{"id":79189,"date":"2021-01-30T19:02:45","date_gmt":"2021-01-30T13:32:45","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=79189"},"modified":"2021-03-01T15:06:45","modified_gmt":"2021-03-01T09:36:45","slug":"agreement-for-financial-support-to-stars-project","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/agreement-for-financial-support-to-stars-project\/","title":{"rendered":"Agreement for Financial Support to &#8220;STARS Project&#8221;"},"content":{"rendered":"<p><strong>What is the News?<\/strong><\/p>\n<p>Department of Economic Affairs(DEA) and World Bank signed an agreement for the financial support on the Strengthening Teaching-Learning And Results for States(STARS) project. <strong>\u00a0<\/strong><\/p>\n<p><strong>STARS project:<\/strong><\/p>\n<ul>\n<li>The project would be implemented as a new Centrally Sponsored Scheme.<\/li>\n<li><strong>Aim<\/strong>: To improve the overall monitoring and measurement activities in the Indian school education system through interventions in selected states.<\/li>\n<li><strong>Coverage: <\/strong>The project covers 6 States: Himachal Pradesh, Rajasthan, Maharashtra, Madhya Pradesh, Kerala, and Odisha.<\/li>\n<li><strong>Implementation:<\/strong>\n<ul>\n<li><strong>At National level<\/strong>, Department of School Education and Literacy (DoSEL), Ministry of Education(MOE) will be the main implementing agency.<\/li>\n<li><strong>At the State level,<\/strong> the project will be implemented through the integrated State Implementation Society(SIS) for Samagra Shiksha.<\/li>\n<\/ul>\n<\/li>\n<li><strong>World Bank Funding: <\/strong>The World Bank&#8217;s support is primarily in the form of a results-based financing instrument called Program for Results(PforR). This will ensure major reforms at the State level through a set of disbursement-linked indicators(DLIs).\n<ul>\n<li>A State Incentive Grant(SIG) will also be used to encourage States to meet desired project outcomes.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Verification: <\/strong>An independent Verification agency(IVA) will verify each result before disbursement of funds.<\/li>\n<li><strong>Impact: <\/strong>The STARS project will be instrumental in the implementation of various recommendations of National Education Policy 2020 namely:\n<ul>\n<li>Strengthening Early Childhood Education and Foundational Learning<\/li>\n<li>Improving Learning Assessment System<\/li>\n<li>ICT-enabled approaches in education,<\/li>\n<li>Teachers Development and Vocational education etc.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Source: <\/strong><a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=1693142\"><strong>PIB<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is the News?
