For example the amount revenues it will raise and the amount of money it will be able to spend.<\/li>\n<li>A sharp divergence in nominal GDP growth rate basically upsets all other calculations in the economy. For instance, a wrong estimate may result in less revenue generated and as a result government can\u2019t spend much as it expected.<\/li>\n<\/ol>\n<\/li>\n<li><b><\/b><strong><b>Reflects poorly on the government\u2019s fiscal marksmanship: <\/b><\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>It shows that the government was not able to assess the magnitude of economic growth deceleration.<\/li>\n<li>It leads to inaccurate policy making because a government could end up making policies for an economy that doesn\u2019t actually exist on the ground.<\/li>\n<li>For instance, it can be argued that in an economy that was slowing down sharply and that too on account of a decline in demand, even a massive corporate tax cut would be ineffective. To be sure, despite this once-in-a-generation reform, private investments actually fell by almost 3% in 2019-20 \u2014 in sharp contrast to the 9% increase in 2018-19.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p><strong><b>Problems with Frequent and significant revisions in quarterly GDP:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Criticism of New GDP data series base year: <\/b><\/strong>It is argued that the new series overestimated India\u2019s GDP by as much as 2.5 percentage points.<\/li>\n<li><b><\/b><strong><b>Frequent and significant revisions affect credibility:<\/b><\/strong>The provisional estimates have fluctuated repeatedly. The growth estimate for Q2 has gone from 4.5% to 5.1% and back to 4.4% in a matter of just 5 months. India\u2019s growth rate was decelerating much faster than what was officially accepted:<\/li>\n<\/ul>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-61866\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture4-3.png?resize=750%2C268&#038;ssl=1\" alt=\"\" width=\"750\" height=\"268\" srcset=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture4-3.png?w=759&amp;ssl=1 759w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture4-3.png?resize=300%2C107&amp;ssl=1 300w, https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2020\/05\/Picture4-3.png?resize=150%2C54&amp;ssl=1 150w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/p>\n<p><strong><b>Undesirable emerging structure of the Indian economy:<\/b><\/strong><\/p>\n<ul>\n<li>Along with services, manufacturing growth was supposed to absorb the millions still dependent on agriculture.<\/li>\n<li>But 2019 paints a sorry picture in this regard. This measure will help generate nearly 300 crore person days in total and create a large number of durable and livelihood assets, including water conservation assets.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong><b>Ministry of Housing and Urban Poverty Alleviation\u2019s 2017 report by the working group on migration:<\/b><\/strong><\/p>\n<ol>\n<li><b><\/b><strong><b>Need to reorient the working of the Construction Workers Welfare Board (CWWB) in each state:<\/b><\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The CWWB provides social security to migrant workers. But the funds\u2019 utilisation is low at 21 %.<\/li>\n<li>According to records available with the CWWB of major states (more influx of migrants), the Centre can transfer a fixed monthly amount for the next three months. Some states like Maharashtra have given one-time payment to such workers.<\/li>\n<\/ol>\n<\/li>\n<li><b><\/b><strong><b>A comprehensive database of migrant workers needs to be prepared:\u00a0<\/b><\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li><b><\/b><strong><b>Starting Point:<\/b><\/strong>The immediate starting point could be the MNREGA enrollments compared with last year rolls and new additions could be treated as migrant labourers.<\/li>\n<li><b><\/b><strong><b>Remittances transfer:<\/b><\/strong>The PMJDY can also be extensively leveraged to find out the remittance transfers from source to destination. Such remittance transfers could be compared against the 54 districts (2017 report) that exhibit a high level of inter-state out-migration intensity.<\/li>\n<\/ol>\n<\/li>\n<li><b><\/b><strong><b>Lose access benefits upon migrating to a different location:\u00a0<\/b><\/strong>\n<ol style=\"list-style-type: lower-alpha;\">\n<li><b><\/b><strong><b>Digitisation: <\/b><\/strong>Migrants who are registered to claim access to a number of legal and other entitlements at their source locations lose access because of lack of digitisation.<\/li>\n<li><b><\/b><strong><b>Utilizing One Nation One Ration Card: <\/b><\/strong>All the state governments can start working in unison to ensure the use of such ration cards for extending all benefits other than PDS.<\/li>\n<li><b><\/b><strong><b>Social security: <\/b><\/strong>Portability of food security should be the first step towards portability of healthcare, education benefits.
