However, Assam\u2019s Chief Election Officer has\nadded that those whose names were not included in the final National Register\nof Citizens (NRC) draft could still vote if their names were in the electoral\nrolls.<\/li><li>The system of \u2018D\u2019 (dubious or doubtful) voters\nwas introduced in 1997 by the Election Commission. D voters are those who have\nbeen disenfranchised during electoral roll revision for their alleged lack of\nproper citizenship credentials. Their cases are pending in any Foreigners\ntribunal in Assam.<\/li><li>Foreigners Tribunal (FT) was set up in Assam in\n1964 through the Foreigners Tribunal Order 1964. The tribunals are mandated\nwith identifying the legal status of suspected foreigners in Assam.
