The government would pay the difference. <\/li><li>The proposed minimum income guarantee scheme is\nin the same line as a universal basic income (UBI) scheme.<\/li><li>UBI is a minimum income (direct cash transfers) delivered\nby the state unconditionally to every individual every month. It is premised on\nthe belief that every person should have a right to a basic income to cover\ntheir needs, just by virtue of being citizens.<\/li><li>The concept of UBI got prominence in India, after\nthe Economic Survey of 2017 promoted the idea of UBI as \u201ca conceptually\nappealing idea\u201d and a possible alternative to social welfare programs targeted\nat bringing down poverty. .
