{"id":70316,"date":"2020-11-21T17:38:50","date_gmt":"2020-11-21T12:08:50","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=70316"},"modified":"2021-05-10T18:20:14","modified_gmt":"2021-05-10T12:50:14","slug":"machine-hole-technology-led-initiative","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/machine-hole-technology-led-initiative\/","title":{"rendered":"Machine hole- Technology led initiative"},"content":{"rendered":"<p><strong>Context<\/strong>\u00a0\u2013 Centre announces new measures to end manual scavenging by august 2021.<\/p>\n<p><strong>What is manual scavenging and step taken by government to eliminate manual scavenging?<\/strong><\/p>\n<p>Manual scavenging is the practice of removing human excrement from toilets, septic tanks or sewers by hand.<\/p>\n<ul>\n<li>More than 375 workers died while cleaning septic and sewer tanks between 2015 and 2019.<\/li>\n<\/ul>\n<p><strong>Government initiatives<\/strong>\u00a0\u2013<\/p>\n<ol>\n<li><strong>Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act 1993-<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The act prohibited the employment of manual scavengers for manually cleaning dry latrines and also the construction of dry toilets (that do not operate with a flush).<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Prohibition of Employment of Manual Scavengers and their Rehabilitation Act, 2013<\/strong><\/li>\n<\/ol>\n<ul>\n<li><strong>Prohibition:<\/strong>The act prohibits the employment of manual scavengers, manual cleaning of sewers and septic tanks without protective equipment, and the construction of insanitary latrines.<\/li>\n<li><strong>Rehabilitation:<\/strong>It seeks to rehabilitate manual scavengers and provide for their alternative employment.<\/li>\n<\/ul>\n<p><strong>What are the new measures announced by the government?<\/strong><\/p>\n<ol>\n<li><strong>Mechanized cleaning<\/strong>\u2013 Sewers and septic tanks in 243 cities will be mechanized and a helpline created to register complaints if manual scavenging is reported<\/li>\n<li><strong>Change in terminology<\/strong>\u2013 The word \u201cmanhole\u201d will be replaced with \u201cmachine-hole\u201d in official usage<\/li>\n<li><strong>Direct allocation of funds<\/strong>\u2013 Social Justice and Empowerment Ministry said that it would directly transfer funds to \u2018sanitation workers\u2019 to buy cleaning machines, instead of contractors or municipal corporations.<\/li>\n<\/ol>\n<p><strong>Why the impacts of such measures always fall short?<\/strong><\/p>\n<p>These measures are not\u00a0giving adequate attention to the social conditions that force people to plumb toxic cesspools.<\/p>\n<ol>\n<li><strong>Failure in the implementation of law-<\/strong><\/li>\n<\/ol>\n<ul>\n<li>The Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, allows the use of manual labour to clean sewage if the employer provides safety gear.
