{"id":89754,"date":"2019-07-23T16:46:47","date_gmt":"2019-07-23T11:16:47","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=8384"},"modified":"2019-07-23T16:46:47","modified_gmt":"2019-07-23T11:16:47","slug":"human-rights-bill-cleared-amid-protests","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/human-rights-bill-cleared-amid-protests\/","title":{"rendered":"Human Rights Bill cleared amid protests"},"content":{"rendered":"\n<ol class=\"wp-block-list\"><li>The Protection of Human Rights (Amendment) Bill,\n2019 was passed in the Rajya Sabha amid criticism from the Opposition.<\/li><li>The Protection of Human Rights (Amendment) Bill,\n2019 amends the Protection of Human Rights Act, 1993<\/li><li>The\nbill provides that besides a former chief justice of India, as is the current\nrequirement, a former Supreme Court judge can also become the National Human\nRights Commission (NHRC) chairperson.<\/li><li>Similarly,\na former high court judge can also become a state human rights commission\nchairperson besides a high court chief<\/li><li>The\nbill also provides for including the chairpersons of the National Commission\nfor Backward Classes, the National Commission for the Protection of Child\nRights and the Chief Commissioner for Persons with Disabilities as members of\nthe National Human Rights Commission (NHRC).<\/li><li>Further,\nthe bill provides for a reduction in the tenure of chairpersons of national and\nstate human rights bodies to three years from the current five years.<\/li><li>The\nbill also provides for increasing the Members of the Commission from two to\nthree of which, one shall be a woman.<\/li><li>The\nbill has been criticised by Opposition on the grounds that it gives\ndiscretionary powers to the government to appoint the chairperson of the NHRC\nchairperson. Further, it was criticised as it reduced the tenure of\nchairpersons of national and state human rights bodies from five years to three\nyears<\/li><\/ol>\n\n\n\n<p>\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nThe Protection of Human Rights Act, 1993 was\nenacted to provide for the constitution of a National Human Rights Commission\n(NHRC), the State Human Rights Commission (SHRC) and the Human Rights Courts for\nprotection of human rights.\n\n\n\n<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Protection of Human Rights (Amendment) Bill, 2019 was passed in the Rajya Sabha amid criticism from the Opposition.
