{"id":78117,"date":"2021-01-25T12:09:48","date_gmt":"2021-01-25T06:39:48","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=78117"},"modified":"2021-01-25T19:36:44","modified_gmt":"2021-01-25T14:06:44","slug":"impacts-of-devaluing-domestic-work","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/impacts-of-devaluing-domestic-work\/","title":{"rendered":"Impacts of devaluing domestic work"},"content":{"rendered":"<p>Source: <a href=\"https:\/\/indianexpress.com\/article\/opinion\/columns\/women-empowerment-domestic-work-7157882\/\" target=\"_blank\" rel=\"noopener noreferrer\">Indian Express<\/a><\/p>\n<p>GS-2:Government Policies and Interventions for Development in various sectors and issues arising out of their Design and Implementation<\/p>\n<p><strong>Synopsis<\/strong>: There is a negative impact of devaluing the household care activities of women, on society.<\/p>\n<p><strong>Background<\/strong><\/p>\n<ul>\n<li>The following incidents have brought the issue of valuation of Women&#8217;s household activities.\n<ul>\n<li>Recently, Kamal Hassan the leader of the <strong>Makkal Needhi Mayam (MNM) party<\/strong> made an election promise of a salary for Women&#8217;s unpaid care work at home.<\/li>\n<li>A recently released Malayalam film, <strong>The Great Indian Kitchen<\/strong> has highlighted the hard labour of women in the kitchen.<\/li>\n<li><strong>As per\u00a0 time-use survey 2019,<\/strong> nearly 4.5 lakh Indians women spend nearly five hours every day on unpaid domestic work. This time duration is\u00a0 98 minutes daily for men.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Why household care activities by women need to be valued?<\/strong><\/p>\n<ul>\n<li><strong>First,<\/strong> like other work, household care work demands skill, creativity, and organization.<\/li>\n<li><strong>Second,<\/strong> The household work performed by a majority of Indian women helps to sustain households. Also, it enables men to take up productive paid jobs, without hindrance at home.<\/li>\n<li><strong>Third,<\/strong> the culture to take up unpaid care activities at home by women is one of the leading causes for their declining <strong>labour force participation.<\/strong> (one of the lowest in the world).<\/li>\n<li><strong>Fourth,<\/strong> It denies women an opportunity in a formal employment. For example,\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>A study by economist Ashwani Deshpande found that the <strong>gender gap in domestic work<\/strong> reduced during the lockdown, but widened again when many men returned to employment.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Fifth<\/strong>, it compromises the rights of women <strong>to participate in a democratic protest. For<\/strong>\u00a0example,\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>A recent statement by SC chief justice that women farmers from Punjab should leave democratic protests and return home.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong> Is Paying salary for housework by the state a good decision?<\/strong><\/p>\n<p>The proposal will only recognize the value of women&#8217;s household care, but it will not address the following issues.<\/p>\n<ul>\n<li><strong>First,<\/strong> the proposal does not challenge the <strong>notion of fundamental hierarchy<\/strong> in\u00a0 the patriarchal home. It establishes that a woman\u2019s place is in the home.<\/li>\n<li><strong>Second,<\/strong> a salaried worker is entitled to bargain for higher wages, and exit her workplace. But, such negotiations cannot take place at home.<\/li>\n<li><strong>Third,<\/strong> a woman cannot get a fair price for her domestic works at her home. It is because the household care work is not seen as valuable in fundamental societies.<\/li>\n<\/ul>\n<p><strong>How this practice of devaluing household care work affects society?<\/strong><\/p>\n<ul>\n<li><strong>Impact on marginalized people: <\/strong>The practice of devaluing\u00a0 household care work\u00a0 allows caste-privileged women and nearly all men to pass on this work to those from lower castes and the marginalized for low wages.<\/li>\n<li><strong>Impact on work culture: <\/strong>It creates a <strong>work-culture <\/strong>that gives preference to males. It is because they can afford to work 24\u00d77 and can ignore the demands of the home<strong>.<\/strong><\/li>\n<li><strong>Impact on domestic workers: <\/strong>It leads to low wages paid to domestic workers.
