{"id":84815,"date":"2019-09-19T16:45:40","date_gmt":"2019-09-19T11:15:40","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=10238"},"modified":"2019-09-19T16:45:40","modified_gmt":"2019-09-19T11:15:40","slug":"manual-scavenging","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/manual-scavenging\/","title":{"rendered":"Manual Scavenging"},"content":{"rendered":"\n<p><strong>News:<\/strong>The Supreme Court of India has pulled up the Centre on the number of deaths of manual scavengers and for not providing them with protective gear.<br><\/p>\n\n\n\n<p><strong>Facts:<\/strong><br><\/p>\n\n\n\n<p><strong>About Manual scavenging:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Manual scavenging is the practice of manually cleaning,carrying, disposing of, or handling human excreta.<\/li><li>The International Labour Organization(ILO) distinguishes three forms of manual scavenging: a) Removal of human excrement from public streets and dry latrines, b) Cleaning septic tanks, and c) Cleaning gutters and sewers.<\/li><\/ul>\n\n\n\n<p><strong>Issues faced by manual scavengers:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Caste-based discrimination<\/li><li>Poor Knowledge of existing laws<\/li><li>Lack of occupational and safety measures<\/li><li>Health issues<\/li><li>Low pay<\/li><\/ul>\n\n\n\n<p><strong>Government efforts to end Manual Scavenging:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Government of India had enacted the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act,1993.<\/li><li>The act prohibited the employment of manual scavengers for manually cleaning dry latrines and also the construction of dry toilets (that do not operate with a flush).<\/li><li>In 2013,this was followed by the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 which was wider in scope.<\/li><li>The act intends to eliminate unsanitary latrines and prohibit employment as manual scavengers.It also prohibits hazardous manual cleaning of sewer and septic tanks.<\/li><li>In 2014,the Supreme Court has also made it mandatory for the government to identify all those who died in sewerage work since 1993 and provide \u20b910 lakh each as compensation to their families.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News:The Supreme Court of India has pulled up the Centre on the number of deaths of manual scavengers and for not providing them with protective gear.
