The crucial issues such as the abolition of monarchy, declaration of Nepal as a secular country etc. then were not discussed sufficiently in the Parliament of Nepal.<\/li>\n<li><b><\/b><strong><b>Losing of allies\u00a0in Nepal:<\/b><\/strong>\n<ul>\n<li>India took the lead role in transforming Nepal into a secular republic which set off events leading to India losing its clout and allies.<\/li>\n<li>For example-the Nepali Congress was often branded \u201cpro-India\u201d by Communists for their close ties with Indian National Congress and socialists. However, following the 12-point agreement, the Nepali Congress was forced to accept the lead role of Maoists (Communists) in the impending political change.<\/li>\n<\/ul>\n<\/li>\n<li><b><\/b><strong><b>Imposed secularism:\u00a0<\/b><\/strong>The EU took a very open stance that secularism will have no meaning without the right to conversion being incorporated as a fundamental right in the new Constitution. This led to resentment among the majority population about this \u201cimposed secularism\u201d.<\/li>\n<li><b><\/b><strong><b>Change in perception:\u00a0<\/b><\/strong>Over the years, India\u2019s focus on Nepal appears driven more by security concerns and threat perception than by promoting a soft power-based approach.<\/li>\n<li><b><\/b><strong><b>Influence of separate Ladakh from Jammu and Kashmir\u00a0as an\u00a0India\u2019s attempt to change the status quo in Aksai Chin.<\/li>\n<\/ul>\n<p>Though,\u00a0India is now much better prepared to face China\u2019s challenge on the\u00a0ground\u00a0but we need to understand China&#8217;s objectives.<\/p>\n<p><strong><b>China\u2019s strategic objectives:<\/b><\/strong><\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><b><\/b><strong><b>Ensuring Its dominance:<\/b><\/strong>China doesn\u2019t want\u00a0India\u00a0to be in the same league\u00a0and it try to achieve it with periodic\u00a0localised\u00a0assaults across the Line of Actual Control (LAC) if India tries to assume a position of equality.<\/li>\n<li><b><\/b><strong><b>Warning against Containing China:\u00a0<\/b><\/strong>China\u00a0doesn\u2019t\u00a0want India to actively oppose\u00a0its\u00a0interests\u00a0in\u00a0the Indo-Pacific region.\u00a0It\u00a0want\u00a0to maintain its dominance by warning\u00a0India\u00a0not\u00a0to\u00a0align\u00a0with the U.S. and its allies\u00a0such as Japan and Australia.<\/li>\n<li><b><\/b><strong><b>Engaging India with problems in its immediate\u00a0neighbourhood:<\/b><\/strong>China doesn&#8217;t want India to act as an alternative pole of power to China in the broader Asian region.<\/li>\n<li><b><\/b><strong><b>Neutralising\u00a0India\u2019s conventional power superiority over Pakistan:\u00a0<\/b><\/strong>It achieve this by supporting Pakistan economically and militarily including the sharing of nuclear weapons designs.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>These objectives are essential for a realistic Indian response to China\u2019s aggressive policies along the LAC.<\/p>\n<p><strong><b>India\u2019s response and Way Forward<\/b><\/strong><\/p>\n<p>India\u2019s main strategic goal should be the adoption of carefully calculated policies that\u00a0neutralise\u00a0China\u2019s diplomatic and military power in the Asia-Pacific region without making India appear as a surrogate for other powers.<\/p>\n<h3 class=\"note1\"><strong><b>3.The working of Rajya Sabha<\/b><\/strong><\/h3>\n<p><strong><b>Source:\u00a0<\/b><\/strong><a these.<\/b><\/strong><\/p><\/blockquote>\n<p><strong><b>Context:\u00a0<\/b><\/strong>Another round of Rajya Sabha (RS) elections were held for 19 seats across several States.<\/p>\n<p><strong><b>Background:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Defection:\u00a0<\/b><\/strong>Eight Congress MLAs left the party in Gujarat after the announcement of RS elections. This enabled the victory of an extra BJP candidate to the RS.<\/li>\n<li><b><\/b><strong><b>Poaching of MLAs:\u00a0<\/b><\/strong>In Rajasthan, the BJP had strength to elect one\u00a0member\u00a0but it fielded two which led to speculation of poaching.<\/li>\n<li><b><\/b><strong><b>Change in numbers:\u00a0<\/b><\/strong>The ruling BJP now has 86 members in the Rajya Sabha which is the highest number for the party in the Upper House while the Congress now has 41.<\/li>\n<\/ul>\n<p><strong><b>Importance of Rajya Sabha:<\/b><\/strong><\/p>\n<ul>\n<li><b><\/b><strong><b>Power sharing:\u00a0<\/b><\/strong>The upper house works as a Council of States.\u00a0It represents the\u00a0intersts\u00a0of the states.\u00a0It\u00a0institutionalises\u00a0the sharing of power between the Centre and the State under India\u2019s federal structure.\u00a0There are certain exclusive powers of Rajya Sabha\u00a0such as power to transfer a subject from the State List to Union\u00a0List\u00a0for\u00a0a specified period.<\/li>\n<li><b><\/b><strong><b>Forum:\u00a0<\/b><\/strong>The House of the Elders is considered an exalted forum of scholarship and statesmanship as it has\u00a0some\u00a0nominated members too.<\/li>\n<li><b><\/b><strong><b>Deliberations:\u00a0<\/b><\/strong>They are critical for a vast and diverse country like India.<\/li>\n<li><b><\/b><strong><b>Reviewing house:\u00a0<\/b><\/strong>Its function is to improve legislation passed by the Lower House and is not one of obstruction.<\/li>\n<li><b><\/b><strong><b>Checks and balances:\u00a0<\/b><\/strong>It\u00a0is supposed to act as a check on the\u00a0legislation.It\u00a0is a body to check and\u00a0scrutinise\u00a0the laws.<\/li>\n<li><b><\/b><strong><b>Permanent house:\u00a0<\/b><\/strong>The Rajya Sabha doesn\u2019t\u00a0dissolve like the Lok Sabha.<\/li>\n<\/ul>\n<p>But it is losing its value in the last few\u00a0years.<\/p>\n<p><strong><b>Losing sheen of\u00a0Rajya Sabha:<\/b><\/strong><\/p>\n<ul>\n<li>The steady entry of celebrities and business tycoons has not made a serious contribution to the RS\u2019s working.<\/li>\n<li><b><\/b><strong><b>Reduction in Deliberations:\u00a0<\/b><\/strong>There has been\u00a0reduction in\u00a0deliberations of\u00a0Rajya Sabha.\u00a0For example- the government has arbitrarily labelled bills as money bills to bypass scrutiny.<\/li>\n<\/ul>\n<p><strong><b>Way Forward<\/b><\/strong><\/p>\n<p>There should not be any pushing of legislation through both houses as certain have some far-reaching effects on the country. The woman is expected to bear the load and violence increase if she fails to do so.<\/li>\n<li>Lack of institutional support, inability to complain during lockdown aggravates the problem.<\/li>\n<\/ul>\n<p><strong><b>Women in Crisis Situations<\/b><\/strong><\/p>\n<ul>\n<li>In West Africa, 60% of total deaths in the 2014 Ebola virus outbreak were women.<\/li>\n<li>Following the Canterbury earthquake in New Zealand, there was a 53% rise in domestic violence.<\/li>\n<\/ul>\n<p><strong><b>Steps taken to address rising domestic violence during lockdown<\/b><\/strong><\/p>\n<ul>\n<li>NCW launched a WhatsApp number \u2013 7217735372 to report domestic violence during lockdown<\/li>\n<li>\u2018Suppress Corona, not your voice\u2019: It is an initiative launched by Uttar Pradesh government. A better alternative would be giving income transfers to consumers through\u00a0<strong><b>Direct Benefit Transfers (DBT)<\/b><\/strong>\u00a0to reduce subsidy burden.<\/li>\n<li><b><\/b><strong><b>Buffer stock &#8211;\u00a0<\/b><\/strong>Liquidating \u201cexcess stocks\u201d through open market operations by inviting the private sector in a big way to hold these stocks, at whatever reasonable market price it can get.<\/li>\n<\/ol>\n<p>By not liquidating it, FCI will keep incurring unnecessary interest costs of about Rs 8,000-10,000 crore per annum.<\/p>\n<p><strong><b>Way Forward<\/b><\/strong>\u00a0&#8211;\u00a0Given fiscal constraints, there is always a trade-off between allocating money through subsidies and increasing investments.\u00a0As investments are the crucial input to increase in productivity, the increasing focus on subsidies via FCI is harming the growth of agricultural sector in the long-run.
