But the dispute is not yet resolved by mutual terms and usually resurface time and again. In this article, you can read about the details of the dispute and the steps that India should take.<\/p>\n<h5 aria-level=\"1\">Introduction: Present development<\/h5>\n<p>Nepal has raised the\u00a0Kalapani\u00a0boundary dispute during the recent Joint commission meeting with India.<\/p>\n<p>Dispute intensified\u00a0in November 2019,\u00a0when\u00a0India published\u00a0a revised political map\u00a0after the reorganization of J&amp;K,\u00a0depicting\u00a0Kalapani\u00a0as the region of India.<\/p>\n<p>Nepal immediately issued an objection to the map. Nepal government released a map mentioning\u00a0Kalapani\u00a0-Lipulekh-\u00a0Limpiyadhura\u00a0as a territory of the\u00a0Darchula\u00a0district of\u00a0Sudurpashchim\u00a0province of Nepal.<\/p>\n<h5>About\u00a0Kalapani\u00a0territory<\/h5>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/forumias.com\/blog\/wp-content\/uploads\/2021\/01\/kalapani-dispute.jpg?resize=300%2C213&#038;ssl=1\" alt=\"\" width=\"300\" height=\"213\" \/><\/p>\n<p>Kalapani\u00a0is\u00a0the\u00a0eastern\u00a0most\u00a0region of\u00a0the\u00a0Pithoragarh\u00a0district\u00a0of Uttarakhand, administered\u00a0by\u00a0India.<\/p>\n<p>It\u00a0is\u00a0located\u00a0at the China-Nepal-India tri-junction\u00a0and\u00a0is\u00a0a strategically important area.\u00a0So\u00a0Kalapani\u00a0was regarded as an \u2018observation zone\u2019 for troops.\u00a0For example,\u00a0by\u00a0stationing Indian troops at\u00a0Kalapani, India can observe the movement of the Chinese troops and push them back if required.<\/p>\n<p>Apart\u00a0from\u00a0that,\u00a0Kalapani\u00a0serves\u00a0as\u00a0an\u00a0important\u00a0pass\u00a0for\u00a0the\u00a0Kailash\u00a0Mansarovar\u00a0route.<\/p>\n<p>Since 1962,\u00a0Kalapani has been guarded by the Indian security forces.\u00a0But\u00a0According to Nepal,\u00a0King Mahendra\u00a0with the helping tendency\u00a0offered\u00a0Kalapani\u00a0to India\u00a0temporarily\u00a0for security purposes\u00a0during\u00a0the 1962 India-China war.<\/p>\n<p>This\u00a0debate\u00a0intensified\u00a0in\u00a0the\u00a01990s\u00a0after\u00a0Nepal\u00a0restored\u00a0its\u00a0democracy.<\/p>\n<h5>What is Kalapani Dispute? Historical aspects and conflicting claims by both the countries<\/h5>\n<p>The\u00a0key reason\u00a0for the\u00a0Kalapani\u00a0dispute is the disagreement between India and Nepal over the\u00a0origin of River Kali, flowing through\u00a0Kalapani\u00a0region.<\/p>\n<p>British\u00a0India\u00a0signed\u00a0the\u00a0Treaty\u00a0of\u00a0Sugauli\u00a0with\u00a0the\u00a0Kingdom\u00a0of\u00a0Nepal\u00a0after the Anglo-Nepalese War in 1816.\u00a0In\u00a0this\u00a0treaty,\u00a0they\u00a0demarcated\u00a0the\u00a0Kali\u00a0River\u00a0as\u00a0Nepal&#8217;s\u00a0western\u00a0boundary\u00a0with\u00a0British\u00a0India.<\/p>\n<p>But\u00a0the\u00a0source\u00a0of\u00a0Kali\u00a0has\u00a0become\u00a0a\u00a0main\u00a0cause\u00a0of\u00a0contention.<\/p>\n<p>River Kali is known as \u2018Kali\u2019 at the upper reaches, \u2018Mahakali\u2019 at the middle portion and \u2018Sarjoo\u2019 or \u2018Gogra\u2019 at\u00a0 the lower areas. This aggravates the confusion about where it belongs<\/p>\n<p>The\u00a0two\u00a0contrasting\u00a0views:<\/p>\n<p><b>Nepal\u2019s stand:<\/b><\/p>\n<p>Nepal was of the view that the river which flows to the west of Kalapani is the main River Kali. They also believe that River Kali was originating at either Limpiyadhura or the nearby Lipulekh pass, which are both within the Nepalese territory.<\/p>\n<p><b>India\u2019s\u00a0stand:<\/b><\/p>\n<ul>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\">India believes that the River Kali originated from a smaller rivulet named Pankhagad. It was lying on the southern portion of Kalapani. Hence it is the true border, and the territory\u00a0 was lying in India.<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\">The revenue and administrative records of the nineteenth century showed Kalapani as a part of India.<\/li>\n<\/ul>\n<h5>Other territorial disputes between India and Nepal<\/h5>\n<p>The disagreements\u00a0between India and Nepal are\u00a0not\u00a0limited to\u00a0Kalapani\u00a0but also the other areas like\u00a0Lipulekh,\u00a0Limpiyadhura, and Susta;<\/p>\n<p>Susta\u00a0region:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>It is a fertile area consist of alluvial soil located in the Terai regions West Champaran district, Bihar\u00a0 of India.<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"2\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\">Susta region is located on the banks of the Gandak river. The Gandak river is also called as the\u00a0 \u00a0 \u00a0Narayani river in Nepal.<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"2\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\">During the 1816\u00a0Treaty of\u00a0Sugauli,\u00a0the\u00a0west side of\u00a0the\u00a0Gandak\u00a0river\u00a0belongs to Nepal and the Eastern part\u00a0of the river\u00a0belongs to India.<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"2\" aria-setsize=\"-1\" data-aria-posinset=\"4\" data-aria-level=\"1\">But due\u00a0to frequent\u00a0change of course by the\u00a0Gandak\u00a0river,\u00a0the\u00a0Susta region\u00a0at present belongs to the Eastern part (I.e., belongs to India). This is not accepted by Nepal.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Lipulekh\u00a0and\u00a0Limpiyadhura\u00a0region:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Both Lipulekh and Limpayadhura (Limpiya pass) located on the Nepal-Tibet border<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"3\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\">Lipulekh\u00a0Pass connects the Indian state of Uttarakhand with the Tibetan Autonomous Region\u00a0of China.\u00a0Lipulekh\u00a0is the shortest route to reach\u00a0Taklakot, a Tibetan township of China.<\/li>\n<li data-leveltext=\"\u00b7\" data-font=\"Symbol\" data-listid=\"3\" aria-setsize=\"-1\" data-aria-posinset=\"3\" data-aria-level=\"1\">Nepal claims that the Indian army has encroached on both regions during the 1962\u00a0territorial\u00a0offering of King Mahendra.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h5 aria-level=\"1\">Solutions:<\/h5>\n<p>First, In the 1980s, both countries set up a Joint Technical Level Boundary Working Group. It succeeded in the demarcation of all territories except Kalapani and Susta. Both governments have to create such a joint\u00a0 \u00a0 \u00a0 \u00a0working group to resolve the dispute.<\/p>\n<p>Second, establishing a permanent mechanism to reduce the disputes further so that\u00a0 the disasters caused by the rivers and floods in the regions of India-Nepal can be mitigated effectively.<\/p>\n<p>Third, India has to convey to Nepal\u2019s leadership about the friendly environment that 6 to 8 million Nepali\u00a0 \u00a0citizens living in India and the benefits of open borders enjoyed by citizens of both countries.<\/p>\n<p>Fourth, Mutual respect is the key:\u00a0The\u00a0Nepal government has\u00a0to broaden the view and has to stop the territorial nationalism and pulling out\u00a0the\u00a0China card whenever they negotiate with India.<\/p>\n<h5 aria-level=\"1\">Way\u00a0forward:<\/h5>\n<p><a href=\"https:\/\/forumias.com\/blog\/india-nepal-relations-present-challenges-and-solutions\/\">The India-Nepal relationship<\/a>\u00a0is a unique relationship,\u00a0built by friendship and cooperation\u00a0with cultural\u00a0and civilizational\u00a0links.\u00a0The border dispute is one of the important issues to solve to take ahead India and Nepal relations to another level.
