{"id":80535,"date":"2021-02-06T11:08:39","date_gmt":"2021-02-06T05:38:39","guid":{"rendered":"https:\/\/blog.forumias.com\/?p=80535"},"modified":"2021-02-06T11:10:15","modified_gmt":"2021-02-06T05:40:15","slug":"doubling-farmers-income","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/doubling-farmers-income\/","title":{"rendered":"Hurdles in the path of doubling farmer\u2019s income"},"content":{"rendered":"<p><strong>Source- <\/strong><a href=\"https:\/\/www.downtoearth.org.in\/news\/agriculture\/how-will-centre-double-farmers-income-by-next-year-union-budget-2021-22-has-no-answer-75316\"><strong>Down To Earth<\/strong><\/a><\/p>\n<p><strong>Syllabus<\/strong>&#8211; <strong>GS 3 <\/strong>&#8211; Major crops-cropping patterns in various parts of the country, \u2013 different types of irrigation and irrigation systems storage, transport and marketing of agricultural produce and issues and related constraints; e-technology in the aid of farmers.<\/p>\n<p><strong>Synopsis &#8211;<\/strong> Doubling farmer\u2019s income by 2022 is a too ambitious target for the government.<\/p>\n<p><strong>Background-<\/strong><\/p>\n<ul>\n<li>In 2016, The Government has set a target of doubling farmers\u2019 income by the year 2022.<\/li>\n<li>Doubling farmer\u2019s income [real income not the nominal income] till 2022-23 over the base year of 2015-16, requires annual growth of 10.41 percent in farmers\u2019 income.<\/li>\n<li>However, there is no roadmap or action plan to achieve this over-ambitious goal.<\/li>\n<\/ul>\n<p><strong>What are the constraints in the path of doubling the income of farmers?<\/strong><\/p>\n<p>The target of doubling farmer\u2019s income by 2022 is seen to be too ambitious due to the following issues-<\/p>\n<ol>\n<li><strong>First, Data related challenges. <\/strong>There is no official data on farmers\u2019 incomes after 2015-16.\u00a0There is no report card of the current income levels of the farmers and no plan to achieve this target.<\/li>\n<li><strong>Second,<\/strong> no implementation level plan. ICAR prepared a plan for each state for doubling farmer&#8217;s income.\u00a0 But no details were available on how states going to implement the plan or how the government will analyze the progress.\n<ul>\n<li><strong>For Example- In 2017,<\/strong> ICAR decided to adopt and develop two villages as models in each district of the country, so that state governments can follow. But it is found that there is no progress on this plan.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Three,<\/strong> Many important schemes, such as <strong>crop insurance, interest subvention subsidy, and even PM-KISAN are facing stagnation or decline in allocation under budget 2021.<\/strong> Even Paramparagat Krishi Vikas Yojana received a lower allocation than last year.<\/li>\n<li><strong>Fourth,<\/strong> the Procurement of wheat and paddy has gone up. But, it is only benefitting few states like Punjab, Haryana, Telangana, Madhya Pradesh, West Bengal, and Chhattisgarh.<\/li>\n<li><strong>Fifth, <\/strong>The agriculture credit portfolio is not equally distributed across the states and across farmers within the state.<\/li>\n<\/ol>\n<p><strong>Way forward-<\/strong><\/p>\n<ul>\n<li>The problem with respect to Agriculture in India is deep-rooted.
