{"id":72192,"date":"2020-12-09T17:27:43","date_gmt":"2020-12-09T11:57:43","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=72192"},"modified":"2021-05-08T15:56:42","modified_gmt":"2021-05-08T10:26:42","slug":"sanitation-in-india-cultural-stigma","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/sanitation-in-india-cultural-stigma\/","title":{"rendered":"Sanitation in India- Cultural stigma"},"content":{"rendered":"\n<p><strong>Context-<\/strong> The problem with sanitation in India is not lack of infrastructure but the social and cultural stigma attached to it.<\/p>\n<h5><strong>What is the state of sanitation in India?<\/strong><\/h5>\n<ol>\n<li><strong>Lack of proper toilets<\/strong>&#8211; the lack of proper restrooms makes long distance journeys an\u00a0ordeal for women.<\/li>\n<\/ol>\n<ul>\n<li>However, NHAI maintains one restroom every 40-50 Km, but their hygiene standards are not monitored.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li>A high proportion of the population does not have access to \u201cimproved sanitation\u201d.<\/li>\n<\/ol>\n<ul>\n<li>Improved sanitation\u00a0is defined as facilities that \u201censure hygienic separation of human excreta from human contact\u201d.<\/li>\n<\/ul>\n<ol start=\"3\">\n<li><strong>Work related discrimination<\/strong>-Sanitation workers are compelled to travel to their workplaces in garbage trucks, standing next to the very garbage they clean and collect.<\/li>\n<\/ol>\n<ul>\n<li>Neither users nor the sanitation workers feel equal.<\/li>\n<\/ul>\n<ol start=\"4\">\n<li>In spite of a well-funded programme such as the\u00a0Swachh Bharat Abhiyan\u00a0in operation, little attention is devoted to this aspect of sanitation.<\/li>\n<\/ol>\n<h6><strong>What are the issues related to scavenging in India?<\/strong><\/h6>\n<ol>\n<li><strong>Caste system<\/strong>&#8211; Caste hierarchy still exits and it reinforces the caste\u2019s relation with occupation.<\/li>\n<\/ol>\n<ul>\n<li>Only country that not only differentiates spaces as pure and impure but also its people.<\/li>\n<li>The social status of this section has been permanently fixed.<\/li>\n<li>Government discussions and policies hardly address this stigma.<\/li>\n<\/ul>\n<ol start=\"2\">\n<li><strong>Lack of physical resources<\/strong>&#8211; Adequate machinery to clean septic tanks, protective gears and flush toilets are not available.<\/li>\n<\/ol>\n<h6><strong>What are the steps taken by the government to address this problem?<\/strong><\/h6>\n<ol>\n<li><strong>Prohibition of Employment as Manual Scavengers and their Rehabilitation Act<\/strong>&#8211;<\/li>\n<li><strong>Prohibition:<\/strong>The act prohibits the employment of manual scavengers, manual cleaning of sewers and septic tanks without protective equipment, and the construction of insanitary latrines.<\/li>\n<li><strong>Rehabilitation:<\/strong>It seeks to rehabilitate manual scavengers and provide for their alternative employment.<\/li>\n<\/ol>\n<ul>\n<li>The act ensures the rehabilitation of manual scavengers to be identified through a mandatory survey.<\/li>\n<li>Mechanized cleaning of septic tanks is the prescribed norm.<\/li>\n<li>The act\u00a0also directed the government to pay a compensation of 10 lakh rupees to the family members of those killed in acts of manual scavenging since 1993.<\/li>\n<\/ul>\n<h5><strong>Way forward-<\/strong><\/h5>\n<ul>\n<li><strong>Adopting technology to end manual scavenging<\/strong>&#8211; Government\u2019s move to use machines is a first step towards according\u00a0dignity and respect to sewer workers.\u00a0 However, technology\u2019s emancipatory powers will be realized at their fullest only when the states stop living in denial about manual scavenging.<\/li>\n<li><strong>Direct allocation of funds<\/strong>&#8211; Social Justice and Empowerment Ministry said that it would directly transfer funds to \u2018sanitation workers\u2019 to buy cleaning machines, instead of contractors or municipal corporations.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Context- The problem with sanitation in India is not lack of infrastructure but the social and cultural stigma attached to it.
