The following facts of the Oxfam report provide a glimpse of sharp difference:<\/p>\n<ol>\n<li>1000 richest people in the world regain their COVID-19 losses within just nine months. But it could take more than a decade for the world\u2019s poorest to recover from the economic impacts of the pandemic.<\/li>\n<li>The increase in income of the top 100 billionaires since the March lockdown is enough to give each of the 138 million poorest Indians a cheque of Rs.94045.<\/li>\n<li>It will take up to 3 years for unskilled labor in India to earn what the richest earned in one second last year.<\/li>\n<\/ol>\n<p>Some sections are disproportionately affected by the increasing disparities in income and opportunities due to discrimination based on gender, caste, and other variables.<\/p>\n<p><strong>What are the causes behind rising inequality?<\/strong><\/p>\n<p>Policymakers have accepted inequality as one of the impacts of economic growth.\u00a0 While they are happy with the reduction in absolute poverty, inequality kept on rising.<\/p>\n<p>The criticism of capitalism has never been taken seriously. Moreover, capitalism has been linked with the existence of democracies.<\/p>\n<p>While the debates &#8216;the Great Reset\u2019 are ongoing on WEF, states are continuously implementing discriminatory labour policies.<\/p>\n<p>Now, economists are agreed that the divide of new wealth between capital and labour is one-sided.\u00a0 While the wealthy are getting wealthier, workers are continually being forced into poverty.<\/p>\n<p><strong>Way forward-<\/strong><\/p>\n<p>The government needs to take specific and concrete action to build a better, more equal future.<\/p>\n<h3 class=\"note1\"><a href=\"https:\/\/forumias.com\/blog\/sti-policy-2020-emphasising-self-reliance-in-science\/\" target=\"_blank\" rel=\"noopener noreferrer\">&#8220;STI policy 2020&#8221; emphasising self-reliance in science<\/a><\/h3>\n<p><strong>Source: <a href=\"https:\/\/www.thehindu.com\/opinion\/op-ed\/emphasising-self-reliance-in-science\/article33678725.ece\">The Hindu<\/a><\/strong><\/p>\n<p><strong>Gs3: Science and Technology- Developments<\/strong><\/p>\n<p><strong>Synopsis: <\/strong>The recently released Draft Science, Technology, and Innovation policy has many issues and challenges that need to be addressed to promote <strong>Aatmanirbhar Bharat\u00a0<\/strong> in science<\/p>\n<p><strong>Background:<\/strong><\/p>\n<ul>\n<li>Recently, the Department of Science and Technology has released the 5<sup>th<\/sup> draft of the <strong>Science, Technology, and Innovation policy <\/strong>for<strong> Public scrutiny.<\/strong><\/li>\n<li>It contains the objectives and goals of our new science policy.<\/li>\n<li>But it has many issues and challenges that are highlighted below, along with the required actions that need to be taken.<\/li>\n<\/ul>\n<p><strong>What are the key objectives stated in the 5<sup>th<\/sup> draft of the Science, Technology, and Innovation policy?<\/strong><\/p>\n<ol>\n<li><strong>First<\/strong>, it proposes <strong>technological self-reliance. <\/strong>It will\u00a0position India among the top three <strong>scientific superpowers<\/strong>. (US, China, India)<\/li>\n<li><strong>Second, <\/strong>to achieve this, it proposes developing a \u201c<strong>people-centric<\/strong>\u201d science, technology, and innovation \u201cecosystem\u201d. This will help us to retain our best minds in India.<\/li>\n<li><strong>Third, <\/strong>it proposes to double the private sector\u2019s contribution to <strong>the Gross Domestic Expenditure on Research and Development. <\/strong>This is similar to the 2013 policy<strong>.<\/strong><\/li>\n<li><strong>Fourth<\/strong>, it has proposed the vision for a <strong>decentralized institutional mechanism <\/strong>for a robust<strong> STI Governance.<\/strong><\/li>\n<li><strong>Fifth, <\/strong>it also acknowledges the disconnect between science and society in the chapter \u2018Science Communication and Public Engagement\u2019.<\/li>\n<li><strong>Sixth, it aims <\/strong>to impart an <strong>inclusive culture<\/strong> in academia. For that, the document promises to tackle discrimination based on gender, caste, religion, geography, language, disability, and other exclusions and inequalities<strong>.<\/strong><\/li>\n<li><strong>Seventh, <\/strong>the policy abides by our constitutional obligation<strong> to \u201cdevelop a scientific temper, humanism and the spirit of inquiry and reform.<\/strong><\/li>\n<\/ol>\n<p><strong>What are the issues in the 5<sup>th<\/sup> draft of Science, Technology, and Innovation policy?<\/strong><\/p>\n<p>The author has cited the following issues in the draft science policy that has been released for Public Feedback.<\/p>\n<ol>\n<li><strong>Issues in Readability of the draft: <\/strong>The draft report is written with complex language. It makes the task difficult for the Public to provide meaningful feedback. This destroys the very purpose of Public Scrutiny.<\/li>\n<li><strong>No data on the progress of previous policies:<\/strong> for example, the 2013 science policy had the similar objective of doubling the private sector\u2019s contribution i<strong>n Research and Development.\u00a0<\/strong>However, what has been achieved till now in this regard has not been stated.<\/li>\n<li><strong>Policy objectives signify neglect of government responsibility: <\/strong>R&amp;D investment in science is stagnant for several years (0.5% GDP). It is despite strong recommendations by scientific bodies to raise it to 2% GDP.\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li>The proposal to increase private sector investment in R&amp;D shows that the government is shifting the responsibility of financing R&amp;D to different agencies such as the States, private enterprises, and foreign multinational companies.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li><strong>Mechanism followed to institutionalise robust STI Governance is faulty: <\/strong>it proposes for several new authorities, observatories, and centres to institutionalise decentralization. This may end up increasing bureaucratic control which is already high in science administration.<\/li>\n<li><strong>Lack of planned solutions to achieve the stated objectives<\/strong>: for example, the policy mentions more representation of women and the LGBTQ community in academia. But it is silent on how it will be achieved.<\/li>\n<li><strong>It does not provide solutions to address issues in society that hampers scientific research: <\/strong>for example, our belief systems, values, and attitudes have an impact on the quality of research. This explains why Indians who have chosen to pursue research abroad are able to make path-breaking discoveries.<\/li>\n<\/ol>\n<p><strong>What is the way forward?<\/strong><\/p>\n<ol>\n<li><strong>First, the <\/strong>private sector cannot be expected to pay for basic research because the <strong>return on investment<\/strong> in basic research takes too long. Hence, the government should finance research.<\/li>\n<li><strong>Second<\/strong>, Decentralization of an administrative structure is essential, but it would be a better option to provide more autonomy to research and academic centres for financial management.<\/li>\n<li><strong>Third, <\/strong>we need to control the propagation of <strong>pseudoscience<\/strong> in the name of traditional science. It is needed to develop a rational scientific ecosystem for young minds.<\/li>\n<\/ol>\n<p>With the advent of new disruptive technologies, global competitiveness will be increasingly determined by the quality of science and technology. India must take precautionary measures to deal with it.<\/span><\/p>\n<p><b>Introduction\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400;\">New SARS-CoV-2 variants have emerged independently in several countries and the virus is changing very quickly.\u00a0 If it continues to change, currently available vaccines will become ineffective.<\/span><\/p>\n<p><b>Why do viruses mutate?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">All the viruses carry a genetic code in the form of RNA or DNA. The DNA is replicated as the cells multiply and this process may <\/span><b>cause random errors in the new DNA.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Errors in DNA can be corrected by the enzymes present in the cell. However, RNA doesn&#8217;t contain enzymes, thus errors caused in RNA cannot be corrected. It causes <\/span><b>more genetic changes (mutations)in RNA than DNA viruses.<\/b><\/p>\n<p><b>How are vaccines tested for efficiency against emerging variants?<\/b><\/p>\n<ul>\n<li><b>Indirect tests are conducted in labs. <\/b>It will<span style=\"font-weight: 400;\">\u00a0find if variant virus escapes antibodies developed after natural infection or vaccination.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Antibodies that neutralize the original virus are tested on the variant viruses.\u00a0<\/span><\/li>\n<\/ul>\n<p><b>Are the emerging variants vulnerable to vaccines?<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The emerging variants from <\/span><b>South Africa could pose a challenge to current vaccines<\/b><span style=\"font-weight: 400;\">. Not enough information is available yet for the Brazil variant.<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, the studies have <\/span><b>only tested antibody responses<\/b><span style=\"font-weight: 400;\">. Vaccines also increase cellular immunity to eliminate infection which has not been tested.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The evidence currently does not suggest that vaccines are failing.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">However, Moderna and Pfizer\/BioNTech have agreed that their vaccines have had reduced protection against the South African variant. Both the companies are now working on developing new vaccines to fight these variants.<\/span><\/li>\n<\/ul>\n<p><b>What steps should India take in this situation?<\/b><\/p>\n<p><span style=\"font-weight: 400;\">There is no local transmission of the new variants in India until now. Only the UK variant viruses have been found in travellers coming to India.\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\"><b>Firstly,<\/b><span style=\"font-weight: 400;\"> India should <\/span><b>strictly implement masks and limit crowds. It should also<\/b><span style=\"font-weight: 400;\"> do the contact tracing of people infected with the new UK variant.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Secondly,<\/b><span style=\"font-weight: 400;\"> India should also put <\/span><b>a ban on travel from South Africa and Brazil<\/b><span style=\"font-weight: 400;\"> just like the US did. India must also be cautious of people with a history of travel to South Africa since October 2020, and Brazil since December 2020.<\/span><\/li>\n<li style=\"font-weight: 400;\"><b>Thirdly,<\/b><span style=\"font-weight: 400;\"> the most efficient way to catch emerging variants is <\/span><b>increased genomic surveillance<\/b><span style=\"font-weight: 400;\">. So far, there are only about 5,000 SARS-CoV-2 sequences from India in public databases, which accounts for only 0.05 percent of confirmed cases.\u00a0<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\"><b>T<\/b><\/span><span style=\"font-weight: 400;\">he setting up of an inter-ministerial group -Indian SARS-CoV-2 Genomics Consortium (<\/span><b>INSACOG<\/b><span style=\"font-weight: 400;\">) to increase genomic surveillance is a step in the right direction. But even the Socialistic economic order could not have prevented this.<\/li>\n<li>If the world had followed\u00a0<strong>Socialist economic order<\/strong>\u00a0it would have contributed more to the problem of the\u00a0<strong>greenhouse effect<\/strong>.\u00a0Because its core principle of\u00a0<strong>equitable distribution of resources<\/strong>\u00a0would have meant more purchasing power for everyone. It would have resulted in more consumption of resources.<\/li>\n<li>Hence, mere criticism of Capitalism won\u2019t solve the issue of sustained \u201c<strong>Ecological disaster<\/strong>\u201d by Human Species.<\/li>\n<\/ol>\n<p><strong>What needs to be done?<\/strong><\/p>\n<p>Human efforts to control nature through technological developments have backfired. It is evident from the impact of the Pandemic and the negative consequences of Climate change. We need to make the following changes;<\/p>\n<ul>\n<li>First, we need to think of an alternative development model. It should include the\u00a0<strong>ecological impacts<\/strong>\u00a0of development into serious political considerations.<\/li>\n<li>Second, societies must plan for\u00a0<strong>Population control<\/strong>\u00a0to reduce the\u00a0<strong>ecological footprint<\/strong>\u00a0on nature.<\/li>\n<li>Third, the need to shift from \u201c<strong>materialistic culture to conservatism<\/strong>.
