It is <\/strong>to find appropriate solutions to the policy challenges faced by the country.<\/p>\n<p><strong>Background<\/strong><\/p>\n<ul>\n<li>Over the last few years, cooperation between the government and private partners on complex policy issues has increased. For example,\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>Induction of private individuals into the civil services through<strong> lateral entry scheme.<\/strong><\/li>\n<li>Recruitment of private individuals as consultants, officers <strong>on special duty<\/strong> by Central government ministries and institutions such as NITI Aayog.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Such support is critical for tackling issues like; huge vacancies in the central government and over-burdened and under-resourced civil service.<\/li>\n<li>Moreover, lack of government capacity (knowledge) is <strong>evident in suboptimal policy decisions and poor implementation<\/strong> of those policies.<\/li>\n<li>Hence, there is a strong case for building a &#8220;<strong>thought partnership<\/strong>&#8221; with private entities.<\/li>\n<\/ul>\n<p><strong>What is a &#8220;thought partnership&#8221;?<\/strong><\/p>\n<ul>\n<li>Thought partnership is different from the recruitment of private consultants.<\/li>\n<li>Recruitment of\u00a0 private consultants is usually done to support government officials with additional manpower to manage routine tasks.<\/li>\n<li>In &#8220;<strong>thought partnership<\/strong>&#8220;, private entities will engage with the government in<strong> collaborative thinking<\/strong>.<\/li>\n<li>Thought partnerships are a <strong>structured mechanism<\/strong> for private entities. They provide strategic expertise to the government on policy design, evaluation, and implementation.<\/li>\n<\/ul>\n<p><strong>What are the advantages in building<\/strong> &#8220;<strong>thought partnership&#8221;?<\/strong><\/p>\n<ul>\n<li>First, it will help us to utilize the <strong>domain knowledge<\/strong> and <strong>resources of private individuals<\/strong>. It will ensure the government delivers on its mandate across sectors in the most effective manner.\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>For example, take the case of \u00a0<strong>Pradhan Mantri Kaushal Vikas Yojana<\/strong> (PMKVY) 3.0.<\/li>\n<li>Through <strong>PMKVY 3.0 <\/strong>the government wants to focus on matching local skilling requirements with local job opportunities.<\/li>\n<li>However, any plan of this\u00a0 large scale cannot be successful only with the\u00a0 work of a few individuals, a department or even a ministry.<\/li>\n<li>It requires co-working with different entities, including collaboration between the government and external partners.<\/li>\n<li>This is where &#8220;<strong>thought partnership<\/strong>&#8221; with private entities becomes helpful.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Second,<\/strong> the private entities can be used to\u00a0 fund the thought partnership expeditiously without any conditions. <strong>For example,\u00a0<\/strong>Already several domestic and international <strong>philanthropies<\/strong> are investing billions of dollars into critical sectors in developing countries including India.<\/li>\n<\/ul>\n<p><strong>Has India attempted for &#8220;systemic thought partnerships&#8221; in the past?<\/strong><\/p>\n<p>Yes, several ministries have attempted <strong>systemic thought partnerships occasionally<\/strong>. However, it has not yielded the definitive way forward on government-private collaboration. Some of them are,<\/p>\n<ul>\n<li><strong>One,<\/strong> the establishment of\u00a0<b>The National Institute of Public Finance and Policy, Department of Economic Affairs Research Programme.\u00a0<\/b>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>It was established after the 2005 <strong>Ashok Lahiri Committee<\/strong> report. Report stated that there was not enough knowledge about external capital flows and controls in India.<\/li>\n<li>The Programme led to the creation of world-class research on capital controls and flows in India, developed by Indian researchers.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Two,<\/strong> In 2015, the <strong>Ministry of Corporate Affairs<\/strong> constituted a research secretariat headed by the <strong>Vidhi Centre for Legal Policy. <\/strong>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>It was tasked to support the <strong>Companies Law Committee<\/strong> to make informed decisions on the principles involved and international practices in the areas of insolvency, raising of capital, etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Three,<\/strong> Currently the <strong>National Institute of Financial Management<\/strong> is working with the <strong>Department of Economic Affairs<\/strong> to provide legal research and technical assistance on Indian and foreign financial markets.<\/li>\n<li>Four, in 2018,the <strong>Ministry of Skill Development<\/strong>\u00a0 started engaging with multiple private firms such as <strong>Dalberg Global Development Advisors<\/strong> and <strong>Samagra-Transforming Governance<\/strong> to conceptualise and design its vision for 2025.<\/li>\n<\/ul>\n<p>Policy choices made in isolation without proper debate, research, and questioning will produce\u00a0 suboptimal results.
