MPLADS guidelines<\/span><\/b>\u00a0states that the objective of the scheme is to enable MPs to recommend works of developmental nature with emphasis on the\u00a0<\/span>creation of durable community assets\u00a0<\/span><\/b>based on the locally felt needs to be taken up in their Constituencies. Right from inception of the Scheme, durable assets of national priorities viz.\u00a0<\/span>drinking water, primary education, public health, sanitation and roads<\/span><\/b>, etc. are being created.<\/span>\u00a0<\/span><\/p>\n \u00a0<\/span>MPs can recommend every year at least <\/span>15 per cent<\/span><\/b>\u00a0of the MPLADS entitlement for the year for<\/span>\u00a0SC inhabited areas<\/span><\/b>\u00a0and at least\u00a0<\/span>7.5 per cent\u00a0<\/span><\/b>of the entitlement for the year for\u00a0<\/span>ST inhabited areas<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n —<\/span>In case any constituency faces difficulty in implementing the provisions relating to SC\/ST as stipulated in the Guidelines of MPLADS, owing to inadequate SC\/ST population, the exemption from the stipulated provision for utilization of MPLADS funds can be made by the concerned Nodal District Authority with the prior approval of the Ministry of Statistics and Programme Implementation.<\/span>\u00a0<\/span><\/p>\n \u00a0<\/span>MPLADS guidelines state that the funds released to the <\/span>District Authority<\/span><\/b>\u00a0by the Government of India are\u00a0<\/span>non-lapsable<\/span><\/b>.
