The first stage forecast is issued in April and the second stage forecast is issued in June.<\/p>\n<table>\n<tbody>\n<tr>\n<td width=\"601\"><strong><b>Criteria for\u00a0Declaring Onset\u00a0of Monsoon:<\/b><\/strong><\/p>\n<p>There are three criteria which\u00a0must\u00a0be met for declaring the onset of Monsoon:<\/p>\n<p><b>\u00b7\u00a0<\/b><strong><b>Rainfall:<\/b><\/strong>\u00a08 of 14 designated meteorological stations in Kerala and Karnataka must register 2.5mm rain for two consecutive days.<\/p>\n<p><b>\u00b7\u00a0<\/b><strong><b>Wind field:\u00a0<\/b><\/strong>Depth of westerlies should be maintained\u00a0up to\u00a0600\u00a0hPa, in the area\u00a0between\u00a0Lat. 10\u00baN and Long. 55\u00baE to 80\u00baE. The zonal wind speed over the area bounded by Lat. 5-10\u00baN, long. 70-80\u00baE should be of the order of 15 \u2013 20\u00a0Kts. at 925\u00a0hPa.<\/p>\n<p><b>\u00b7\u00a0<\/b><strong><b>Outgoing Longwave Radiation (OLR):\u00a0<\/b><\/strong>INSAT derived OLR value should be below 200 wm-2 in the area between Lat. 5-10\u00baN and Long. 70-75\u00baE.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>These forecasts are prepared using state-of-the-art Statistical Ensemble Forecasting system (SEFS) and using the dynamic coupled Ocean-Atmosphere global Climate Forecasting System (CFS) model known as the Monsoon Mission Coupled Forecasting System (MMCFS).<\/p>\n<p><strong><b>Statistical Ensemble Forecasting system (SEFS):\u00a0<\/b><\/strong>It relies on arriving at a prediction based on historical monsoon data coupled with data on sea-surface temperatures and winds.<\/p>\n<p><strong><b>Monsoon Mission Coupled Forecasting System (MMCFS):<\/b><\/strong><\/p>\n<ul>\n<li>It is a coupled ocean-atmosphere modelling system that combine data from ocean, atmosphere and land for providing long range forecasting.<\/li>\n<li>It has been developed by the National Centers for Environmental Prediction (NCEP) and NOAA National Weather Service, USA. As part of the Monsoon Mission project, the Indian Institute of Tropical Meteorology (IITM) has developed the indigenous strategy of the model\u00a0under National Monsoon Mission.<\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td width=\"601\"><strong><b>National Monsoon Mission:<\/b><\/strong><strong><b>\u00a0<\/b><\/strong><\/p>\n<p>Launched in 2012, it aims to develop a state-of-the-art dynamical prediction system for monsoon rainfall on different time scales. The responsibility of execution and coordination of the mission is bestowed upon the Indian Institute of Tropical Meteorology (IITM), Pune.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p><strong><b>\u00a0<\/b><\/strong><strong><b>Challenge before IMD in\u00a0weather\u00a0forecast:<\/b><\/strong><\/p>\n<ul>\n<li>The IMD has been facing tough competition from domestic and international companies in providing weather-related services especially crop insurance, power distribution and short-range forecasts.<\/li>\n<li>In 2019, Monsoon Mission Coupled Forecast\u00a0Model, failed\u00a0to accurately forecast the excess rainfall in August-September 2019.\u00a0This year\u00a0accurate\u00a0monsoon prediction is crucial given excess\u00a0rainfall might accentuate locust plague in India which can affect the kharif crop.<\/li>\n<\/ul>\n<table>\n<tbody>\n<tr>\n<td width=\"601\"><strong><b>Indian Meteorological Department<\/b><\/strong><strong><b>\u00a0<\/b><\/strong><\/p>\n<p>\u00b7\u00a0It was established in 1875. The failure of institutions like WHO in timely response to pandemic has urged a need for changes in the\u00a0world order.<\/li>\n<li><b><\/b><strong><b>Need of new\u00a0Agenda setting:\u00a0<\/b><\/strong>There is a need of new agendas in the global institutions.\u00a0India can\u00a0help in raising those important changes through\u00a0the help of the chair of the Executive Board of the World Health Assembly (it is the decision-making body of the WHO) or by being a non-permanent member of UN Security Council in 2021.<\/li>\n<li><b><\/b><strong><b>New international system:\u00a0<\/b><\/strong>The new\u00a0globalisationmodel should be based on humanity, fairness and equality.<\/li>\n<\/ul>\n<p><strong><b>Requirements to\u00a0benefit from\u00a0Changing Global\u00a0order:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>To have a bold vision.<\/b><\/strong>Such as American policy towards\u00a0globalisation\u00a0after world war 2.<\/li>\n<li><b><\/b><strong><b>Make the right strategic choice.<\/b><\/strong>Such as Britain quickly built the largest military in the Subcontinent using the land revenue of Bengal and over time conquered India.<\/li>\n<\/ul>\n<p><strong><b>Changes in current world order:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Changing dynamics at world institutions:<\/b><\/strong>The clash between China and the U.S. at the just concluded World Health Assembly in May marks the end of the multilateralism of the past 70 years.\u00a0The donor-recipient relationship between developed and developing countries has ended with China\u2019s pledge of\u00a0$2-billion.\u00a0It has shown the reduction in hegemony of US.\u00a0The agenda-setting role of the G7 over UN institutions has also been effectively challenged by WHO ignoring the reform diktat of the U.S. leading to its withdrawal.<\/li>\n<li><b><\/b><strong><b>Shift in UN:\u00a0<\/b><\/strong>After World War II, the newly independent states were not consulted when the U.S. imposed global institutions fostering trade, capital and technology dependence\u00a0and\u00a0ignoring socio-economic development.\u00a0The UN is not affectively dealing with the aspirations of the contemporary world.<\/li>\n<li><b><\/b><strong><b>New Multidimensional institution:\u00a0<\/b><\/strong>The U.S. faces a tough task in seeking to lead as China\u2019s re-emergence is based on technology, innovation and trade balancing U.S. military superiority.\u00a0The superiority of the west is now under question with the failure of west in\u00a0dealing\u00a0with the disease.<\/li>\n<li><b><\/b><strong><b>Shift towards Asia:\u00a0<\/b><\/strong>The pandemic has accelerated the shift of global wealth to Asia\u00a0which is\u00a0suggesting an inclusive global order based on principles drawn from ancient Asian\u00a0civilisations.\u00a0The global wealth for long\u00a0has been concentrated in the US and Europe.\u00a0The COVID-19 has worst hit them which has provided more opportunities to\u00a0better placed\u00a0Asian economies.<\/li>\n<li><b><\/b><strong><b>For India:\u00a0<\/b><\/strong>The strategic issue is neither adjustment to China\u2019s power nor deference to U.S. leadership.<\/li>\n<\/ul>\n<p><strong><b>Requirements in New World Order:\u00a0<\/b><\/strong><\/p>\n<ol>\n<li><b><\/b><strong><b>Asian Century should be defined in terms of peaceful co-existence rather than post-colonial sovereignty:<\/b><\/strong>Non-interference in the internal affairs of others is a key lesson from the decline of the U.S. and the rise of China.\u00a0Massive arms imports resources should be used to enhance internal capacity and\u00a0mould\u00a0the global digital economy between state-centric (China), firm-centric (the U.S.) and public-centric (India) systems.<\/li>\n<li><b><\/b><strong><b>New principles for trade:\u00a0<\/b><\/strong>It\u00a0isrequired by a global community at comparable levels of well-being. For example, rejecting the 25-year-old trade rule creating intellectual property monopolies.<\/li>\n<li><b><\/b><strong><b>Restructuring the order:\u00a0<\/b><\/strong>There is a need to restructure both the economic order and societal\u00a0behaviourfor equitable sustainable development\u00a0especially for developing countries and vulnerable countries.<\/li>\n<\/ol>\n<p>The shift in power has the potential for India to move towards friendly and effective multilateralism which can be achieved by the NAM-Plus and BRICS.<br \/>\n<strong><b>This new multilateralism should rely on:<\/b><\/strong><\/p>\n<ul>\n<li>Outcomes\u00a0and\u00a0not rules.<\/li>\n<li>\u2018Security\u2019 downplayed for \u2018comparable levels of wellbeing\u2019<\/li>\n<li>A\u00a0new P-5 that is not based on the G7.<\/li>\n<\/ul>\n<p><strong><b>Way Forward<\/b><\/strong><\/p>\n<p>India can set the world response, also using the opportunity to recover its global thought leadership<\/p>\n<h3 class=\"note1\"><strong><b>3.<\/b><\/strong><strong><b>What should be India\u2019s Approach at WHO Executive Board?<\/b><\/strong><\/h3>\n<p><strong><b>Source\u00a0<\/b><\/strong>\u2013\u00a0<a href=\"https:\/\/www.thehindu.com\/opinion\/op-ed\/seizing-the-moment-at-the-who\/article31733278.ece\"><u>The Hindu<\/u><\/a><\/p>\n<blockquote><p>Syllabus\u00a0\u2013 GS 2 &#8211;\u00a0Important International institutions, agencies and fora- their structure, mandate<\/p><\/blockquote>\n<p><strong><b>Context\u00a0\u2013<\/b><\/strong>\u00a0In the\u00a0ongoing tussle between USA and China which includes war of words regarding role of WHO\u2019s response in Pandemic, India needs to act tacitly with wisdom<\/p>\n<p><strong><b>WHO \u2013 World Health Organisation<\/b><\/strong><\/p>\n<p>The World Health Organization is a specialized agency of the United Nations responsible for international public health.<\/p>\n<p><strong><b>Executive Board\u00a0<\/b><\/strong><\/p>\n<ol style=\"list-style-type: lower-alpha;\">\n<li>The Executive Board is composed of 34 technically qualified members elected for three-year terms. In annual Board meeting the members agree upon the agenda for the World Health Assembly and the resolutions to be considered by the Health Assembly.<\/li>\n<li>The main functions of the Board are to implement the decisions and policies of the Health Assembly, and advise and generally to facilitate its work.<\/li>\n<li>Recently, Minister of Health and Family Welfare, was elected the Chair of the World Health Organization\u2019s (WHO) executive board.\u00a0The elevation affords India an important platform to steer the global public health response to COVID-19.<\/li>\n<\/ol>\n<p><strong><b>Suggested\u00a0policy approach\u00a0being the leader of Executive Board<\/b><\/strong><\/p>\n<ol>\n<li><b><\/b><strong><b>Focusing on prevention of zoonotic diseases\u00a0not tussles<\/b><\/strong>&#8211;\u00a0As the virus\u2019 chain of transmission is broken, the focus should shift to identifying the animal-to-human transmission origins of SARS-CoV-2\u00a0not on the ongoing tussle. Wuhan and other previously infected zones could yet be susceptible to the risk of viral reintroduction.<\/li>\n<li><b><\/b><strong><b>Transparent Review of WHO\u2019s and China response<\/b><\/strong>&#8211;\u00a0India\u00a0need to steer\u00a0WHO secretariat to fast-track the\u00a0impartial and holistic review\u00a0of the WHO\u2019s \u2013 and China\u2019s \u2013 early response to the outbreak. The review\u2019s findings should illuminate best practice and highlight areas for improvement, both in the WHO\u2019s leadership and capacity as well as member states\u2019 implementation of the International Health Regulations<\/li>\n<li><b><\/b><strong><b>Affordable vaccine<\/b><\/strong>&#8211; India has to\u00a0promote the establishment of an appropriate multilateral governance mechanism for ensuring equitable access to COVID-19 therapeutics and vaccines for all countries.<\/li>\n<li><b><\/b><strong><b>Exercising\u00a0strategic autonomy<\/b><\/strong>&#8211; India must maintain distance\u00a0from the West\u2019s campaign to re-seat Taiwan as an observer at the WHA as it is more of domestic political maneuvering for West and Taiwan than Chinese or international ostracism.<\/li>\n<li><b><\/b><strong><b>Eco-centrism and sustainable development<\/b><\/strong>&#8211; India needs to\u00a0lead the call for a permanent global ban on the consumption and trade of wild animals, with limited exceptions built-in for scientific research, species protection and traditional livelihood interests.<\/li>\n<\/ol>\n<p><strong><b>Way Forward<\/b><\/strong>\u00a0\u2013 India has the opportunity to present the world that as a leader we can steer the world towards\u00a0fair treatment and\u00a0inclusive development of all\u00a0as we regard the world as\u00a0<strong><em><b><i>Vasudhaiva\u00a0Kutumbakam<\/i><\/b><\/em><\/strong>\u00a0which means &#8220;the world is one family&#8221;.<\/p>\n<h3 class=\"note1\"><strong><b>4.<\/b><\/strong><strong><b>Law enforcement\u00a0agencies in controlling COVID-19\u00a0and Issues of Law Enforcement<\/b><\/strong><\/h3>\n<p><strong><b>Source:\u00a0<\/b><\/strong><a href=\"https:\/\/www.thehindu.com\/opinion\/op-ed\/the-challenge-of-law-enforcement-post-covid-19\/article31733301.ece\"><strong><u><b>The Hindu<\/b><\/u><\/strong><\/a><\/p>\n<blockquote><p>Syllabus: GS 3-Challenges to internal security through communication networks, role of media and social networking sites in internal security challenges, basics of cyber security; money-laundering and its prevention.<\/p><\/blockquote>\n<p><strong><b>Context:\u00a0<\/b><\/strong>Strict maintenance of public order is essential to look after and give the best medical care to COVID-19 affected persons.<\/p>\n<p><strong><b>Role of\u00a0Law Enforcement Agencies in\u00a0Enforcing lockdown:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Strict observance:\u00a0<\/b><\/strong>The police have taken enormous risks during the lockdown to ensure strict observance of guidelines, including physical distancing.<\/li>\n<li><b><\/b><strong><b>Importance of Lessons learnt in COVID-19 handling for law enforcement agencies:\u00a0<\/b><\/strong>They need to introspect on its recent experience and draft a comprehensive Standard Operating Procedure that will educate all police persons in the country.<\/li>\n<li><b><\/b><strong><b>Managing resources in enforcing lockdown:\u00a0<\/b><\/strong>There were less complaints of lack of manpower and mobility.\u00a0They\u00a0had the public cooperation to avoid chaos. The bulk of the population was indoor. So, the police could bring in equipment and manpower to handle this unusual situation.<\/li>\n<li><b><\/b><strong><b>Use of Social Media:\u00a0<\/b><\/strong>They\u00a0skillfully\u00a0used social media to disseminate all relevant information to\u00a0a majority of\u00a0the population.<\/li>\n<\/ul>\n<p><strong><b>Overall drop in crime:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Reduction in crime:<\/b><\/strong>Roads were empty and there was nearly zero traffic on major highways. This ensured a sharp reduction in traffic accidents and fatalities caused by such accidents. With anti-social elements confined to their homes, trespass and burglary were reduced.<\/li>\n<li><b><\/b><strong><b>Global pattern on crime:\u00a0<\/b><\/strong>The police force managed to keep the peace during these times.<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>Crime was reduced in major cities that generally report a high number of crimes.<\/li>\n<li>The New York Police Department reported an uptick in murders and burglaries during the pandemic.<\/li>\n<li>London reported a decline in non-violent crime, especially stabbings.<\/li>\n<\/ul>\n<\/li>\n<li><b><\/b><strong><b>In India:\u00a0<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>The Delhi Police reported a 70% fall in heinous crimes (murders and rapes) between April 1 and 15 compared to the same period last year.<\/li>\n<li>In Chennai, the total number of crimes dropped by 79%\u00a0following the implementation of national lockdown compared to previous month.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong><b>Challenges for law enforcement agencies:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Rise in Domestic\u00a0violence:<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>This period saw a worrying surge in domestic violence cases. For example- The Tamil Nadu Police reportedly received 2,963 calls on domestic violence in April alone.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><b><\/b><strong><b>Reasons for rise:<\/b><\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li><b><\/b><strong><b>Unemployment:\u00a0<\/b><\/strong>Most men\u00a0were\u00a0at home, either without work or\u00a0in fear of losing their jobs. Data show that domestic violence increases when there is greater unemployment because of the fear and insecurity of these men.<\/li>\n<li><b><\/b><strong><b>Non-availability of liquor:\u00a0<\/b><\/strong>It<b><\/b>caused frustration among those men who are habituated to drinking daily. There was a similar increase in sexual and gender-based violence in West Africa during the 2013-16 Ebola outbreak.<\/li>\n<\/ul>\n<\/li>\n<li><b><\/b><strong><b>Organised\u00a0crime especially illicit drug trade:\u00a0<\/b><\/strong><\/li>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>It can get benefitted from the pandemic according to few members of the Global Initiative Against Transnational Organized Crime, a network of prominent law-enforcement, governance and development practitioners based in Geneva.<\/li>\n<li><b><\/b><strong><b>Innovation in crime methods:\u00a0<\/b><\/strong>Travel restrictions across borders have made international trade in drugs difficult. Gangs are therefore working to innovate and adapt to the changing nature of the illicit market. The Global Initiative believes that\u00a0organised\u00a0gangs will infiltrate health services and make profits through the sale of prescription drugs that are not otherwise easily available to the public.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>Rise in cybercrime:\u00a0<\/b><\/strong><\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>New portals have been launched to get people to donate money for the cause of combating COVID-19. Experts say that many fraudulent sites are designed so well that\u00a0a large number of\u00a0people are easily conned.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><b><\/b><strong><b>keeping prisons free of the virus<\/b><\/strong>:<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul style=\"list-style-type: circle;\">\n<li>Many prisons have taken steps to insulate prisoners who reported positive for the virus from the rest of the inmates.<\/li>\n<li><b><\/b><strong><b>Premature release:\u00a0<\/b><\/strong>A number of\u00a0human rights activists\u00a0want\u00a0law agencies\u00a0to consider the premature and temporary release of prisoners.
