{"id":89755,"date":"2019-07-24T14:35:50","date_gmt":"2019-07-24T09:05:50","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=8395"},"modified":"2019-07-24T14:35:50","modified_gmt":"2019-07-24T09:05:50","slug":"scrutinise-rti-bill-opposition","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/scrutinise-rti-bill-opposition\/","title":{"rendered":"Scrutinise RTI bill: Opposition"},"content":{"rendered":"\n<ol class=\"wp-block-list\"><li>Opposition\nparties have criticised the Right to Information (Amendment) Bill, 2019 and\nmoved a resolution to send it to the Parliamentary Standing Committee for\nfurther discussion.<\/li><li>RTI\nAct 2005 sets the term of the Chief Information Commissioner (CICs) and\nInformation Commissioners (ICs) at the centre and state levels at five years\n(or until the age of 65, whichever is earlier).<\/li><li>The\namendment bill 2019 proposes that the appointment will be for such term as may\nbe prescribed by the Central Government.<\/li><li>RTI\nACT 2005 states that salaries, allowances and other terms of service of the\nChief Information Commissioner shall be the same as that of the Chief Election\nCommissioner, and those of an Information Commissioner shall be the same as\nthat of an Election Commissioner.<\/li><li>At\nthe state level, CIC and IC salary shall be equivalent to election commissioner\nand Chief Secretary respectively.<\/li><li>The\namendment proposes that the salaries, allowances and other terms of service of\nthe Chief Information Commissioner and the Information Commissioners at centre\nand state level should be prescribed by the Central Government.<\/li><li>Opposition\nparties have criticised the amendment bill on the grounds that it would dilute\nthe Act and curtail the independence of the CIC and other information officers.<\/li><li>They\nhave opined that the amendment would also allow Centre to simply transfer any\nauthority be it the CIC or any of the SICs in the event a case is directed\nagainst the interests of the government.<\/li><li>The\nRTI Act 2005 aims to promote transparency and accountability in the working of\nPublic Authorities.&nbsp; <\/li><li>The\nAct provides that Public Authorities are required to make disclosures on\nvarious aspects of their structure and functioning.
