without even a perfunctory inquiry goes\u00a0<\/span><b><span data-contrast=\"auto\">against the norms of justice.<\/span><\/b><span data-contrast=\"auto\">\u202f<\/span>\n<ul>\n<li data-leveltext=\"o\" data-font=\"Courier New\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"2\"><span data-contrast=\"auto\">A formal enquiry should have taken place, then the penal actions.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li data-leveltext=\"o\" data-font=\"Courier New\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-contrast=\"auto\">\u00a0has been depute<\/span><span data-contrast=\"auto\">d<\/span><span data-contrast=\"auto\">\u00a0as SP, Bureau of Police Research and Development (BPRD), Praveen\u00a0<\/span><span data-contrast=\"auto\">Tripathi<\/span><span data-contrast=\"auto\">\u00a0as DIG,\u00a0<\/span><span data-contrast=\"auto\">Sashastra<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Seema<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Bal<\/span><span data-contrast=\"auto\">\u00a0(SSB) and Rajee<\/span><span data-contrast=\"auto\">v<\/span><span data-contrast=\"auto\">\u202fMishra as IG, Indo-Tibetan Border Police Centre and back is of mutual benefit to the states and the government of India on the one hand and to the officers concerned, on the other<\/span><span data-contrast=\"auto\">.<\/span><span normal case,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">officers willing to be deputed to the Centre are asked to apply through the States.\u00a0<\/span><span data-contrast=\"auto\">A panel of selected officers is prepared after which they are deputed to various Central Armed Police Forces<\/span><span data-contrast=\"auto\">\u00a0[CRPF, ITBP, SSB etc.]\u00a0\u00a0<\/span><span data-contrast=\"auto\">and<\/span><span data-contrast=\"auto\">\u00a0Centre police organization<\/span><span data-contrast=\"auto\">\u00a0on\u00a0<\/span><span data-contrast=\"auto\">in<\/span><\/b><b><span data-contrast=\"auto\">\u00a0case of disagreement\u00a0<\/span><\/b><span data-contrast=\"auto\">between Centre and State<\/span><b><span data-contrast=\"auto\">\u2013<\/span><\/b><b><span data-contrast=\"auto\">Rule 6(1) of the Indian Police Service (Cadre) Rules,\u00a0<\/span><\/b><span data-contrast=\"auto\">1954\u202fsays about deputation<\/span><span data-contrast=\"auto\">:\u00a0<\/span><span data-contrast=\"auto\">In case of disagreement between Centre and state over deputation of an IPS officer, the
