different streams coming from north-east from Kalapani and north-west from Limpiyadhura\u00a0in\u00a0Dharchula\u00a0Tehsil of the Pithoragarh district of Uttarakhand.<\/li>\n<li><b><\/b><strong><b>Change:<\/b><\/strong>The early British survey maps identified the north-west stream, Kuti Yangti, from Limpiyadhura as the origin. After 1857, it changed the alignment to\u00a0Lipu\u00a0Gad and in 1879 to Pankha Gad.\u00a0It\u00a0defines\u00a0the origin as just below Kalapani. Nepal accepted the change and India inherited this boundary in 1947.<\/li>\n<\/ul>\n<p><strong><b>Post-Independence: (1947-1996)<\/b><\/strong><\/p>\n<table>\n<tbody>\n<tr>\n<td width=\"312\"><strong><b>Timeline<\/b><\/strong><\/td>\n<td width=\"312\"><strong><b>Event<\/b><\/strong><\/td>\n<\/tr>\n<tr>\n<td width=\"312\"><strong><b>The\u00a0Maoist Revolution in China in 1949<\/b><\/strong><\/td>\n<td width=\"312\">It was followed by the takeover of Tibet which created deep doubts in Nepal and India was \u2018invited\u2019 to set up 18 border posts along the Nepal-Tibet border.<\/td>\n<\/tr>\n<tr>\n<td width=\"312\"><strong><b>1953<\/b><\/strong><\/td>\n<td width=\"312\">India and China identified Lipulekh Pass for both pilgrims and border trade<\/td>\n<\/tr>\n<tr>\n<td width=\"312\"><strong><b>1961<\/b><\/strong><\/td>\n<td width=\"312\">China-Nepal Boundary Treaty that defines the zero point in the west, just north of Tinkar Pass.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td width=\"312\"><strong><b>By 1969<\/b><\/strong><\/td>\n<td width=\"312\">India withdrawn its border posts from Nepali territory. The base camp for Lipulekh remained at Kalapani. In their respective maps, both countries showed Kalapani as the origin of Kali river and as part of their territory.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td width=\"312\"><strong><b>After 1979<\/b><\/strong><\/td>\n<td width=\"312\">ITBP has manned the Lipulekh Pass.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong><b>After 1996:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>The 1996 Treaty of Mahakali<\/b><\/strong>:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>It envisaged Pancheshwar multipurpose hydel project and the issue of the origin of Kali river was first raised in 1997.<\/li>\n<li>The matter was referred to the Joint Technical Level Boundary Committee that had been set up in 1981 to re-identify and replace the old and damaged boundary pillars along the India-Nepal border.<\/li>\n<li>The Committee clarified 98% of the boundary, leaving behind the unresolved issues of Kalapani and Susta when it was dissolved in 2008.<\/li>\n<li>It was subsequently agreed that the matter would be discussed at the Foreign Secretary level.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>Change in the status of Jammu and Kashmir as two Union Territories:\u00a0<\/b><\/strong>The Survey of India issued a new political map (eighth edition) on November 2, 2019. Nepal registered a protest though the map in no way had changed the boundary between India and Nepal.<\/li>\n<li><b><\/b><strong><b>Ninth edition was issued:<\/b><\/strong>The delineation remained\u00a0identical\u00a0but the name Kali river had been deleted. It led to stronger protests with Nepal invoking Foreign Secretary-level talks to resolve issues.<\/li>\n<\/ul>\n<p><strong><b>The complexity underlying India-Nepal issues:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Weakening of Mr. Oli\u2019s domestic political situation:<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>Under the Nepali Constitution, a new PM enjoys a guaranteed two-year period during which a no-confidence motion is not permitted\u00a0which\u00a0ended in\u00a0february\u00a0resulting in resentment against Mr. Oli\u2019s governance.<\/li>\n<li><b><\/b><strong><b>Inept handling of the COVID-19 pandemic:\u00a0<\/b><\/strong>It added to the growing disenchantment.<\/li>\n<li><b><\/b><strong><b>Party politics:\u00a0<\/b><\/strong>Within the Nepal Communist Party (NCP), there was a move to impose a \u2018one man, one post\u2019 rule that would force Mr. Oli choose between being NCP co-chair or PM.<\/li>\n<li><b><\/b><strong><b>Political Lifeline:\u00a0<\/b><\/strong>Indian\u00a0Defence\u00a0Minister virtually inaugurated the 80-km road and provided Mr. Oli with a political lifeline.<\/li>\n<li><b><\/b><strong><b>Nationalism card:\u00a0<\/b><\/strong>He donned the nationalist mantle vowing to restore Nepali territory and marked a new low in anti-Indian rhetoric by talking about \u201cthe Indian virus being more lethal than the Chinese or the Italian virus\u201d.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>New Map of Nepal:\u00a0<\/b><\/strong>It is based on the older British survey reflecting Kali river originating from Limpiyadhura in the north-west of\u00a0Garbyang\u00a0was adopted by parliament and notified. The new\u00a0alignment adds 335\u00a0sq\u00a0km to Nepali territory that has never been reflected in a Nepali map for nearly 170 years.<\/li>\n<\/ul>\n<p><strong><b>India\u2019s approach should focus on:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>\u201cNeighbourhood\u00a0first\u201d policy:<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>The relationship took a backseat in 2015 when India first got blamed for interfering in the Constitution-drafting in Nepal and then for an \u201cunofficial blockade\u201d that generated widespread resentment against the country.<\/li>\n<li>India need to build the trust deficit and show that\u00a0Nepali nationalism and anti-Indianism\u00a0are not the\u00a0two sides of the same coin.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>China card providing\u00a0Nepal the leverage to\u00a0practice\u00a0their version of non-alignment:<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>With the abolition of the monarchy, China has shifted attention\u00a0from\u00a0keeping tabs on the Tibetan refugee community\u00a0to the political parties and\u00a0to institutions like the Army and Armed Police Force.<\/li>\n<li>India need to counter\u00a0China\u2019s\u00a0more assertive foreign policy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>Ignoring the changing political narrative in Nepal for far too long:<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>India remained content that its interests were safeguarded by quiet diplomacy even when Nepali leaders publicly adopted anti-Indian postures.<\/li>\n<li>For too long,\u00a0India has invoked a \u201cspecial relationship\u201d, based on shared culture, language and religion, to anchor its ties with Nepal.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><b>Way Forward<\/b><\/strong><\/p>\n<p>The urgent need today is to lay the groundwork for a quiet dialogue where both sides need to display sensitivity as they explore the terms of a reset of the \u201cspecial relationship\u201d.<\/p>\n<h3
