{"id":84813,"date":"2019-09-19T15:33:25","date_gmt":"2019-09-19T10:03:25","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=10234"},"modified":"2019-09-19T15:33:25","modified_gmt":"2019-09-19T10:03:25","slug":"prohibition-of-e-cigarettes-ordinance-2019","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/prohibition-of-e-cigarettes-ordinance-2019\/","title":{"rendered":"Prohibition of E-cigarettes Ordinance, 2019"},"content":{"rendered":"\n<p><strong>News:<\/strong> The Union\nCabinet chaired by the Prime Minister has approved the Promulgation of the\nProhibition of Electronic Cigarettes (production, manufacture, import, export,\ntransport, sale, distribution, storage and advertisement) Ordinance, 2019.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About E-cigarettes:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>E-cigarettes are the most common form of\nElectronic Nicotine Delivery Systems (ENDS). These are battery- operated\ndevices that do not burn or use tobacco leaves but instead vaporise a solution,\nwhich a user then inhales.<\/li><li>Other examples: Heat Not Burn Products, e-Hookah\nand e-cigars and other similar devices.<\/li><\/ul>\n\n\n\n<p><strong>Concerns associated\nwith E-cigarettes:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The solutions in E-cigarettes contain propylene\nglycol, nicotine etc pose significant health risks, including cancer.<\/li><li>E-cigarettes have adverse impact that is\ncomparable to cigarette smoking- damage to cardiovascular system, impaired\nrespiratory immune cell function and severe respiratory disease.<\/li><li>Concerns about addiction in teens and young\nadults as e-cigarettes are often advertised as less harmful than conventional cigarettes.<\/li><\/ul>\n\n\n\n<p><strong>Prohibition of\nE-cigarettes Ordinance, 2019<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>After the ban comes into force, any production,\nmanufacturing, import, export, transport, sale (including online sale),\ndistribution or advertisement (including online advertisement) of e-cigarettes\nwill be a cognizable offence.<\/li><li>The offence will be punishable with imprisonment\nof up to one year, or fine up to \u20b91 lakh, or both for the first offence; and\nimprisonment of up to three years and fine up to \u20b95 lakh for a subsequent\noffence. <\/li><li>Those found storing e-cigarettes will be punished\nwith an imprisonment up to 6 months or fine up to Rs 50,000 or both.<\/li><li>Those who have existing stocks of e-cigarettes\nwill have to declare and deposit them with the nearest police station on their\nown before the ordinance comes into effect<\/li><li>The sub-inspector has been designated as the\nauthorised officer to take action under the ordinance.<\/li><\/ul>\n\n\n\n<p><strong>Significance of the ban:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Will ensure effective and timely action against the\ntrend of use of e-cigarettes especially among youth.<\/li><li>Will complement government&#8217;s efforts for tobacco\ncontrol <\/li><li>Will help in reduction of tobacco use and\nreduction in associated economic and disease burden.<\/li><\/ul>\n\n\n\n<p><strong>Additional\nInformation:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In August 2018, the Indian health ministry had\nissued an advisory to all states and Union Territories (UTs) to stop the\nmanufacture, sale and import of ENDS.<\/li><li>The Indian Council of Medical Research (ICMR) in\nits white paper on Electronic Nicotine Delivery System (ENDS), published on the\neve of World No Tobacco Day (31<sup>st<\/sup> may), has said that ENDS adversely\naffects almost all the human body systems. It has recommended a complete ban on\ne-cigarettes and other ENDS.<\/li><li>According to WHO\u2019s Global Tobacco Epidemic 2017\nreport, nearly 30 countries have banned ENDS.
