{"id":78981,"date":"2021-01-29T19:28:29","date_gmt":"2021-01-29T13:58:29","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=78981"},"modified":"2021-03-01T13:09:18","modified_gmt":"2021-03-01T07:39:18","slug":"india-justice-report-2020","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/india-justice-report-2020\/","title":{"rendered":"India Justice Report 2020"},"content":{"rendered":"<p><strong>What is the News?<br \/>\n<\/strong>India Justice Report 2020 has been released by TATA Trusts.<\/p>\n<p><span style=\"font-size: 12pt;\"><strong>India Justice Report 2020:<\/strong><\/span><\/p>\n<ol>\n<li><strong>Prepared by<\/strong>: The report has been prepared by Tata Trusts along with the Centre for Social Justice, Common Cause, CHRI, DAKSH and, TISS-Prayas and, Vidhi Centre for Legal Policy.<\/li>\n<li><strong>Parameters: <\/strong>The report analyzed the performance of 18 large and mid-sized states and eight smaller states. It is based on four pillars of the justice delivery system: 1) <strong>judiciary, 2) police, 3) prisons\u00a0 4) legal aid.<\/strong><\/li>\n<li>It also analysed expenditure, vacancies, representation of women and members of SC, ST, and Other Backward Classes of these states.<\/li>\n<\/ol>\n<p><span style=\"font-size: 12pt;\"><strong>Key Findings:<\/strong><\/span><\/p>\n<p><span style=\"font-size: 12pt;\"><strong>Overall Ranking of States:<\/strong><\/span><\/p>\n<ol>\n<li>Maharashtra has retained the top spot on delivery of justice to people among large and mid-sized states followed by Tamil Nadu, Telangana, Punjab, and Kerala.<\/li>\n<li>Among the small states( with a population of less than 1 crore), Tripura has topped the list followed by Sikkim.<\/li>\n<\/ol>\n<p><span style=\"font-size: 12pt;\"><strong>Women\u2019s Representation:<\/strong><\/span><\/p>\n<ul>\n<li>Women\u2019s representation has marginally increased in the police, prisons and the judiciary. Women now accounts for\n<ul>\n<li>10% of all police personnel up from 7% in 2017;<\/li>\n<li>13% prison staff (10% in 2016) and<\/li>\n<li>3% of judges (26.5% in 2017-18).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><span style=\"font-size: 12pt;\"><strong>\u00a0<\/strong><strong>Police<\/strong><\/span><\/p>\n<ol>\n<li><strong>Women: <\/strong>Bihar leads the list of 25 states for employing most women in its police force at 25.3%. However, women account for only 6.1% in the officer category in Bihar.\n<ol>\n<li>Tamil Nadu has the highest percentage of women police officers (24.8%) followed by Mizoram (20.1%).<\/li>\n<\/ol>\n<\/li>\n<li><strong>Representation of Castes:<\/strong> Karnataka is the only state to meet its quotas for SC, ST and OBC in both officer cadre and constabulary.<\/li>\n<li><strong>People Police Ratio: <\/strong>For every 1,00,000 people, there is just 156 police personnel.<\/li>\n<li><strong>Vacancies: <\/strong>Vacancies among the police were 20%. There was a shortfall of police officers in all states except Sikkim. Telangana and West Bengal with vacancies of 40% each had the highest shortfall.<\/li>\n<\/ol>\n<p><span style=\"font-size: 12pt;\"><strong>Judiciary<\/strong><\/span><\/p>\n<ul>\n<li><strong>Judges ratio per citizen:<\/strong> India has one judge per 50,000 citizens as against the recommended number of one per 20,000.<\/li>\n<li><strong>Women<\/strong>: Only 29% of judges in High Courts across the country are women. Four states \u2014 Bihar, Uttarakhand, Tripura, and Meghalaya \u2014 have no woman judge in their high courts.<\/li>\n<li><strong>Vacancies: Except for<\/strong> Chandigarh, no single High Court in states or Union Territories had a full complement of judges. One in every three posts for High Court judges is vacant, and in the subordinate courts, one in every four.<\/li>\n<\/ul>\n<p><strong>Prisons:<\/strong><\/p>\n<ul>\n<li><strong>Under trials: <\/strong>Two-thirds of all prisoners are undertrials, awaiting a conviction.<\/li>\n<li><strong>Vacancies<\/strong>: Over the last three years, the average vacancy levels across all prison staff remained at a little over 30%.<\/li>\n<\/ul>\n<p><strong>Source: <\/strong><a href=\"https:\/\/indianexpress.com\/article\/india\/india-justice-report-2020-one-in-4-cops-in-bihar-a-woman-highest-among-states-report-7165809\/\"><strong>Indian Express<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the News?
