{"id":76458,"date":"2021-01-12T18:27:54","date_gmt":"2021-01-12T12:57:54","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=76458"},"modified":"2021-01-13T16:32:33","modified_gmt":"2021-01-13T11:02:33","slug":"dialogue-and-deliberation-with-beneficiaries-are-a-prerequisite-for-welfare-policymaking","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/dialogue-and-deliberation-with-beneficiaries-are-a-prerequisite-for-welfare-policymaking\/","title":{"rendered":"Dialogue and deliberation with beneficiaries are a prerequisite for Welfare Policymaking"},"content":{"rendered":"<p><strong>Synopsis<\/strong>: The state and central government can learn from the good practices of Rajasthan on\u00a0<strong>dialogue and deliberation<\/strong>\u00a0with beneficiaries while policy making to transform from mere governance to good governance.<\/p>\n<p><strong>Background<\/strong><\/p>\n<ul>\n<li>The recently enacted\u00a0<strong>Farm laws<\/strong>\u00a0were passed without any consultation with the farmer community.<\/li>\n<li>Even when policies are made in good principles, for effective programme implementation,\u00a0<strong>consultations and deliberations<\/strong>\u00a0are needed during the initial stages of law making.<\/li>\n<li>If the farm laws were made by taking consultations from the relevant stakeholders especially from the farming community, we could have avoided the ongoing Farmers protest in Delhi.<\/li>\n<li><strong>The case of Rajasthan<\/strong>, that has a healthy tradition of consulting with worker groups and civil society organisations during the<strong>\u00a0initial stage of policy formulation<\/strong>\u00a0and to take continuous feedback from the field to carry out periodic midway course corrections serves as a shining example for effective policy making.<\/li>\n<\/ul>\n<p><strong>How Rajasthan shines as a text book example for effective policy making?<\/strong><\/p>\n<ul>\n<li>The example of the implementation of the\u00a0<strong>Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)<\/strong>\u00a0in Rajasthan can illustrate this better.<\/li>\n<li>Though MGNREGA wages are now directly credited from the central government to a worker\u2019s bank account this system faces the\u00a0<strong>Issue of payment rejections.<\/strong>\u00a0There are numerous reasons for rejection, for example,\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>There are instances where block level data entry operators make errors in entering the account or\u00a0<strong>Aadhaar<\/strong>\u00a0details of workers.<\/li>\n<li>There are instances where money does not get credited due to technical issues, for example, the\u00a0<strong>issue of \u2018Inactive Aadhaar\u2019<\/strong>. This happens when the linkage of the worker\u2019s\u00a0<strong>Aadhaar\u00a0<\/strong>and their bank account is broken in the software maintained by the NPCI.<\/li>\n<li>Sometimes banks are not able to transfer money as the beneficiary account remains<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>How the Rajasthan government was able to solve the Issue of payment rejections?<\/strong><\/p>\n<ul>\n<li>To resolve payment rejections, the\u00a0<strong>Department of Rural Development of the Government of Rajasthan<\/strong>\u00a0has held numerous discussions which resulted in conducting\u00a0<strong>periodic workshops\u00a0<\/strong>with the relevant stake holders.<\/li>\n<li>Through workshops the worker groups and civil society organisations interacted directly with the aggrieved workers, administrative officers from the village level to the State level, and bankers.<\/li>\n<li>Through\u00a0<strong>Continuous dialogues<\/strong>\u00a0with aggrieved workers, they were able to finalise a detailed guideline with well-defined responsibility, clear timelines, and monitoring and protocols to be followed by officials to resolve the issue.<\/li>\n<li>This has resulted in a significant reduction in payment rejections in Rajasthan. Within a period of 1 year, the Rajasthan government was able to clear \u20b9380 crore worth of payments to workers that were earlier stuck due to rejections.<\/li>\n<li>By resolving the payment issue through\u00a0<strong>dialogues, deliberations and constant feedback<\/strong>, the government ensured that every person who has worked, gets their full payment on time<\/li>\n<li>There is also another case of\u00a0<strong>Jan Soochna Portal<\/strong>\u00a0similar to\u00a0<strong>MGNREGA<\/strong>\u00a0where government through a \u2018digital dialogue\u2019 involving government officials and numerous civil society organisation have designed and formatted each scheme of\u00a0<strong>Jan Soochna Portal<\/strong>.<\/li>\n<li><strong>Jan Soochna Portal\u00a0<\/strong>was launched to facilitate T<strong>he Right to Information (RTI) Act\u00a0<\/strong>that was obscured by issues such as\u00a0<strong>ill-defined formats, inaccessibility<\/strong><\/li>\n<li>The JSP is a single platform in the\u00a0<strong>public domain<\/strong>\u00a0providing information across 60 departments of over 104 schemes. The JSP makes d<strong>isclosure of information accessible for all.<\/strong><\/li>\n<\/ul>\n<p>Federalism and good governance require constant constructive engagement between people and officials through Deliberation and debate.
