{"id":72122,"date":"2020-12-08T17:39:47","date_gmt":"2020-12-08T12:09:47","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=72122"},"modified":"2021-05-08T16:04:02","modified_gmt":"2021-05-08T10:34:02","slug":"farmers-could-perish-with-new-farm-acts","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/farmers-could-perish-with-new-farm-acts\/","title":{"rendered":"Farmers could perish with new farm acts"},"content":{"rendered":"\n<p><span style=\"color: #000000;\"><strong>Context-\u00a0<\/strong>Agricultural operations may flourish with <a style=\"color: #000000;\" href=\"https:\/\/forumias.com\/blog\/farmers-could-perish-with-new-farm-acts\/\" target=\"_blank\" rel=\"noopener\">new farm acts<\/a>, but they threaten to lead to the marginalization of the farmers<\/span><\/p>\n<h5><strong>How farmer\u2019s protest is unique?<\/strong><\/h5>\n<ul>\n<li><strong>Farmer\u2019s group come together<\/strong>\u2013 31\u00a0farmers\u2019\u00a0organizations, which have different ideologies and leanings, are to fight collectively against these\u00a0Bills.<\/li>\n<li><strong>Kept politician out of agitation<\/strong>\u2013 The unions came together and formally decided\u00a0to keep politicians of all parties out of their \u201cstruggle\u201d.<\/li>\n<li>Even the traders and the arhtiyas, who have been staunch supporters of the\u00a0Central government, have expressed their anguish against the new farm laws.<\/li>\n<\/ul>\n<h5><strong>Why is the anger so pronounced in Punjab?<\/strong><\/h5>\n<ol>\n<li><strong>Food bowl of India<\/strong>\u2013 Punjab has contributed the largest amount of food grain in the central pool.<\/li>\n<li><strong>Un-level field<\/strong>\u2013 The Punjab farmers are being asked to diversify their cropping patterns whereas other states like Madhya Pradesh and western Uttar Pradesh are encouraged to produce grains.<\/li>\n<\/ol>\n<ul>\n<li>This resulted in<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>The procurement system and MSP<\/strong>\u00a0mechanism is strong in Punjab and Haryana<\/li>\n<\/ol>\n<ul>\n<li>Only 6 per cent of the farmers in India are fully covered by the MSP, and 84 per cent are located in the states of Punjab and Haryana.<\/li>\n<\/ul>\n<p>Therefore, any disruption to the system, real or perceived, will cause a major upheaval<\/p>\n<p><strong>What are the farmer\u2019s concerns?<\/strong><\/p>\n<ul>\n<li><strong>End of MSP-<\/strong>\u00a0Their main worry is about a\u00a0possible withdrawal of\u00a0the MSP\u00a0and a dismantling of the public procurement of grains.<\/li>\n<li><strong>Promote corporate control<\/strong>\u2013 The farmers contend the federal government is making ready to withdraw from the procurement of food grain and hand it over to the company gamers.<\/li>\n<li>Small and marginal, would be left at the mercy of the corporates, with reduced collective bargaining capacity.<\/li>\n<\/ul>\n<h5><strong>What is government\u2019s contention?<\/strong><\/h5>\n<ul>\n<li><strong>Farmers will get higher prices \u2013\u00a0<\/strong>These Acts are intended to empower the farmers and ensure doubling of their incomes.<\/li>\n<li>The Acts will only increase options for farmers in the output markets, that the MSP-procurement system will continue, and that there is absolutely no plan to dismantle the system.<\/li>\n<\/ul>\n<h5><strong>What are the issues with the new farm Acts?<\/strong><\/h5>\n<ul>\n<li>Free market does not have the solutions to improve the well-being of people living on the margins.<\/li>\n<li>The assumption that the market shall protect and multiply farmers\u2019 income is misleading.<\/li>\n<\/ul>\n<p><strong>Way forward-<\/strong><\/p>\n<ol>\n<li><strong>Compensate farmers under WTO compatible blue box-<\/strong>\u00a0The Centre could allocate subsidies for diversification to commercial crops for the farmers of Punjab.<\/li>\n<\/ol>\n<ul>\n<li>Subsidy could be given for three consecutive years.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>To keep the mandi system functional, the APMC Act may be reformed<\/li>\n<\/ol>\n<ul>\n<li>The state governments permitted to collect mandi fee and arhtiyas given handling charges.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Context-\u00a0Agricultural operations may flourish with new farm acts, but they threaten to lead to the marginalization of the farmers How farmer\u2019s protest is unique?
