{"id":7044,"date":"2017-08-23T21:00:36","date_gmt":"2017-08-23T15:30:36","guid":{"rendered":"http:\/\/blog.forumias.com\/?p=7044"},"modified":"2017-09-12T13:53:38","modified_gmt":"2017-09-12T08:23:38","slug":"uranium-sale-talks-at-final-stage","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/uranium-sale-talks-at-final-stage\/","title":{"rendered":"Uranium sale talks at final stage"},"content":{"rendered":"<p><strong>Context:<\/strong><\/p>\n<ul>\n<li>Discussions are at a \u2018well-advanced\u2019 stage for Australia\u2019s uranium sale to India, to fuel nuclear power plants to achive energy security in India.<\/li>\n<\/ul>\n<p><strong>Introduction:<\/strong><\/p>\n<ul>\n<li>Australia will start uranium exports to India as soon as possible,\u00a0 to fuel a long-standing demand from Asia\u2019s third largest economy.<\/li>\n<li>India is\u00a0\u00a0 looking at environment friendly fuels to power its growing economy.<\/li>\n<li>There are ongoing commercial discussions between Australian uranium exporters and the Indian Department of Atomic Energy for possible contracts in civil nuclear projects.<\/li>\n<li>The amount of uranium that ultimately will be exported will depend on the commercial negotiations.<\/li>\n<\/ul>\n<p><strong>Background:<\/strong><\/p>\n<ul>\n<li>Former Prime Minister Tony Abbott signed MoU for \u201cCooperation in the Peaceful Uses of Nuclear Energy\u201d with India on 5<sup>th<\/sup> September 2014.<\/li>\n<li>Thereafter, Australia put in place a safeguards agreement and last December passed the legislation to start supplying uranium to India. The uranium trade with India is viewed as the cornerstone of a bilateral strategic partnership.<\/li>\n<li>The significant part of the civil nuclear cooperation agreement was that Australia agreed to become \u2018a long-term reliable supplier of uranium to India\u2019.<\/li>\n<\/ul>\n<p><strong>Related statistics:<\/strong><\/p>\n<ul>\n<li>India\u2019s Central Electricity Authority forecasted that 57 per cent\u00a0 of India\u2019s total capacity will come from non-fossil fuel sources by 2027, aiming to surpass India\u2019s renewable energy targets set in Paris two years ago.<\/li>\n<li>India intends to generate 275 gigawatts from renewables, alongside 72 GW of hydropower and almost 15 GW of nuclear energy.<\/li>\n<li>India has 22\u00a0 operating nuclear reactors with a capacity of almost 7000 megawatts, generating approximately three per cent of India\u2019s electricity.<\/li>\n<li>The annual uranium requirement for the current fleet is around 1400 tonnes of uranium per year.<\/li>\n<li>Five more reactors are under construction and ten more are planned, once completed will make India\u2019s annual uranium needs more than double to\u00a0 3600 tonnes.<\/li>\n<\/ul>\n<p><strong>Why India imports uranium from outside?<\/strong><\/p>\n<ul>\n<li>While India does have its own domestic uranium deposits, they are small and low-grade, with production insufficient to meet even current reactor requirements<\/li>\n<\/ul>\n<p><strong>Recent developments:<\/strong><\/p>\n<ul>\n<li>Australia has much potential to offer with regard to coal, uranium, and clean energy solutions.<\/li>\n<li>Australia is the largest exporter of coal to India.<\/li>\n<li>Both the countries are interested in coal mining.<\/li>\n<li>Adani Group\u2019s planned multi-billion dollar Carmichael coalmine in Australia\u2019s Queensland.<\/li>\n<li>Australian companies have developed a range of technology solutions to deal with environment regulations.<\/li>\n<li>Australia Business Week in India (ABWI) to be held between August 28-Septmber 1 to \u201cpromote Australian capability and expand Australia\u2019s trade, investment and education relationships.<\/li>\n<li>In the ABWI, the mining sector will be a key focus area.<\/li>\n<li>Australia produces 60% of the world\u2019s mining computer software that helps in improving the sector\u2019s productivity, and in ensuring worker\u2019s safety.<\/li>\n<\/ul>\n<p><strong>India-Australia Nuclear cooperation agreement:<\/strong><\/p>\n<ul>\n<li>The nuclear cooperation agreement with Australia came into force in November 2015.<\/li>\n<li>It was reported last year that Australian companies were in negotiations with India to provide 1,500 tonnes of uranium over five years.<\/li>\n<li>The agreement will offer enormous benefits to both India and Australia. The importance of nuclear cooperation between India and Australia are as under:<\/li>\n<\/ul>\n<ol>\n<li><strong>India is actively seeking to address energy shortfalls<\/strong><\/li>\n<\/ol>\n<ul>\n<li>India has a stated goal of raising its nuclear energy capacity to 63,000 MW by 2032 by adding $85 billion worth of reactors.<\/li>\n<li>In addition to increasing uranium to India, the agreement will also increase sales of coal and natural gas to the South Asian nation.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Further legitimization of India\u2019s status as a nuclear power<\/strong><\/li>\n<\/ol>\n<ul>\n<li>India is the first country to buy Australian uranium that was not a signatory to the Nuclear Nonproliferation Treaty. \\<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Australia benefits from diversified trade patterns<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Australia has the world\u2019s third largest uranium reserves.<\/li>\n<li>The country can quite easily afford to become the long-term supplier of uranium that India will need to meet its ever-growing energy needs.<\/li>\n<\/ul>\n<p><strong>Australia\u2019s position in uranium:<\/strong><\/p>\n<ul>\n<li>Australia is considered to have the largest reserve of recoverable uranium in the world.<\/li>\n<li>However, Australia ranks third in terms of production of uranium.<\/li>\n<li>Kazakhstan and Canada produce more than Australia.<\/li>\n<li>India is the first country to buy Uranium from Australia without being a signatory to the Nuclear Non-Proliferation Treaty (NPT).<\/li>\n<li>Australia is considered to have the largest reserve of recoverable uranium.<\/li>\n<li>World Nuclear Association and Australian government say that Australia ranks third in terms of production of uranium.<\/li>\n<li>Australia produces uranium basically to export as it does not operate nuclear power plants. So, Australia may become the most important uranium supplier to India.<\/li>\n<\/ul>\n<p><strong>Conclusion:<\/strong><\/p>\n<ul>\n<li>The uranium supply is critical to India\u2019s plans for the nuclear energy expansion.
