{"id":89819,"date":"2019-08-28T18:21:46","date_gmt":"2019-08-28T12:51:46","guid":{"rendered":"http:\/\/factly.forumias.com\/?p=9597"},"modified":"2019-08-28T18:21:46","modified_gmt":"2019-08-28T12:51:46","slug":"bengal-govt-to-table-anti-lynching-bill","status":"publish","type":"post","link":"https:\/\/forumias.com\/blog\/bengal-govt-to-table-anti-lynching-bill\/","title":{"rendered":"Bengal govt to table Anti-lynching bill"},"content":{"rendered":"\n<ol class=\"wp-block-list\"><li>The West Bengal government has decided to table\nthe West Bengal Prevention of Lynching Bill, 2019 in the State Assembly.<\/li><li>It proposes three categories of punishment: a) maximum\nthree-year jail and a fine of up to Rs 1 lakh if the act leads to the victim\n\u201csuffering hurt\u201d; b) 10 years and up to Rs 3 lakh in case of \u201cgrievous hurt\u201d;\nand c) \u201crigorous imprisonment for life and fine not less than Rs 1 lakh and up\nto Rs 5 lakh\u201d in case of death.<\/li><li>The Bill also proposes a maximum one-year jail\nterm and a fine up to Rs 50,000 for those who spread or publish or communicate\n\u201coffensive material\u201d. It also proposes a jail term of maximum of three years\nand fine up to Rs 1 lakh for those who create \u201ca hostile environment for a\nperson or a group of persons\u201d.<\/li><li>The bill further states that the state will\nprovide protection to victims, who can also choose any advocate from the legal\naid panel under the Legal Services Authorities Act 1987. The state will also\nprovide free medical treatment and provide compensation as per the Compensation\nScheme.<\/li><li>It states that cases of lynching will only be\ninvestigated by police officers above the rank of inspector, except under\n\u201cspecial circumstances\u201d.<\/li><li>It also proposes to set up a special task force\nwith a state co-ordinator not below IG-rank and nodal officers to prevent\nincidents of lynching.<\/li><li>Recently, the Rajasthan government had passed a\nmob lynching law- Rajasthan Protection from Lynching Bill, 2019.
