What are the challenges and opportunities exist in India-Canada ties?<\/p>\n<p>This article is based on The Hindu Article \u201cIndia summons Canadian High Commissioner; issues demarche over Trudeau\u2019s remarks\u201d<\/p>\n<p><strong>Relevance:<\/strong><\/p>\n<p>Recently Canadian Prime Minister expressed his views on Indian farm Bills and supported farmer&#8217;s protest. Similarly, Canadian PM\u2019s coalition partner also praised the farmer&#8217;s protests in India.<\/p>\n<p>Days after Canada Prime Minister Justin Trudeau came out in <strong>support of protesting farmers<\/strong>, India summoned the Canadian envoy Friday and warned that such \u201cactions\u201d, if they continue, will have a \u201c<strong>seriously damaging impact\u201d on bilateral ties<\/strong>.<\/p>\n<p><strong>How India-Canada ties evolved after Independence? (<\/strong><a href=\"https:\/\/www.international.gc.ca\/country-pays\/india-inde\/relations.aspx?lang=eng#a2\"><strong>Source<\/strong><\/a><strong>)<\/strong><\/p>\n<ul>\n<li>Canada and India have longstanding bilateral relations built upon shared <strong>traditions of democracy, pluralism and strong interpersonal connections<\/strong>.<\/li>\n<li>This is complemented by <strong>economic engagement, regular high-level interactions and long-standing people-to-people ties<\/strong>.<\/li>\n<li>In 1948 when Canada supported a plebiscite, followed by a ceasefire, in the Indian state of Kashmir.<\/li>\n<li>Canada opposed India&#8217;s nuclear tests: In the aftermath of the nuclear tests, India\u2019s relations with Canada deteriorated to some extent.\n<ul>\n<li>India\u2019s reluctance to accede to the Non-Proliferation Treaty (NPT) and the Comprehensive Test Ban Treaty (CTBT)\u00a0the widened\u00a0gulf between New Delhi and Ottawa for many years.<\/li>\n<\/ul>\n<\/li>\n<li>Canada is <strong>home to one of the largest South Asian communities<\/strong> <strong>abroad, <\/strong>with approximately 5.6% of Canadians being of Indian heritage (1.9 million people).<\/li>\n<li>They are highly educated, affluent and industrious PIOs, and well-integrated with the mainstream politics of Canada.<\/li>\n<li>This is acts as a double-edged sword in India-Canada relationship.<\/li>\n<li>All these made India-Canada relations as long standing but not without challenges<\/li>\n<\/ul>\n<p><strong>What are the areas of co-operation between India and Canada? (<\/strong><a href=\"http:\/\/mea.gov.in\/Portal\/ForeignRelation\/Canada_October_2017.pdf\"><strong>Source<\/strong><\/a><strong> )<\/strong><\/p>\n<ul>\n<li><strong>Trade and Economy:<\/strong>\n<ul>\n<li>India is Canada\u2019s 9th largest export market<\/li>\n<li>India exports include gems, jewellery and precious stones, pharmaceutical products, readymade garments, light engineering goods, iron &amp; steel articles, etc.<\/li>\n<li>India\u2019s import from Canada include pulses, newsprint, wood pulp, asbestos, potash, iron scrap, copper, minerals and industrial chemicals, etc.<\/li>\n<li>Indian companies have invested especially in the IT, software, steel and natural resources sectors.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Various MOU\u2019s between India and Canada <\/strong>has been signed in sectors such as\n<ul>\n<li>Agriculture<\/li>\n<li>Civil Aviation and Railways<\/li>\n<li>Double taxation etc,<\/li>\n<\/ul>\n<\/li>\n<li><strong>Cooperation in Energy sectors<\/strong>\n<ul>\n<li>India and Canada signed a <strong>Nuclear Cooperation Agreement (NCA)<\/strong> in 2010 for which a Joint Committee on Civil Nuclear Cooperation was constituted by both the countries.<\/li>\n<li>In <strong>2015 <\/strong>when Indian PM visited Canada, <strong>Uranium supply deal <\/strong>has been signed.<\/li>\n<li>Energy co-operation agreements were signed in 2018 when Canadian Prime Minister visited India.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Education Sector:<\/strong>\n<ul>\n<li>In 2018, India was the largest source of international students for Canada\u2019s universities, colleges and schools.<\/li>\n<li>Over 100,000\/- Indian students study in Canada. To protect the interests of students a <strong>MOU on Cooperation in Higher Education <\/strong>has been signed in 2010.<\/li>\n<li><strong>IC-IMPACTS<\/strong> (the India-Canada Centre for <strong>Innovative Multidisciplinary Partnerships to Accelerate Community Transformation and Sustainability<\/strong>) is a research centre dedicated to the development of research collaborations between Canada and India.<\/li>\n<\/ul>\n<\/li>\n<li><strong>S&amp;T and Space:<\/strong>\n<ul>\n<li>ISRO and CSA (Canadian Space Agency) have signed <strong>MOUs for cooperation in the field of exploration and utilization of outer space<\/strong> and<strong> two Implementation Arrangements <\/strong>specifically addressing satellite tracking and space astronomy has also been signed.<\/li>\n<li>ANTRIX, the Commercial arm of ISRO has launched many Canadian Satellites.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Indian Diaspora<\/strong>\n<ul>\n<li>The Diaspora is well represented in federal Parliament and provincial legislatures.<br \/>\nFor ex. New Democratic Party, one of the coalition party of present Canadian government is headed by a person of Indian Origin (Jagmeet Singh).<\/li>\n<\/ul>\n<\/li>\n<li>Both the country also formed various organisations such as <strong>Canada &#8211; India Parliamentary Friendship Group (CIPEG), <\/strong>Canada India Business Council (CIBC), Canada India Foundation (CIF), Indo-Canada Chamber of Commerce (I-CCC) for strengthening India-Canada Co-operation.<\/li>\n<li>Canada and India are undertaking bilateral negotiations toward both a Comprehensive Economic Partnership Agreement and a Foreign Investment Promotion and Protection Agreement (FIPA) at present<\/li>\n<\/ul>\n<p><strong>Challenges in India \u2013 Canada relationships: (<\/strong><a href=\"https:\/\/www.youtube.com\/watch?v=mitHTXrh3ac\"><strong>RSTV Big Picture<\/strong><\/a><strong>)<\/strong><\/p>\n<p>Though India and Canada have long standing relationships, the co-operation <strong>never achieved its full potential <\/strong>because of various reasons.<\/p>\n<ul>\n<li><strong>Khalistani separatist factor:<\/strong>\n<ul>\n<li>It is the <strong>single most important challenge <\/strong>between India and Canada ties.<\/li>\n<li><strong>Sikhs <\/strong>constitute a significant proportion of the Indian diaspora; they<strong> make up little less than one percent<\/strong> (a little over 500,000) of Canada\u2019s total population and few leaders in Canada support Khalistan movement to large extent for electoral gains in Canada.<\/li>\n<li>The<strong> Ontario Provincial Parliament adopted a resolution <\/strong>terming the <strong>1984 anti-Sikh riots as \u2018genocide\u2019 <\/strong>and many other Canadian leaders also support that even today.<\/li>\n<li>During recent Canadian PM visit to India, a controversial picture where former Sikh separatist Jaspal Atwal has surfaced in news.<\/li>\n<li>Canadian government usually <strong>try to balance the Sikh assertions and government\u2019s India policy<\/strong>. This makes India Canada relationship at stake.<\/li>\n<li>It is also the reason for recent Canadian PM\u2019s support to Indian farmer\u2019s protest.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Trade Relations:\n<ul>\n<li>Though both the countries are involved in Trade for long time the trade deals are \u201calways underperformed\u201d said by Ministry of External Affairs, India.<\/li>\n<li><strong>Feminisation of Canadian Trade Policies<\/strong><br \/>\nCanadian Government <strong>put in gender clauses in the trade pact. <\/strong>Though it is revolutionary, but in countries like India it was <strong>seen as a non-tariff barrier<\/strong>.<br \/>\nFor Ex. Canadian Trade agreement with Chile has entire Chapter devoted to women.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Bilateral agreements<\/strong>: Comprehensive Economic Partnership Agreement (CEPA) and Investment Promotion and Protection Agreements (BIPPA), <strong>have been in negotiation for long time <\/strong><strong>and no progress is reached<\/strong> by both the countries.<\/li>\n<li>Strategic Location:\n<ul>\n<li>Canada surrounded by developed Western countries does not clearly understand India located with hostile neighbours like China and Pakistan.<\/li>\n<li>The terms and conditions have heavily tilted towards developed countries and Indian interests are not considered seriously so far.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Solutions:<\/strong><\/p>\n<ul>\n<li>Canada has to understand and <strong>remove Feminisation clause <\/strong>in trade pacts <strong>or give more time <\/strong>to countries like India to complete the terms associated.<\/li>\n<li>Canada is one of the most advanced country in terms of <strong>Renewable Energy<\/strong>. India with its focus of Renewable energy targets in Nationally Determined Contributions has to strike a deal or MOU regarding renewable energy.<\/li>\n<li><strong>Infrastructure and transport sectors<\/strong>, are potential areas of cooperation and investment. India\u2019s ambitious \u2018smart cities\u2019 initiative creates opportunities for Canadian firms like Bombardier etc.<\/li>\n<li>In 2017 Canadian government announced that <strong>Canada will take in 1 Million more Immigrants<\/strong>. With US and few other Western Countries are turning down migrants, Canada turned as an <strong>alternative destination for Indians<\/strong> and India has to leverage that.<\/li>\n<li><strong>Canadian Energy reserves: <\/strong>According to <strong>World Oil Outlook Report<\/strong>, India\u2019s oil demand will double by 2040. Canada\u2019s Oil and Liquefied Natural Gas (LNG) resources offer better alternative towards Indian demands.<\/li>\n<li><strong>Convergence over China factor<\/strong>: Canada recently stated to diverge its trade relations and opposed China\u2019s diplomacy. India has a potential to become a trade supplier.<\/li>\n<\/ul>\n<p><strong>Way forward:<\/strong><\/p>\n<p>There is enough potential for both, India and Canada to boost the cooperation and take their relations to next level. But it requires Canadian effort by widening their Indian perspective.
