J&amp;K and Ladakh will be a UT from\nNovember 1.<\/p>\n\n\n\n<p><strong>Facts:<\/strong><\/p>\n\n\n\n<p><strong>About J&amp;K\nlegislative Council<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>It was the upper house of the Assembly. It had a\nstrength of 36 members.<\/li><li>It was also used to be a part of the electoral\ncollege for the Rajya Sabha elections.<\/li><\/ul>\n\n\n\n<p><strong>About J&amp;K\nReorganisation Bill, 2019<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The\nAct reorganizes the state of Jammu and Kashmir into the Union Territory of\nJammu and Kashmir with a legislature and the Union Territory of Ladakh without\na legislature.<\/li><li>The\nUnion Territory of Ladakh will consist of Kargil and Leh districts and the\nUnion Territory of Jammu and Kashmir will consist of the remaining territories\nof the existing state of Jammu and Kashmir. <\/li><\/ul>\n\n\n\n<p>Some of the\nimportant provisions of the bill are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>&nbsp;The Union Territories of Jammu and Kashmir and\nLadakh will be administered by the President through an Administrator appointed\nas the Lieutenant Governor. <\/li><li>&nbsp;The Union Territory of Jammu and Kashmir will\nhave a Council of Ministers (The strength of the Council should not be more\nthan ten percent of the total number of members in the Assembly). The Council\nwill aid and advise the Lieutenant Governor on matters that the Assembly has\npowers to make laws. <\/li><li>There\nwill be a single common High Court (i.e, the High Court of Jammu and Kashmir)\nfor the Union Territories of Ladakh and Jammu and Kashmir.<\/li><li>An\nAdvocate General will provide legal advice to the government of the Union\nTerritory of Jammu and Kashmir.<\/li><li>The\ncentral government will appoint Advisory Committees, for various purposes,\nincluding:<ul><li>Distribution\nof assets and liabilities of corporations of the state of Jammu and Kashmir\nbetween the two Union Territories,<\/li><\/ul><ul><li>Issues\nrelated to the generation and supply of electricity and water, and<\/li><\/ul><ul><li>Issues\nrelated to the Jammu and Kashmir State Financial Corporation.<\/li><\/ul><ul><li>These\nCommittees must submit their reports within six months to the Lieutenant\nGovernor of Jammu and Kashmir.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Additional\nInformation<\/strong><\/p>\n\n\n\n<p><strong>Article 370<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>In August 2019, Government of India promulgated\nthe Constitution (Application to Jammu and Kashmir) Order, 2019. The order\nabrogated some provisions in Article 370 which granted special status to\nJ&amp;K.<\/li><li>India included Article 370 in Part XXI of the\nIndian Constitution in 1950, which read \u201cTemporary, Transitional and Special\nProvisions\u201d. This special status gave the following special powers to J&amp;K: <\/li><li>It allowed J&amp;K to have its own Constitution\nand Flag. <\/li><li>Article 370 explicitly mentioned that only the\nprovisions of Article 1 and Article 370 applied to the state. <\/li><li>The Centre could extend the central laws on\nsubjects included in the Instrument of Accession (IoA) \u2014 Defence, External\nAffairs and Communications \u2014 by \u201cconsultation\u201d with the state government.<\/li><li>Remaining central laws could be extended to the\nstate only with the \u201cconcurrence\u201d of the state government.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>News: The Jammu &amp; Kashmir Legislative Council, has been abolished as per Section 57 of the J&amp;K Reorganisation Bill, 2019. .
